About this file
This is a Request for Quotation (RFQ) for NASA GV avionics and display upgrades under solicitation number 80AFRC26Q0009. The procurement seeks two integrated avionics upgrade packages to be performed during a single coordinated maintenance visit at the contractor's facility. The first requirement (CLIN 0001) involves procuring six new ASC183B DU885 LCD PlaneDeck units with Synthetic Vision (PDSV) capability, which includes replacing six existing DU880 CRTs, integrating PDSV, installing related controls, database loader, wiring modifications, removing legacy cooling hardware, and performing rack modifications per NASA specifications. The second requirement (CLIN 0002) involves procuring three new Honeywell Laseref IV Inertial Reference Units (IRUs) certified under applicable Supplemental Type Certificates and installing them in the avionics racks using Gulfstream's existing STC, including core/credit processing and alignment inspections. Both line items are firm-fixed-price with pricing to be proposed by offerors. The period of performance extends from receipt of order through July 23, 2027, with estimated downtime not to exceed 20 working days.
This is a commercial item acquisition under FAR Part 12 conducted on a full and open competition basis with no set-asides. The NAICS code is 336413 with a size standard of 1,250 employees. Quotes must be submitted via email to jenny.y.staggs@nasa.gov and lyra.l.bui@nasa.gov no later than 8:00 AM Pacific Daylight Time on August 31, 2026. Offerors must submit three separate volumes: Volume I (Technical Approach, 15 pages maximum), Volume II (Relevant Performance, 7 pages maximum), and Volume III (Pricing, no page limit). Evaluation will be conducted on a best-value continuum using three factors: Technical Acceptability (pass/fail), Relevant Experience (rated using a four-level scale), and Price. Technical acceptability will determine if proposed facility locations satisfy security requirements including perimeter fencing for the sensitive NASA aircraft. The anticipated award date is on or before September 30, 2026. Offerors must hold prices firm for 30 calendar days from the proposal receipt date.

General Instructions
Offerors must follow the instructions contained herein. Failure to meet any of the solicitation requirements may result in an offer being ineligible for award. Should an offeror take exception to any solicitation requirement, the exception must be clearly identified, and complete accompanying rationale must be provided. Non-conformance with these instructions may result in an unfavorable proposal evaluation.
The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Offerors shall assume that the Government has no prior knowledge of their experience and will base its evaluation on the information presented in the offeror’s quote. Proprietary information shall be clearly marked.
The Government reserves the right to cancel this solicitation at any time prior to award. Such cancellation may occur when it is determined to be in the best interest of the Government, including but not limited to situations involving changes in agency requirements, funding constraints, administrative considerations, or other circumstances that render continuation of the solicitation inappropriate. The Government shall not be liable for any costs incurred by offerors as a result of the cancellation of the solicitation.
Communication
Oral questions will not be answered. If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the contractor shall immediately notify the Contracting Officer in writing at jenny.y.staggs@nasa.gov, and cc lyra.l.bui@nasa.gov, with supporting rationale as well as the remedies the offeror is asking the Government to consider as related to the omission or error.
The Government intends to evaluate quotes and award a contract without discussions or negotiations with offerors. Therefore, the offeror's initial quote should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions or negotiations if the Contracting Officer later determines the action to be necessary.
Proposal Format and Contents
The offeror’s quote shall consist of three (3) volumes. Each volume shall be a separate electronic file. The volumes are identified as:
Volume I – Technical Approach – 15 pages maximum, Times New Roman font, 12 pt size, single-spaced, one-inch margins including figures, photos, diagrams, etc. Cover page, table of contents page, and Subcontractor Letter(s) of Commitment are excluded from the page count.

The offeror’s technical approach must also present sufficient information to reflect a thorough understanding of the SOW requirements and acceptable methods for ensuring the quality of services and deliverables with minimal risk to the Government. Lack of specificity or a general offer to perform the SOW may result in an unacceptable offer.
The Offeror’s technical approach shall identify the physical address of each facility proposed for performance of the work required under the SOW and this solicitation. The Offeror shall clearly describe the work to be performed at each facility location. If any portion of the work will be performed by a subcontractor at a subcontractor-owned or operated facility, the Offeror shall identify the subcontractor facility's physical address, ability to adhere to all security requirements, as well as provide a signed Letter of Commitment from the subcontractor with the proposal. Failure to adhere with these instructions may result in an unfavorable proposal evaluation.

FAR 52.212-2, EVALUATION -- COMMERCIAL PRODUCTS AND COMMERCIAL
SERVICES (OCT 2025) (DEVIATION)
Addendum to FAR 52.212-2 EVALUATION – COMMERCIAL PRODUCTS AND
COMMERCIAL SERVICES
Basis for Contract Award
The Government may award one purchase order resulting from this RFQ using the best-value continuum, trade-off process. The following factors shall be used to evaluate offers:
1. Technical Acceptability
2. Relevant Experience
3. Price
The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
An initial review of offers will be conducted to determine acceptability. The Contracting Officer shall not complete the initial evaluation of any offer when it is determined that the quote is unacceptable because: (1) It does not represent a reasonable initial effort to address the essential requirements of the RFQ or clearly demonstrates that the offeror does not understand the requirements; or (2) It contains major deficiencies or omissions or out-of-line costs which discussions or negotiations with the offeror could not reasonably be expected to cure. The Contracting Officer shall document the rationale for discontinuing the initial evaluation of a quote in accordance with this section. All unacceptable offers will be eliminated from further evaluation.
Evaluation Procedures and Factors for Award
Technical Factor
The remaining offers will be evaluated against the Technical Acceptability Factor. The Government shall evaluate Volume I - Technical Approach on a pass/fail basis, assigning a rating of Acceptable or Unacceptable using the descriptions in the below table “Technically Acceptable/Unacceptable Ratings”. The offeror’s technical volume shall be evaluated to determine if the offeror’s technical approach along with existing capability meets or exceeds
The purpose of the relevant experience evaluation is to allow the Government to assess the offeror’s ability to perform the effort described in this solicitation, based on the offeror's demonstrated present and past performance.
Relevant experience regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement will not be rated as highly as relevant performance information for the principal offeror.
Price Factor
The Government will evaluate the total proposed price in accordance with the SOW. Total price evaluation will be determined by adding the total amount for CLINs 0001 through 0002.
Failure to propose pricing for each of these individual line items may result in a quote being excluded from further consideration. Offerors that do not propose pricing in accordance with the solicitation guidance may be considered unacceptable and thus precluded from receiving an award.
BASIS OF AWARD
The Government may award a purchase order resulting from this solicitation to the responsible offeror using a best value continuum trade-off process where all evaluation factors other than price, when combined, are significantly more important than price.
