Angostura Dam Spillway Concrete Repair Solicitation No. 140R6024R0007/0001
1) Question:
See past performance section Factor 3. Can the general contractor use past performance project from key subcontractor to full fill this section?
Government Response:
Please see L.16, WBR 1452.215-81 Proposal Instructions – Bureau of Reclamation, Factor 3 Past Performance.
2) Question:
Can the contractor exclude the bidding of the temporary road, and price different avenues of access to the work area?
Government Response:
Please see L.16, WBR 1452.215-81(g) Proposal Instructions/Volume III, Price Proposal.
3) Question:
If intentions are to use other methods, will the contractor be required to build a temporary road?
Government Response:
Please see L.16, WBR 1452.215-81(g) Proposal Instructions/Volume III, Price Proposal.
4) Question:
Will the bulkhead need to be moved if the intentions are not to use the borrowed material?
Bulkhead (Stoplogs) will not need to be moved if enough borrow material is available in surrounding area of borrow site.
5) Question:
Can you provide product detail or data sheets on the existing patch material? This would be helpful in determining removal procedures.
Government Response: The Government cannot guarantee existing patch material products.
6) Question:
Can we use the gravel area at the top of the East training wall as a contractor laydown and storage area?
Government Response:
Per drawing 4564-600-6005 – There is access to this area for limited storage. Allowing full access for the Dam tender will take precedence over storage in this location.
7) Question:
Considering the specialized scopes and personnel this entails, we respectfully request a two-week extension on the due date to submit the most competitive proposal possible.
Government Response:
The government acknowledges this request and has extended the close for submission of proposals to July 26th, 2024, via Amendment No. 0001.
8) Question:
Per Sheet 60008 & 60009, the spillway profile is shown. A depth of 12’ +/- is called out at the point in the water. Is 12’ to be assumed minimum depth beyond the spillway? How far is 12’ depth in the water maintained? What is the maximum depth and where does this exist? Would contour lines and/or elevations be provided for the area of concrete and land below the water?
Per Drawing 454-D-101. The 12’+/- is above the dissipaters in the spillway stilling basin. The +/- is for the varying depths if releases are made.
9) Question:
Per specification 31 25 10, silt fence is called out. However, the drawings do not clearly refer to any silt fence. Please confirm the location of the silt fence intended.
Please refer to drawing 454-600-60005, for silt fence location.
10) Question:
CLIN 21 and 22 refer to emergency Demobilization and Remobilization. If emergency demobilization and remobilization were to occur, what is the time frame between the two? Should we anticipate demobilizing for x amount of weeks or anticipate work stopping and being restarted at the beginning of the next years construction window?
Refer to section 01 14 20 Dam and Reservoir Operations and section 52 20 00 Record of Operations - Demobilization and remobilization is dependent on the forecast of rain and what is available for storage. This could be as short as a couple days to a couple months.
11) Question:
Clin 21 and 22 refer to Emergency Demobilization and Remobilizations. If emergency demobilization and remobilization were to occur, how much time would the contractor have to demobilize? Is there a couple workdays’ notice or as much as a week+?
Refer to section 01 14 20, Part 1, 1.02, B, 1. Spillway release can happen as soon as 24 hours after notice. The notice can be provided at any time.
12) Question:
Per construction constraints, it is noted that ‘trees may only be cut between November 1st through April 14th’. However, the price schedule does not include tree removal. Nor do the drawings specify which, if any, trees are to be removed. Please confirm the extent of tree removal intended to be included in the scope. If tree removal is required confirm this cost should be included with CLIN 10 Clearing and Grubbing.
Place in CLIN 10 Clearing and Grubbing, Per section 01 14 10, Part 1.04 Project Conditions, paragraph F, time frame is between November 1 and March 31st. Refer to section 31 11 00, PART 3.
13) Question:
Spillway construction window. As no trees can be removed until Nov. 1st is the contractor to assume that no access can be constructed until Nov. 1st and spillway construction ends Nov. 30th.
Refer to section 01 14 10 Use of Site, Part 1.04 Project conditions, Paragraph F - Due to windows of work for removal of trees November 1 to March 31st, Reclamation assumes this would be completed the first fall/springtime and spillway stilling basin access, due to possible release, would be between August 15 and November 30.
14) Question:
Tree and Plant Protection. Specification indicates cost for replacement of trees or shrubs are the contractor’s responsibility, the plans do not indicate clearing limits or allowable tree removal without replacement. Is it the intent to require the contractor to replace moved trees?
Refer 31 11 00 Clearing and Grubbing - Part 3 Execution, Paragraph 3.01 Clearing – Clear adjacent to cut or fill sections to a minimum distance of 3 feet outside of slope lines. Adhere to 01 57 50 and 01 57 60. Per the Clean Water Act, workspaces should be reclaimed to pre-construction conditions in wetland areas. If species i.e. willows or other water trees or shrubs are removed in low lying areas, replacement of some tree may be needed.
15) Question:
Field Bending Bars - Specification indicates that field bending reinforcement is not allowed unless approved by COR. For accuracy and best fit this would often be needed.
Should contractors assume this will be allowed?
Refer to 03 20 00 Concrete Reinforcing – Bending of #3 and #4 rebar may be allowed with prior approval of the COR. 03 20 00 3.01.B states, “Field bending not allowed unless approved by COR.” Any field bending allowed by COR must be performed with mechanical equipment specifically designed to perform this operation.
16) Question:
