STATEMENT OF WORK

1.0 SCOPE

The objective is to maintain the NCAO fire alarm system so that it remains in a ready, fully functional, and code-compliant state at all times. The contractor shall inspect, test, repair, and document maintenance activities, in accordance with National Fire Protection Association

(NFPA) 72, for fire alarm systems at ten (10) locations within the Bureau of Reclamation’s

(BOR) Northern California Area Office (NCAO) area of responsibility.

2.0 BACKGROUND

NCAO operates and maintains several dams and powerplants, a visitor center, an office building, and a maintenance center. New Siemens fire alarm systems were installed and commissioned at ten (10) of these facilities in 2020 and 2021. The fire alarm systems at these facilities are networked to provide system status and trouble information to a central monitoring station located at Shasta Powerplant. The general requirement is to maintain these systems to keep them in an operational and code-compliant condition. Specifically, the contractor shall:

2.1 Perform periodic inspection and testing of NCAO’s fire alarm system in accordance with the references stated in paragraph 7.2.

2.2 Troubleshoot system malfunctions and failures discovered during inspection and testing or reported by the Government at any other time.

2.3 Perform routine corrective maintenance or non-routine repairs to restore the fire alarm system to normal and code-compliant condition.

2.4 Record and report the results of inspection, testing, and repair activities in accordance with NFPA 72.

3.0 TYPE OF CONTRACT

The Government will award a firm-fixed price contract for this requirement.

4.0 PERIOD OF PERFORMANCE

The period of performance shall be for 5 years (base year plus 4 option years). The period of performance reads as follows:

Base Year 12/15/2021 to 12/14/2022

Option Year 1 12/15/2022 to 12/14/2023

Option Year 2 12/15/2023 to 12/14/2024

Option Year 3 12/15/2024 to 12/14/2025

Option Year 4 12/15/2025 to 12/14/2026

5.0 FIRE ALARM SYSTEM DESCRIPTION AND PLACE OF PERFORMANCE

5.1 Fire Alarm Network. The fire alarm systems at the ten (10) facilities are connected by a copper line and fiber optic network to a central monitoring station located in the Shasta Powerplant control room. This arrangement allows the

NCAO senior operator to monitor fire alerts and system trouble conditions from one location. The fire alarm network reporting diagram is shown in Attachment

1.

5.2 Facilities, Physical Addresses & General Fire Alarm System Components. The table below is representative of the magnitude and complexity of the fire alarms system at each facility.
