About this file

This document is a Sole Source Justification form for the Illinois Secretary of State to sole source the installation of a new dehumidification unit at the Margaret Cross Norton (Archives) Building. The existing unit has outlived its useful lifespan, and replacement parts are difficult or impossible to find. The new unit is required to maintain the proper temperature and humidity levels to protect the state's valuable archived collection, including documents signed by President Abraham Lincoln. Henson Robinson Company is the sole source vendor identified, as their proposed Trane unit can be retrofitted into the existing mechanical connections, avoiding significant construction costs that would be required for alternative equipment. The estimated value of the initial term is $425,000.

The sole source justification cites the lack of available alternative vendors and the incompatibility of other dehumidification equipment with the existing infrastructure as the primary reasons for the sole source determination. No competitive bidding process was undertaken, as the agency determined Henson Robinson Company to be the sole economically feasible source. The project will be funded with state funds, and this purchase will obligate the state to Henson Robinson Company for future maintenance and service needs.

Q1Answer: The existing dehumidification unit on the Illinois State Archives was installed in 2003 to create a suitable environment to protect the State of Illinois' valuable archived collection. The current Des Champs unit has outlived its useful lifespan and replacement parts are difficult or impossible to find. Since 2014 there have been 26 supply requisitions, and 128 work orders generated for repairs to the Des Champs unit. Utilizing SOS staff and the cost of equipment purchased and installed since then; we have spent $37,125.86. This price also includes the cost of the purchase of 10 small portable dehumidifiers to assist in what the roof top unit can no longer provide.

The importance of what the unit does for the Norton Building can’t be over-emphasized. To protect and preserve documents, SOS needs both temperature and humidity controls for the building. The wringer unit and campus-loop supplied chilled water are for temperature control. The Des Champs unit is the only unit we have that actually has a dehumidification circuit. Proper humidity levels (40%) are vitally important to maintaining our priceless records in the Norton Building. If SOS can’t maintain the humidity levels we are failing in our responsibilities to protect and preserve documents. The recent and on-going spate of repairs the Des Champs unit has required demonstrates the seriousness and immediacy of the problem. The unit needs to be replaced before it completely fails

Q2Answer: A tightly controlled humidification system is required to protect the documents under the care of the Illinois State Archival staff. Without such a system, the risk of damaging or destroying historically important state of Illinois documents, including documents signed and drafted by President Abraham Lincoln, are at risk and need this dehumidification system to avoid damage.
Q3Answer: After repeated efforts to find similar systems that would not need additional construction or modification, only one firm could provide the services needed. One vendor provided ILSOS with a quote for equipment only. On September 29th ILSOS solicited quotes from vendors for the installations of the equipment. These quotes were due back to us by Friday, October 9th. ILSOS received one response to the request which was a reply that they declined to bid. Aside from not having vendors who are able to install the equipment only bid received, that brand of equipment would require new connection points on the roof, whereas the Trane unit proposed by Henson Robinson would utilize existing connection points, saving the state a significant amount of money. Additional modifications would be necessary for a different brand of equipment because the Trane unit quoted would allow for only one lift to the roof of the Norton Building as all components are enclosed within the same unit. The other equipment brand proposed unit would require multiple lifts because of the extensive renovation needed for new connection points and duct work. This would also require modification to the existing roofing membrane by a roofing contractor to keep the existing roof warranty intact.
Q4Answer: The system selected can be retro fitted into the existing ductwork, and other mechanical connection points with little modification. The system quoted by Henson Robinson Company can utilize the same connection points as the existing unit (Des Champs). The ability to re-use these connections will save valuable resources and funds as there would be no need to modify the roof structure (i.e. equipment curbs) or connection points for piping and ductwork.

Q5aAnswer: Quotes were solicited from Munters, Inc. and G. V. Zintell & Associates.
Q5aAnswer: These types of systems are very specilized and tend to not be as competitive.
Q5bAnswer: Munters quoted a system that did not have the required heat exchanger to assist in the control of humidity. Zintell & Associates quoted the heat exchanger. Both of these systems would require extensive modification to the roof of the Illinois State Archives building to allow for the connection of their systems. This would have resulted in the possible invalidation of the existing roofing warranty or at the very least required the warranty roofing contractor to patch and/or replace roofing at an additional expense to keep the warranty intact.
Q5cAnswer: The evaluation was based primarily on cost. It is sole economically feasible to use the proposed Trane solution proposed by Henson Robinson because it can use the current connection points on the roof and avoid extensive modification/construction costs.
