Version 11-30-2016-1 FAR Part 11—Describing Agency Needs
STATEMENT OF WORK (SERVICES)
(SOW)
GENERAL INFORMATION
Title of Project:
Annual Service and Maintenance Agreement for Agilent LC/Q-TOF mass spectrometry system
Statement of Need and Purpose:
National Center for Advancing Translational Sciences (NCATS) Analytical Chemistry Core (ACC) requires an annual service and maintenance contract for a liquid chromatography– quadrupole time-of-flight mass spectrometer (LC-QTOF-MS), specifically, the Agilent 6546 LC/Q-TOF paired with an Agilent 1290 Infinity II liquid chromatography (LC) system. This annual service contract is necessary to protect the Agilent LC-QTOF-MS, including peripheral components in the event of malfunction or to provide preventative maintenance, which will allow the LC-QTOF-MS instrument to return to a working condition meeting factory specifications. The work must be performed by an Agilent field service engineer as they have the requisite training to ensure Agilent’s proprietary software and hardware functions properly. Agilent will perform the necessary service requests at no additional cost beyond the cost of the annual service contract. Furthermore, the field service engineer will provide documentation outlining the performance attributes of the NMR instrument and associated components being serviced.
Background Information and Objective:
Our medicinal chemists use this Agilent 6546 LC/Q-TOF mainly for analyzing compounds they make. After synthesizing a new molecule, we confirm the identity, check purity, detect any byproducts, monitor reactions, all of which assists us in clarifying promising lead compounds.
The 6546 LC/Q-TOF is a mass spectrometer that uses a quadrupole to select ions and a time-of-flight analyzer to measure their masses very accurately, often after LC separation and optional fragmentation. Constant access to fully functioning LC-QTOF-MS is imperative to allow us to do everything that a regular LC-MS does but with much more confidence and detail. As such, routine maintenance is of highest priority to ensure the instruments operate properly.
Furthermore, periodic upgrades and component replacement are required to prolong the instrument lifetime.
To help maintain and ensure the functionality of the Agilent 6546 LC/Q-TOF, we have a need for an Agilent CrossLab Silver Maintenance Agreement from Agilent Technologies, Inc. This agreement will include annual preventative maintenance of the LC-QTOF-MS, pumps, multisampler, thermostats, and vacuum pumps to ensure proper system operability and longevity. In the event of a malfunction, these highly sophisticated and expensive instruments, as well as the associated components will require expert service. Therefore, it is of the utmost importance that Agilent LC-QTOF-MS instrument and all associated components are protected by an Agilent CrossLab Silver Maintenance Agreement. Without such an agreement in place, repair costs are extremely high and instrument downtime is much longer causing a significant decrease in scientific productivity.
Period of Performance:
Base agreement of twelve (12) months starting at award of contract.
