DEFINITIONS OF LABOR CLASSIFICATIONS

ECONOMIC, ENVIRONMENTAL, AND REGULATORY ANALYTICAL AND

EVALUATION SUPPORT

Professional Classifications

1. Level 4 - Plans, conducts and supervises projects of major significance necessitating advanced knowledge and the ability to originate and apply new and unique methods and procedures. Supplies technical advice and counsel to other professionals. Generally, operates with wide latitude for unreviewed action.

The Senior Financial Economist typically meets the following educational and experience requirements:

Education: Typically, has a Doctorate (PhD) or Master’s (MA/MS) degree in one of the following areas: Economics, Agricultural Economics, Natural Resource Economics or Finance.

Experience: Typically, has a minimum of five full-time equivalent (FTE) years of professional experience (i.e., that provided financial remuneration) after receiving a Doctorate, or a minimum of ten FTE years of professional experience after receiving a Master’s degree.

Title: Common titles include Project Leader, Project Manager, Senior Financial Economist, Senior Economic Impact Economist, Senior Financial Analyst, Senior Program Analyst.

The Senior Benefits Economist typically meets the following educational and experience requirements:

Education: Typically, has a Doctorate (PhD) or Master’s (MA/MS) degree in one of the following areas: Economics, Agricultural Economics, Environmental Economics, or Natural Resources Economics.

Experience: Typically, has a minimum of five full-time equivalent (FTE) years of professional experience (i.e., one that provided financial remuneration) after receiving a Doctorate, or a minimum of ten FTE years of professional experience after receiving a Master’s degree.

Title: Common titles include Project Leader, Project Manager, Senior Benefits Economist, Senior Program Analyst.

The Senior Environmental Assessor typically meet the following educational and experience requirements:

Education: Typically, has a Doctorate (PhD) or Master’s (MA/MS) degree in one of the following areas: Biology, Ecology, Environmental Science, Environmental Chemistry, or a closely related field.

Experience: Typically, has a minimum of five FTE years of professional experience (i.e., one that provided financial remuneration) after receiving a Doctorate, or a minimum of ten FTE years of professional experience after receiving a Master’s degree.

Title: Common titles include Project Leader, Project Manager, Senior Biologist, Senior Ecologist, Senior Environmental Scientist.

Others: This category includes Senior Biologist or Ecologist, Senior Statistician, Senior Modeler or Environmental Engineer, and Senior Programmer. Typically, meets the following educational and experience requirements:

Education: Typically, has a Doctorate (PhD) or Master’s (MA/MS) degree in a field related to the proposed role in the contract.

Experience: Typically, has a minimum of five FTE years of professional experience after receiving a Doctorate, or a minimum of ten FTE years of professional experience after receiving a Master's degree.

The Program Manager typically meets the following educational and experience requirements:

Education: Typically, has a Doctorate (PhD) or Master's (MA/MS) degree in business administration, industrial organization, contracts management, or one of the disciplines listed for any of the Level 4 positions described above.

Experience: Typically, has a minimum of five FTE years of professional experience (i.e., one that provided financial remuneration) after receiving a Doctorate (PhD), or a minimum of ten FTE years of professional experience after receiving a Master’s (MA/MS) degree.

Title: Common titles include any of the titles listed for any of the Level 4 positions described above.

2. Level 3 - Under the general supervision of the Program Manager, plans, conducts, and supervises assignments normally involving smaller or less important projects. Estimates and schedules work to meet completion dates. Directs assistants, reviews progress and evaluates results, and makes changes in methods, design, or equipment where necessary. Operates with some latitude for unreviewed action or decision.

The Project Economist, Project Environmental Assessor, Project Biologist or Ecologist, Project Statistician, Project Aquatic Toxicologist, Project Human Health Toxicologist, Project Modeler or Environmental Engineer, Project Technical Writer and Project Programmer typically meet the following educational and experience requirements:

Education: Typically, has a Doctorate, Master’s or Bachelor’s degree in a field related to the proposed role in the contract.

Experience: Typically, has a minimum of three FTE years of professional experience after receiving a Doctorate, a minimum of five FTE years of professional experience after receiving a Master’s degree, or a minimum of six FTE years of professional experience after receiving a Bachelor's degree.

3. Level 2 - Under the supervision of the Program Manager or task order manager, carries out assignments associated with specific tasks. Translates technical guidance received from supervisor into usable data applicable to the particular assignment; coordinates the activities of lower professional level personnel. Assigned work is varied and requires some originality and ingenuity.

The Economist, Biologist or Ecologist, Statistician, Modeler or Environmental Engineer, Programmer, and Technical Writer or Research Assistant typically meet the following educational and experience requirements:

Education: Typically, has a Bachelor’s degree in a field related to the proposed role in the contract.

Experience: Typically, has a minimum of three FTE years of professional experience.

4. Level 1 - Lowest of entering classifications. Works under close supervision. Performs routine analyses. Works on less complicated assignments where little evaluation is required.

The Assistant Economist, Assistant Biologist or Ecologist, Assistant Statistician, Assistant Modeler or Environmental Engineer, Assistant Technical Writer or Research Assistant, and Assistant Programmer typically meet the following educational and experience requirements:

Education: Typically, has a Bachelor’s degree in a field related to the proposed role in the contract.

Experience: None required.
