1. General

1.1. Introduction - The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Center for Operational Oceanographic Products and Services (CO-OPS), operates water level stations in the Great Lakes and their connecting channels as part of the National Water Level Observation Program (NWLON). The CO-OPS, Field Operations Division (FOD) operates and maintains these stations, which provides data for water resource management and safe navigation. The data are used by international federal agencies, state, local, city, private engineers and surveyors for hydrographic surveys, regulation, forecasting, construction and maintenance activities as well as many other environmental applications.

1.2. Background - The station located at the Louisiana NWLON at Grand Isle, was severely compromised during the recent Hurricane season and we have been given Disaster supplemental funds. Congress has appointed hurricane funding to directly support those stations damaged by recent hurricanes.

1.3. Objective

1.3.1. Upon receipt of the completed solar panel racks, CO-OPS Field Operating Division will be installing them at the Grand Isle NWLON to harden the station and bring the station up to CAT 5 Hurricane survivability, which is a goal for our stations located in hurricane prone areas.

1.4. Scope

1.4.1. The selected vendor will fabricate the items per the specifications in supplied NOAA design drawings. The vendor will include shipping costs of all items from their facility to 1 Sabine Island Drive Gulf Breeze, FL 32561 in their quote.

1.4.2. For the (1) DMES 60x60x15, (1) Solar Panel Rack, and (4) Hardened Solar Panel Frames 55 degrees the vendor will supply all fabrication services to produce the stand per the supplied design drawing including all mounting hardware to assemble the stand, Solar Panel Rack, and Hardened Solar Panel Frames. All mounting hardware should meet the specifications detailed in the design drawing. The completed stand will be assembled and match marked prior to shipment to Gulf Breeze, FL to ensure all components fit properly. The stand will then be disassembled for shipment, and all hardware and components labeled and packed neatly and securely for shipment. The vendor is not required to quote the following as NOAA will provide these items: APX aluminum enclosure, 40 watt solar panels, 1.5” pipes.

1.5. Period of Performance

1.5.1. The vendor will provide the shipped, fabricated solar panels no later than eight (8) weeks from the time of award.
