COMBINED SYNOPSIS/SOLICITATION 140R4024Q0075

RG-AIS Decontamination Pressure Washer This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 140R4024Q0073 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. This combined synopsis & solicitation notice is a request for competitive quotations. Therefore, all capability statements or quotations received prior to the RFQ close date will be considered.

1. This is a total small business set-aside under NAICS 811310 with an associated small business size standard of $12,500,000.

2. Description of services:

The Bureau of Reclamation, Upper Colorado Basin, Albuquerque Area Office (Reclamation) has determined a need for a pressure washer unit. The existing trailer mounted pressure washer unit is breaking down after 10 years. It is needed by our Aquatic Invasive Species Inspector/Decontamination Contractors at Elephant Butte. Reclamation requires the replacement of a pressure washer mounted on a trailer with water tank to be used to spray invasive mussels attached to watercraft at boat ramps. (See Attachment 1- Technical Specifications Sheet for more information).

3. The Government intends to award a single firm fixed-price purchase order resulting from this

RFQ to the responsible contractor whose quote represents the best value in terms of technical capability, past performance, and lowest price.

4. Submit the following documents in response to this RFQ:

a. Technical Specifications that meet Requirement

b. Price Quote (Attachment 2-Price Schedule)

Note: See Provision 52.212-1 for more information.

5. The place of delivery is:

Bureau of Reclamation, Albuquerque Area Office 555 Broadway Blvd., NE, Albuquerque, NM, USA 87102-2352

6. FAR Provisions and Clauses 52.212-1 through 52.212-5 apply to this procurement. The full text of FAR provisions or clauses may be accessed electronically at: https://www.acquisition.gov/.

The provision at 52.212-1, Instructions to Offerors–Commercial Products And Commercial Services applies to this acquisition. Addendum to 52.212-1 substitutes the term “quote” where the term “offer” appears in the provision.

As per provision 52.212-2, Evaluation-Commercial Products and Commercial Services, the following factors will be used to evaluate the quotes: Technical Capability, Past

Performance, and Lowest Price. The Government will apply the following evaluation process as the basis for award:

The two lowest priced quotes are evaluated and if they are considered technically acceptable, with acceptable relevant past performance, the quote with the lowest price represents the best value for the government and the evaluation process stops at this point. Award shall be made to the lowest priced quote without further consideration of any other quotes. If the two lowest priced quotes are not considered technically acceptable, the next two lowest priced quotes will be evaluated, and the process will continue (in order by price) until a quote is determined to be technically acceptable or until all quotes are evaluated.

The provision at 52.212-3, Offeror Representations and Certifications must be completed and active online at http://www.sam.gov.
