USAID Egypt STESSA RFP. No. SOL‐263‐17‐00003

Amendment 2

REQUEST FOR CLARIFICATION

1. Amendment 1 includes a Logical Framework and a Results Framework that do not appear to match the SOW noted in Section C of the RFP. Specifically, there is mention of “Critical skills of basic education students improved” with the sub‐purpose/sub‐IR being “Reading, Mathematics, and English Skills Improved for Primary Students.” We believe this item is in error as the SOW for STESSA is focused on improving pre‐service teacher education and in‐service teacher education focused on providing instruction to students in high school and middle school.

CLARIFICATION QUESTION: Please clarify if the results framework and logical framework provided in Amendment 1 are indeed intended to support the SOW offered in Section C of the

RFP, which does not mention primary school education as a focus of the project as outlined in

Table 2 (pages 21‐23 of the RFP). Would USAID provide an appropriate version that meets the

STESSA SOW or direct us to the results that specifically apply to STESSA?

Response: The Logical Framework and Results Framework support USAID's Basic Education that includes STEM education among other activities. Examples of the stated Goals, purposes, IRs and Sub‐IRs specifically relate to STEM education, both current and future activities, include the following:

In the "Logical Framework": The second Goal "Educated workforce that responds to labor market needs, Sub‐purpose "High school graduates (students) able to solve higher level real life. science and math problems" and the relevant Input and Output indicators listed in the Logical Framework such as "Teachers better able to teach STEM subjects", Governance structures strengthened to support higher quality STEM education", STEM teacher certification system established" and "Strengthen MOE capacity to sustain and replicate STEM models".

In the "Results Frameworks": Development Objective: "Targeted segment of workforce that respond to labor market demands in selected sectors", Sub IR 3.2 "High School Graduates (students) able to solve higher level, Science and Math Problems" and relevant indicators of those listed under this Sub IR.

2. Regarding question 29 of the Procurement/Budget Questions: Form DD 1547 (Weighted

Guidelines Form) was not attached to Amendment 1 as noted therein. Please clarify if the 2002 version of the DD 1547 form available online is the appropriate form to complete. If not, would

USAID provide the acceptable version of this DD 1547 form?

2 | P a g e

Response: Yes 2002 version of the DD 1547 form available online is the appropriate form to complete and submit.

3‐ The line items included on the worksheets titled, “Budget Detail” and “Consolidated

Budget Detail” do not match the line items listed on the worksheet titled, “Summary Budget by

Category”:

a. The numbering and the order of those line items do not match among the worksheets where on the summary budget, the line item numbering is different than those included on the detailed budget and the order is not the same. For example, the Travel line item is listed as number (e) on the summary budget while on the budget details it is listed as number (c). The same is noted for Allowances, Subcontracts, Indirect costs and Other direct costs.

b. The “Budget Detail” and “Consolidated Budget Detail” worksheets omitted reference to line items included on the summary. Those are: Procurement, Equipment, Training, Security, and Direct Facilities Costs.

2‐ The worksheet titled, “Summary Budget by CLIN” included one line for reporting the proposed total “Subcontracts” cost. Please confirm whether USAID wants us to report the total of all subcontracts proposed under CLIN 001 and CLIN 002 on this “subcontracts” line or should it be separated by and under each CLIN.

Response: The Budget worksheets are just guidance. Offeror can and should modify it to match their proposed project and required CLINs.
