Solicitation Summary: Library of Congress Shelving and Binding Services

This is a Standard Form 1449 Solicitation/Contract/Order for Commercial Products and Commercial Services (Solicitation No. 030ADV26R0022) issued by the Library of Congress for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide collection maintenance, preservation, and inventory services. The Library seeks a single award contractor to perform PRESSI (Preservation, Shelving, Shifting, and Inventory) services for its collections, including reshelving, shifting, shelving of newly received materials, binding preparation, and inventory management through barcode labeling and item record creation in the Library Collections Access Platform (LCAP). The contract minimum is $50,000 and maximum is $5,000,000, spanning five one-year ordering periods from August 1, 2026, through July 31, 2031. All pricing is firm-fixed price (FFP) with no blended rates permitted; offerors must provide unit prices for each of eight service categories (reshelving, shifting, newspaper shelving, periodicals shelving, binding prep for English and foreign language materials, inventory, and microfilm inventory) across all five ordering periods. The proposal due date is April 20, 2026, at 12:00 PM EST, with a mandatory site visit on April 7, 2026, and a question deadline of April 10, 2026. Awards will be based on a best-value trade-off evaluation considering technical approach and project management plan, corporate experience with similar library projects, management and staffing qualifications, past performance feedback from customer references, and price reasonableness.

The contractor must supply staff capable of reading materials in 19 foreign languages including Chinese, Japanese, Korean, Russian, Arabic, Hebrew, and others, and must maintain quality standards of less than 1% critical error rate and 5% significant error rate. Work will be performed at the Library of Congress Capitol Hill Campus during standard operating hours (8:30 AM–5:30 PM Monday–Friday), with the Project Manager required on-site full-time. The Library will provide government-furnished property including computer equipment, book trucks, and supplies. Contractors must obtain Library-issued photo identification badges, complete mandatory IT security training, submit to background investigations, and comply with collections security and information systems security requirements. Invoices will be submitted electronically through IPP.gov, and monthly payments will be made upon acceptance of completed work after all errors are corrected to Library satisfaction.

Statement of Work

C.1. OVERVIEW/ BACKGROUND

The Library of Congress, Library Collections and Services Group (LCSG) requires contractor assistance to maintain and manage its collection of materials through maintenance, preservation work for binding preparation, shifting, shelving, inventory, and reshelving (PRESSI) services for items in its collections to help achieve Library of Congress (Library) goals of assuring long-term, sustainable preservation, and access for items in its collections. Services shall be provided according to the highest professional standards, guidelines, and best practices.

LCSG acquires, describes, processes, preserves, and makes accessible the largest and most comprehensive legislative research and national library in the world, including materials in over 450 languages. In addition to making collections accessible to current and future patrons of the Library, staff also provides services to libraries around the world through its bibliographic information, standards setting, and digital collections development.

Accurate and timely updating and maintenance of all these collections is required for mission effectiveness of the Library of Congress in service to Congress. The majority of these services shall be performed for collections administered by the General and International Collections Directorate (GICD), which includes seven divisions: African and Middle Eastern Division; Asian Division; European Division; Hispanic Division; Researcher Engagement & General Collection Division; and Serial and Government Publications Division. The major activities of the GICD include developing the Library’s collections in almost all languages and subjects; serving requested items to patrons; and providing on- and off-site reference and information services through specialist librarians staffing Library reading rooms and research centers on Capitol Hill as well as via the Internet, through email or the Ask-a-Librarian program. GICD plays a critical role in collections inventory control as well as collections security. The binding preparation services shall be performed for published, textual resources in the classified serial collections primarily within these Divisions. Other services required (pin and linking;

shifting, etc.) may be performed on monographs, multi volume monographs, serials, non-paper-based formats such as microfilm or other collection items as directed by the Library Contracting Officer Representative (COR). Units prepared for binding are routed to the Preservation Services Division (PSD).

C.2. SCOPE

The contractor shall provide collection maintenance, preservation, and inventory services to the Library of Congress, and other Service Units using the Library Collections Access Platform (LCAP).

