About this file

This is a pricing template that offerors must complete to propose pricing for Mechanical, Electrical, and Plumbing (MEP) services under a Blanket Purchase Agreement (BPA) for the Indian Health Service Albuquerque Area facilities. The template requires contractors to provide fully burdened hourly labor rates for 16 labor categories including Master Electrician, Journeyman Electrician, Electrical Engineer – Arc Flash, Arc Flash Technician, Master Plumber, Journeyman Plumber, HVAC Technician, Mechanical Technician, Generator Technician, Emergency Power Specialist, Load Bank Technician, Controls Technician, Fire Extinguisher Technician, General Maintenance Technician, Helper/Apprentice, and Project Manager. Offerors must also specify emergency premium percentages for after-hours work, trip or service call charges for both regular and after-hours visits, emergency mobilization fees, and minimum billable service hours.

The template includes sections for material markups with Government-established ceiling percentages: Standard Materials (15%), Electrical Components (20%), Mechanical/Generator Components (20%), Plumbing Materials (15%), and Emergency Procurement (25%). Travel reimbursement rates for mileage, lodging, and per diem may be entered if separately reimbursable under the solicitation. The template contains a sample call order evaluation scenario that the Government may use to compare proposed pricing among offerors. All proposed labor rates must be fully burdened, including wages, overhead, profit, insurance, supervision, small tools, and indirect costs. Offerors must not modify protected cells, delete rows or columns, or alter formulas within the template, and must enter 0.00 for any labor categories that do not apply to their organization.
