Reference to DCMA-INST-8210-1C and AR95-20 may be used interchangeably as those titles reference the same document. All Contractor Flight and Ground procedures and processes required by the DCMA-INST-8210-1C will be covered in the written Contractor manuals. The specific required procedures are found in chapters 3, 4, 5, 6, and attachment 10 of the DCMA-INST- 8210-1C. In addition to the DCMA-INST-8210-1C requirements, the Contractor shall develop a “RVSM Operations” and “OCONUS Operations” guide detailing procedures to be used when transiting OCONUS locations or flying in RVSM airspace.
All of the written procedures required by the DCMA-8210-1C and this paragraph will be submitted for written approval by the Government Flight Representative (GFR) within 30 days from contract award. Flight operations are prohibited until the GFR gives written approval of the submitted Operations Manuals. Any inconsistencies between the terms of this contract and the Operations Manuals will be resolved by the Contracting Officer, and a written determination furnished to the Contractor. The Operations Manuals and any subsequent revisions will be a part of this contract.
C.2.3. Annual Flight Hours. The Government utilizes the G-IV on an average of approximately 120 flight hours per year. The Government, however, does not guarantee any specific number of flight hours per year. The Government estimates that the G-IV is away from home station approximately 80 to 100 days per year, requiring crew lodging, transportation, and subsistence.
C.2.4. Geographical Area of Operations. The Government typically utilizes the G-IV within the continental United States; with most flights confined to an eleven-state area in the Mississippi River valley of the United States. Occasionally, the Government requires missions in other parts of the US and sometimes outside the continental United States (OCONUS).
C.2.4.1. Oceanic training. Pilot crewmembers are required to maintain qualifications to transit oceanic airspace as pilot in command.
C.2.4.2. OCONUS Personnel Requirements. Pilots are required to obtain and maintain a US tourist passport (Blue Passport) upon assignment to the G-IV program. Pilot crewmembers must remain eligible to obtain an official government passport (Brown Passport). Upon mission tasking requiring an official government passport, the pilots are required to obtain the official government passport through DoD passport agents following guidance from the US State Department on passport applications.
Pilots are required to meet the vaccination requirements listed in the Foreign Clearance Guide for taskings to countries outside the United States and its territories.
