About this file
This is a Quality Assurance Surveillance Plan (QASP) for elevator maintenance and repair services. The document outlines the Government's approach to monitoring contractor performance and verifying compliance with the underlying Performance Work Statement (PWS).
The QASP establishes five key performance objectives with corresponding standards, metrics, and acceptable quality levels (AQL). Preventive Maintenance requires 100% completion of monthly maintenance for each elevator, monitored through Contracting Officer Representative (COR) review of maintenance logs and random inspections. Emergency Response to entrapment or unsafe conditions must occur within 3 hours with a 95% AQL, verified through incident logs and service tickets. Urgent Response to service calls requires response within 6 hours at 95% compliance, and Routine Response requires completion within 1 business day at 95% compliance, both tracked via work order tracking and COR review. Repair Completion requires 95% of repairs to be finished within required timeframes, verified through service tickets and work order tracking. Surveillance methods include monthly reviews of contractor-submitted maintenance logs, verification of completion dates and technician signatures, and random spot-check inspections. Remedies for non-compliance range from re-performance at no cost and documentation in CPARS for recurring preventive maintenance failures to corrective action plans for response time and repair completion failures.
