B. To minimize the risk of rockfall injuries, work in and around the spillway stilling basin will not be allowed to coincide with work on the abutment slope above.

1. If awarded as part of this contract, work on the rockfall attenuator shall be completed prior to commencement of all other work.

2. If work on the rockfall attenuator is not awarded as part of this contract, the Contractor shall provide temporary rockfall protection for all employees working in and around the spillway stilling basin (refer to Section 01 35 20 – Safety and Health).

1.06 OPERATIONAL RESTRICTIONS

A. At a minimum, work inside the tunnel and stilling basin or below maximum operating water surface elevation 3192.0 will not be allowed between March 1 and August 31 (inclusive) due to annual operational requirements of the spillway (refer to Section 51 20 00 – Record of Operations).

1. Work adjacent to the spillway stilling basin during this timeframe may also be subject to restrictions due to hazards associated with surging from the tunnel outlet during high releases.

2. The Government reserves the right to modify this schedule as needed.

B. From September to February, work inside the tunnel and stilling basin or below maximum operating water surface elevation 3192.0 will require a temporary restriction on the Yellowtail Afterbay elevation, requested at least 60 days in advance by the Contractor.

1. Work inside the tunnel and stilling basin will require the prior installation of stoplogs at the downstream end of the basin by Government personnel to prevent backflow from the afterbay and downstream channel (refer to Section 02 70 10 –

Removal and Control of Water). The maximum water surface elevation allowed in the afterbay during the installation and use of the stoplogs is 3190.0.

2. Work on the downstream end of the concrete drainage structure will require a lower afterbay restriction than the work within the tunnel (refer to Drawing 459-600-60015 and Drawing 459-600-60019 in Section 52 00 00 – Drawings).

The drawdown limit for the Yellowtail Afterbay is 3177.0.

3. Because afterbay restrictions significantly limit production rates at the powerplant as well as river flowrates below the afterbay dam, no restriction request will be considered unless it:

a. Falls within the allowable restriction period (September to February).

Workflow Restrictions

01 14 12 - 3

b. Provides reasonable assurance that materials and equipment required for pertinent work will be onsite or otherwise readily available, and that the

Contractor will be prepared to perform work during the period of time requested.

c. Can be reasonably accommodated based on normal Yellowtail Dam and Afterbay operation schedules.

C. Coordinate and schedule approved afterbay restrictions with COR. When work cannot be performed during an approved restriction period, notify COR that restriction is not required.

D. Reclamation will make every attempt to avoid imposing or altering afterbay restrictions once approved. However, in the unlikely event that emergency operations are required prior to or during approved restrictions, due to unforeseen conditions which could cause an adverse effect on the transmission system operation or reliability (e.g. abnormal electrical loads or extreme weather conditions), Reclamation reserves the right to revoke the applicable restriction, and to return facilities to operating conditions. In such an event:

1. The CO will provide written notification to the Contractor.

2. The Contractor shall remove personnel and equipment from the spillway tunnel, stilling basin, and afterbay within 24 hours of notification.

3. The CO will issue a Stop Work Order as well as supporting modifications to the contract.

1.07 ACCESS RESTRICTIONS

A. Due to scheduling constraints, on-site work will not be permitted prior to September 1, 2022.

B. Access to the spillway tunnel, stilling basin, and apron will require security barricade access along the powerplant service road; access along the spillway inlet service road is controlled by two locked gates and a security barricade. Upon request, Contractor will be issued padlock keys for access past the gates, and a proximity card for access past the barricades. Refer to Drawing No. 459-600-60015 in Section 52 00 00 – Drawings for details.

C. All vehicles and equipment traveling to the stilling basin must pass over the Powerplant Bulkhead Gate Deck, which was designed for AASHTO H-20 loading (see Information Drawing No. 459-600-205). At the west end of this deck, sharp turns and slope changes further restrict equipment access (see Photos 2 through 5 in Section 51 32 33 –

Photographs).

D. Other contractors may be working in the area of the Powerplant during execution of this contract. Access may be restricted near the Powerplant and across the bulkhead due to other contractors’ operations.

Workflow Restrictions

01 14 12 - 4

E. The Government will provide an aluminum staircase for access into the stilling basin and tunnel (refer to Photo 19 in Section 51 50 00 – Photographs). The Contractor shall be responsible for installing, maintaining, and removing the staircase, with facility assistance upon request.

F. Contractor requests for facility assistance must be conducted during facility working hours (Monday through Thursday, 7 a.m. to 5:30 p.m.).