C.3. REQUIREMENTS

The work requires reading knowledge of specific foreign language(s): Amharic, Arabic, Armenian, Bengali, Chinese, Cyrillic scripts for Kazakh, Georgian, Hebrew, Hindi, Indonesian, Japanese, Korean, Kyrgyz, Persian, Russian, Serbian, Turkmen and Azeri, Ukrainian, Urdu, Uzbek, Vietnamese, and the ability to use Romanization tables (as applicable).

The contractor shall provide collection maintenance, preservation, and inventory services to support standard operations of the Library. Work for these tasks shall be performed on a daily and weekly basis. In addition, the contractor shall perform projects as assigned. All work shall be completed pursuant to the performance standards indicated in Section C.4.

C.3.1 Maintenance. (Reshelving, Shifting and Shelving).

The contractor shall maintain the Library collection to support tracking, inventory control, updating, and overall security of the collection. The tasks associated with this work include:

C.3.1.1 Reshelving:

The Contractor shall re-shelve all the bound items that are returned from the bindery or shall route items to a processing unit for offsite transfer. Instructions on where to reshelve the items returned from the bindery will be provided by Division POC staff. The Contractor shall shelve all the materials according to call number and Division location within two (2) weeks of their return from the bindery.

C.3.1.2 Shifting:

The Contractor shall pull items from one (1) location and load them onto book trucks, security bins, and/or other transportation equipment provided by the COR and shift the items in a different location. These collection maintenance operations are intended to address changes in location resulting from pin & linking volumes for inventory purposes, considerations of off-site storage, reorganizing the items into proper order, or arranging the existing space to leave room for shelving incoming materials into the collections. The Contractor shall shift items by adding or removing physical shelving, selecting specific items based on instructions, re-labeling shelf ranges immediately upon completion of work, updating online documents which identify range locations and producing paper copies of updated locations.

C.3.1.3 Shelving:

Shelving is defined as the act of taking materials newly received by the Library and placing them on the shelf. Routine shelving consists of five (5) categories of materials (Loose Periodicals, Newspaper Issues, Microfilm Reels, Loose Comic Book Issues, and Unbound and Loose Collection) managed by the Physical Collections Services Section in each Division that require varying workflows and tasks. Within each material category, there are distinct physical groupings of materials that require attention. The contractor shall follow the guidance provided by the Division Section Point of Contact (POC), as designated by the COR, on the order of the work to be performed. Any conflict between the instruction of the Division POC with those of the COR shall be brought to the attention of the COR for resolution.

The Contractor shall complete the number of units stated in each task order for Maintenance below:

Loose Periodicals – Loose periodicals are currently stored in upright collection shelving areas throughout the Division.

The contractor shall, per Division POC instructions, sort loose periodicals by year and title, then order alphabetically and within that, chronologically; and shelve them in pre-determined locations as identified by the Division POC. Some loose materials may be temporarily stored in moveable carts or fixed shelving. Some materials may be in sealed boxes (in tubs) and require opening and unboxing (with packaging managed as described above.) These materials will need to be moved into shelving areas, then sorted, ordered, and shelved as above.

Newspaper Issue – Newspaper issues are loose, grouped, wrapped, and tied, boxed, shrink-wrapped and/or tied with plastic ties and stored in large, wheeled storage tubs, wheeled mail carriers/cages, or in plastic mail totes stored throughout the Division. The contractor shall move the storage containers to the Division POC-specified sorting areas, unpack and sort, per Division POC instructions, including opening and removing issues from boxes, discarding packing material, removing any vendor shipping slips from individual issues (storing for later review by Division POC), unwrapping bundles of issues within boxes, comparing title with accepted title list and setting aside unlisted titles for further Division POC review, and arranging accepted titles by geography, title, and chronology in designated storage areas.

Microfilm Reels – Reels of newspaper microfilm are stored in shipping boxes in large, wheeled storage tubs in the Division. The contractor shall move storage containers to sorting areas and unpack, confirm reel contents, label match, and sort per Division POC instructions, including matching film content to label through physical inspection, perforating with the Library identification, sorting them geographically and alphabetically by country (based on film label), then alphabetically and chronologically by title, and storing in designated areas.

