About this file
This is a Request for Quotation (RFQ) for Mechanical, Electrical, and Plumbing (MEP) repair, maintenance, inspection, and emergency services to support the Albuquerque Area Indian Health Service (AAIHS) facilities. The Government intends to establish multiple firm-fixed price Blanket Purchase Agreements (BPAs), with an anticipated minimum award to four contractors if adequate competition exists. This is a total Indian Small Business Economic Enterprise (ISBEE) set-aside with a cascading set-aside structure: first tier to ISBEEs that are small business concerns, second tier to all other small business concerns if insufficient first-tier competition. The NAICS code is 561210 with a $47.0 million small business size standard. Solicitation number is 75H70726R00003, with an offer due date of March 18, 2026, at 5:00 PM ET. The Department of Health and Human Services, Indian Health Service, Division of Contracts and Grants Management is issuing this solicitation. Points of contact include Contracting Officer Shandiin DeWolfe (505-256-6755) and Contract Specialist Stephanie Begay (505-256-6750).
Services will be provided across seven AAIHS Service Unit facilities located throughout New Mexico, covering Albuquerque, Zuni, Taos/Picuris, Santa Fe, Jicarilla, Mescalero, and the New Sunrise Regional Treatment Center in San Fidel. The scope encompasses comprehensive MEPLS (Mechanical, Electrical, Plumbing, and Life Safety) services including HVAC systems, electrical distribution and emergency power systems, plumbing and medical gas systems, fire protection, and life safety systems. Response time requirements are stratified: emergency services require acknowledgment within one hour and on-site response within 4-12 hours depending on location; urgent services require acknowledgment within 4 business hours and on-site response within 1-2 business days; routine services require acknowledgment within one business day and on-site response within 3-5 business days. Contractor personnel must hold applicable certifications including journeyman/master electrician or plumber licenses, EPA 608 HVAC certifications, OSHA 10/30, and federal background clearance eligibility. The Government intends to place at least $5,000 in orders during the first 12 months following award. Evaluation will be conducted on three factors in descending order of importance: Technical Capability (technical approach, key personnel qualifications, management plan), Past Performance (relevant healthcare/institutional facility experience within past five years), and Pricing. Quoters must submit three volumes (Technical Qualifications, Past Performance, and Pricing) plus a signed SF-1449 form and IHS Buy Indian Act Indian Economic Enterprise Representation Form. Period of performance is base year TBD/2026 through TBD/2027, with four optional one-year extension periods available. Invoices must be submitted electronically through the Treasury Invoice Processing Platform (IPP) at www.ipp.gov following work completion and Government acceptance, with the contractor responsible for all taxes including New Mexico Gross Receipt Taxes.
