M.1 FAR 52.212-2 – Evaluation – Commercial Products and Commercial Services
The Government intends to award a single firm-fixed-price purchase order to the Offeror responsible whose quote represents the best value, considering price and non-price factors.
M.2 Evaluation Factors
1. Technical Capability
Project Title
The Government will assess the Offeror’s demonstrated ability to perform elevator preventive maintenance, inspections, repairs, and emergency response. Key considerations include:
• Understanding of elevator maintenance in a healthcare environment
• Qualifications and certifications of elevator mechanics
• Soundness of the proposed maintenance and repair approach
• Ability to meet emergency, urgent, and routine response times
• Compliance with the PWS, ASME A17.1/A17.2, NFPA codes, OSHA, and state elevator requirements
2. Past Performance
The Government will evaluate the relevance and quality of past performance on similar elevator maintenance contracts, focusing on reliability, safety, responsiveness, and customer satisfaction.
3. Price
Price will be evaluated for reasonableness, completeness, and balance across the base and option periods.
M.3 Basis for Award
M.3.1 Award Without Discussions
The Government may award without discussions. Offerors should submit their best pricing and technical terms with initial quotes.
M.3.2 Evaluation of Options
Total evaluated price will include the base period and all option periods. Evaluation does not obligate the
Government to exercise any options.
M.3.3 Best-Value Determination
Award will be made using a best-value tradeoff. When combined, non-price factors are more important than price. The Government may select an Offeror with superior technical capability or past performance even if their price is not the lowest.