Loose Comic Book Issues – Loose comic books issues are stored in large, wheeled storage tubs in the Division. The contractor shall move the storage containers to the sorting areas and unpack, removing plastic sleeves where present, and sort, per Division POC instructions, sorting the items alphabetically and chronologically (by title based on specialized instructions for locating and reading indicia) and shelving them in pre-determined locations. Handling requires direct observation of contractor staff by Division POC.

Unbound and Loose Collection Items - These items may be from any of the above-listed categories. These items may be somewhat fragile and susceptible to damage during handling and transport. Additional collection or other miscellaneous materials may be stored in shipment packaging. The contractor shall handle these items especially carefully, Per Division POC instructions. Such handling will vary according to the type of material.

For all categories of materials, the contractor shall:

Handle Collections - The contractor shall unpack materials not already stored as loose items, e.g., contained in a box or bundled together with string, tying tape, wrapper, or another housing method. Unpacking shall include unwrapping a bundle of items from a box, unboxing boxed material (except for individual microfilm reel boxes), removing plastic covers or wrapping, etc. The contractor shall alert the COR when encountering any problem that may jeopardize a safe move of a specific collection or item. The Library will have Division point of contact staff on-site to support these services and provide special handling guidance and address these situations, including any problems with handling and moving special collections that may be fragile

Maintain Order of Collections - The contractor shall maintain the appropriate shelf order of the collection items during all phases of movement, per guidance below, including the final placement of collection items on shelves in the Serials Division. The contractor shall follow any guidance and markings provided by the COR to the location of materials in the origin and destination shelving locations to aid in proper placement. The contractor shall work closely with Division POC staff to ensure that intellectual control information on packages shall allow shelving in Division collection storage locations to follow the prescribed chronological, alphabetical, and locational order. The Library recognizes that it may be necessary to refine the process and guides as the project proceeds for maximum effectiveness. Any such refinements will be communicated to the contractor for immediate implementation.

Materials Packaging Disposal - The Contractor shall discard used packing material and break down boxes that were emptied during the work session into trash bins supplied by the COR. The Contractor shall inspect each box before disposal to ensure that no materials are inadvertently left behind. After filling the trash bin, which will be located in the sorting area or designated area, the Contractor shall move the packaging debris to a dumpster accessible from loading dock doors on the Madison Building Ground level or other location designated by the COR.

C.3.1.4 Preservation. (Binding preparation and Packing)

C.3.1.4.1 Binding Preparation work shall include: Each Library Division will provide the contractor with selection criteria for materials to be bound based on item types, locations, and goals for selection. Based on these criteria, the Contractor shall establish binding preparation priorities in consultation with the COR or the COR’s designee. The priorities may vary from month to month. (Titles may in English and foreign languages (see C.3.7 for foreign language list)

C.3.1.4.2 The contractor shall prepare serials for binding in one of several binding styles used by the Library. A description of these binding styles may be found in Attachment J-4. The contractor shall retrieve all loose serial issues of titles from the assigned collections; ensure they are not duplicates of existing bound material, collate, remove loose material from units (for example, blown-in advertisements, subscription cards, sample CD’s from advertisers, and Library paperwork) and tie bindable units; barcode each serial bindable unit and create or edit holdings in the LC LCAP system;

link proper holdings record to item record and update summary holdings records to reflect issues prepared for binding;

locate and correct or create title information in the binding preparation software, enter binding instructions into the binding preparation software (including notating close gutter margins, the presence of pocket material and other special instructions for the bindery or notes for library staff); print out binding tickets or otherwise prepare the equivalent;

complete bindery transmittal slips and truck labels for each job with information required by Preservation Directorate;

suppress the individual bound issues from display in the Online Public Access Catalog (OPAC); print out the OPAC record for quality review for each title processed; perform quality assurance and correct binding software records and tickets for all errors found during quality control activity, and re-shelve items which are determined to be unsuitable for binding. Contractor shall pack completed lots of unbound materials by shipment lists containing the number of items and indicating the lot and shipment dates as directed by the COR or designee.

C.3.1.4.3 Following Library-provided guidelines, the Contractor shall remove and properly discard loose materials not related to the issue's content, for example, blown-in advertisements, subscription cards, sample CDs from advertisers, and Library paperwork. The Contractor shall examine all issues during collation for damage or for missing pages. The Contractor shall provide damaged issues to the COR for repair or replacement.

C.3.1.4.4 Following Library-provided guidelines, the Contractor shall note in the Library-provided Advanced Binding Library Exchange (ABLE) binding software application during collation such characteristics as close gutter margins, fold-out material, folded covers, variation in size of issues, missing issues, incorrect pagination, and table of contents and indexes, so that proper instructions may be conveyed to the bindery. The Contractor shall tie together all bindable units with cotton tape provided by the COR.

C.3.1.4.5 The Contractor shall review each completed item according to established quality control workflow; transport the completed materials to the Library Processing and Preparation Section within the Preservation Services Division or at an area identified by the Processing and Preparation Section POC with a sign of clear delivery direction on a weekly basis; and dispose of duplicates according to Library designated staff instructions after Library staff review.

C.3.1.4.6 The Contractor shall report technical problems encountered in setting up units for binding to the COR on a weekly basis. Such technical problems may include (but are not limited to): problems with the bibliographic record and incomplete cataloging; discrepancies between the piece and the catalog record; lack of a proper retention decision on the catalog record; and physical problems with the serials physical piece, such as brittle paper, damaged pages, acidity, missing pages, or oversized issues.

C.3.1.4.7 Packing of bindable units: The Contractor shall prepare the completed binding lots for shipment to the Contract bindery. Binding lots consist of the binding styles from the bindable units. Binding lots shall be sent to the Processing and Preparation Section (PPS) each week at a time established by the Library COR. The number of lots to be shipped per week shall be worked out between the Library COR and the contractor on an ongoing basis. The Contractor shall take the material to the PPS loading area and pack into designated gray tubs.

C.3.1.4.8 The Contractor shall tie together bindable units of collated serials with flat cotton tape provided by the COR and in a manner directed by the COR to hold the issues in bindable units during transit to the off-site binder.

C.3.1.4.9 Packing, labeling, and marking: The Contractor shall pack processed bindable units in containers and legibly mark them with the lot and style number. The Contractor shall mark the containers according to the container count for each lot number (e.g., Container 1 of 3, Container 2 of 3, Container 3 of 3). Then, the Contractor shall place the containers on skids designated by Preservation and Processing Section (PPS) staff.

C.3.1.4.10. Transmittal Forms. The Contractor shall fill out all applicable fields on a binding transmittal form supplied by the client. The Contractor shall leave the white portion with Processing and Preparation (PPS) personnel at time of shipment preparation, and the yellow carbon portion shall be provided to the COR or the COR’s designee.

C.3.1.5 Inventory. The process of tracking, providing inventory control, and overall security of the collection through pin & linking items, creating holding and item records in the Library’s LCAP.

The task associated with this work shall include:

C.3.1.5.1 Tracking, providing inventory control, and overall security of the Library collections by pin & linking monographs and serials and creating item and summary holding records in the LCAP. The contractor shall pin and link volumes in the Library collection to facilitate piece identification of volumes to facilitate shelving in the Library and/or offsite locations; to facilitate tracking of in-use volumes which are requested by patrons or Library staff. If the Item has a barcode, it is considered “pinned” and if this barcode has been entered in the LCAP Item record then it is considered “linked”.

C.3.1.5.2 The Contractor shall use the LCAP cataloging module to retrieve bibliographic records; check required fields such as title, place of publication, frequency of publication, ISSN and other fields; compare the physical piece to ensure all the information is correctly matched; barcode items and attach barcode information to item record, and otherwise create or update holdings, including correcting or entering holdings statements for serials; and input data into the item record, such as item type; enumeration field; chronology field; caption; free text; copy numbers; pieces, notes, and status. Item records shall be ordered in sequence within the hierarchy.

C.3.1.5.3 The Contractor shall identify and resolve problems encountered in creating, verifying, and updating records for all language materials. The Contractor shall verify that each item arranged by LC call number order during the pin and linking process. The Contractor shall remove items that are out of order on a cart during pin and linking and arrange them immediately in correct order to facilitate retrieval.

C.3.1.6. Additional Requirements

The contractor shall perform other projects as required, performing some or all the tasks identified in sections C.3.1 - C.3.5.3 above as specified on individual task orders. Projects may also include the following tasks:
