STATEMENT OF WORK

LOWER CLEAR CREEK REVEGETATION

DECEMBER 2020

1.0 SCOPE

OBJECTIVE - The objective of this contract is to perform revegetation and irrigation of select areas (totaling 7.5 acres) within the 61 acres Phase 3B project area on Lower Clear Creek. This project also includes site cleanup (removing old and new revegetation materials), removal of select non-native plants, and communicating with the Clear Creek Technical Team.

BACKGROUND - The Lower Clear Creek Floodway Restoration Project (LCCFRP) is an ongoing large-scale, multi-phased plan to improve the ecosystem function within a reach of Lower Clear Creek. The LCCFRP’s aim is to improve natural processes through an area that was drastically and deleteriously altered due to gold mining, gravel extractions, and dam operations. The LCCFRP’s overarching goal is to re-establish ecological processes and characteristics, within contemporary regulated flow and sediment conditions that best promotes recovery and maintenance of naturally reproducing salmonids and the system’s other native plant and animal communities.

Due to the ambitious size of the LCCFRP, it was partitioned into several smaller chronological ‘Phases’ which were further broken down into sub-phases. Each of these phases had separate timeframes, objectives, and footprints (footprints often did overlap; Figure 1). The first phase, Phase 1, was completed in 1998. The final main Phase of the LCCFRP, Phase 3C, was constructed in 2020 (with revegetation portion of the project expected to be completed in 2021).

Figure 1. Map of the Lower Clear Creek Floodway Rehabilitation Project. Adapted from Teubert 2015.

The Phase 3B project was brought to an unexpected halt in 2008 due to the California Bond Crisis (Teubert 2015). This left the site unfinished with several project objectives left incomplete including, the full revegetation (including irrigation), revegetation materials removal, road decommission, and non-native plant management.

The intent of this project is to complete the revegetation aspects of the Phase 3B project. The project is intended to improve habitat for fish and wildlife, by reducing the amount of barren ground, creating understory cover, and reducing the gaps in the overstory. The goal is to restore native vegetation on floodplain and terrace surfaces which provide diverse canopy structure and habitat elements, and which can outcompete non-native species. The removal of past effort’s irrigation material and the removal of select non-native plant species will also improve habitat conditions. Communications and collaboration with the Clear Creek Technical Team (CCTT) will improve the quality of the Project by leaning on the Team’s restoration experience in the watershed.

This Project’s footprint will cover a 61-acre area, similar to the original main area of the Phase 3B project. The site will occur on the north side of Clear Creek, which is accessible via a gated entrance at the Bureau of Land Management’s (BLM) Gold Dredge Trailhead and a series of permanent dirt roads. No stream crossing is necessary for the project. The Project Area is owned by the BLM. The survey area polygons (via ESRI Shapefiles) will be provided to the contractor and an initial site visit can be accommodated upon request.

This project is part of the original permitting associated with the Phase 3B construction. This includes the Phase 3B Environmental Assessment(s) and Finding of No Significant Impact (FONSI) documentation. As such, this project must follow the established protocols for species protection, best management practices and other environmental protection measures outlined in those documents. The following are examples of the requirements set forth in the original permitting, which must also be followed during project implementation.

The Contractor will be required to read and implement requirements of the following documents.

Reclamation will provide these documents to the Contractor. The Contractor is responsible for administering and implementing all applicable the conservation measures of Action Specific Implementing Plan for the Phase 3B.

Bureau of Land Management (BLM). 2007. Lower Clear Creek Floodway Rehabilitation Project – Phase 3B Modification. Environmental Assessment Report RE-2007-44.

Western Shasta Resource Conservation District (WSRCD), U.S. Bureau of Reclamation, and Bureau of Land Management. 2007. Action Specific Implementation Plan – Lower Clear Creek Floodway Rehabilitation Project – Phase 3B.

The project will involve two full seasons (crossing two calendar years [“Year-1” and “Year-2”]) of irrigation. The specifics of when original revegetation occurs will be left to the Contractor, as planting could happen during in either the spring (with irrigation directly following) or with planting happening in the fall with Year-1 irrigation starting in the following spring/summer.

2.0 TASKS

The contractor shall perform the following tasks:

Task 1. Build a Revegetation Plan and Communicate with the Clear Creek Technical Team. The Contractor must maintain continued communications with the Clear Creek Technical Team (CCTT) before and during the implementation of the project. The CCTT has significant experience with Clear Creek restoration and their participation and review of the project will improve the outcome.

1) Prior to implementation, the Contractor will develop a Revegetation Plan (Plan), which describes in detail the specifics, design, and schedule for the revegetation efforts (inclusive of Tasks 2-5). This

Plan must consider or incorporate the suggestions of the CCTT. The Plan must get final approval from the Contract Officer’s Representative (COR).

2) The Contractor shall participate in short (1 hour), bi-weekly meetings during implementation to keep the CCTT informed of the project’s progress.

3) The Contractor will provide a final project presentation and provide a final report to the CCTT. The presentation and report will quantify the process and results of the project, such as number and density of final planting, plant survival, basic statistics associated with the project, etc.

The presentation shall occur at one of the CCTT quarterly meetings, with the last two meeting in each year occurring in mid-September and mid-December (these dates are subject to change). The presentation and final project report will be delivered to the CCTT by the end of year-2 implementation. It would be desirable for the Contractor to provide Shapefiles of planted and plant locations to the CCTT.

Task 2. Perform Year-1 Revegetation and Irrigation of the 7.5 Acres. The main aspect of this project is to preform re-vegetation to several largely unconnected areas that were left barren following the construction of the Phase 3B restoration project. Implementation is suggested to occur between June through September, but the contractor shall determine the best timeframe for highly successful revegetation. The following are key requirements of the revegetation, although the CCTT/COR will consider deviations if it will benefit fish and wildlife habitat.

1) Implement the Revegetation Plan (see Task 1) that the contractor developed with CCTT input.

2) Use native riparian, upland, or mixed plant communities in the specified areas (see Figure 3) and with the specified plant types (see Table 1). Other plant types could be incorporated or dropped at the Contractors request, following CCTT review and COR approval.

3) Plant native trees (potted stock) at a minimum density of 100-200 tree per acre. Priority must be placed on creating high quality, long-term fish and wildlife habitat.

4) Plant understory, shrub, and herbaceous plants (potted stock) at a minimum density of 1,000 plants per acre. Priority must be placed on creating high quality fish and wildlife habitat.

5) Provide Year-1 irrigation to all planted plants (minimum July through September). The variable climatic conditions of the area may require more or less irrigation in any given year.

6) Provide adequate soil, mulch, fertilizers for each plant to ensure high survival potential. Certified organic materials are recommended.

7) Distribute native plant seed in all the areas disturbed during the project (exclusive of current roads). Seed density must be adequate to reduce probability of non-native plants from becoming dominate.

8) Protect trees and shrubs from herbivories with bio-degradable materials (which can remain after the project) or with materials easily removed at the end of the project. Deer and beavers are common in the project area and can result in high plant morality, if precautions are not taken.

9) The Contractor will reduce the vegetation/overstory gaps where access roads pass by revegetation areas (Figure 4). The Contractor will plant trees, potted plants, and place seed to 7 feet on both sides of the access road center line.

10) The Contractor will plant over roads that are no longer needed (Figure 4). The Contractor my need to dig larger holes in these areas to break up compacted soils, which will allow new plantings to survive.

11) Do not spread non-native plant species (those imported or found on-site).

12) Irrigation pumps which pull water from Clear Creek must be fitted with fish-friendly mesh screens (< 0.1 inch mesh).

13) Remove any irrigation equipment after year-1 efforts, that could be lost to winter high flow events.

Task 3. Perform Year-2 Irrigation and Re-Planting. The local climate of the project area is dominated by hot and dry summer and fall months, with wet and cool winters. To ensure the survival of the planting, the contractor must provide irrigation for an additional year after the initial year of revegetation (“Year-2”).

Irrigation must occur, at a minimum, between July and through September. Any planted trees that did not survive their first year in the ground must be replaced, with special measures to ensure the replacements’ survival (e.g. addition of soil and mulch). Irrigation pumps which pull water from Clear Creek must be fitted with fish-friendly mesh screens (< 0.1 inch mesh). Implementation of Task 2 will occur between June through September (or later if dry conditions persist into October).

Task 4. Remove New and Old Revegetation Infrastructure and Materials. A variety of irrigation infrastructure materials that were left following the original Phase 3B project revegetation efforts, including but not limited to, PVC pipes, poly-tube, rebar, chicken wire. The Contractor will remove these materials, and any materials used by the Contractor’s revegetation efforts, from the project area (Figure 2). Small excavation equipment will be required to remove buried materials. The Contractor will dispose of all materials properly and recycle materials to the extent practical. Implementation of Task 3 will occur between June through September.

Task 5. Remove Select Non-native Plants within Project Area. During the approximately 12 years since the Phase 3B project construction, the site has had some invasion of non-native plants. While some plants species are too naturalized to be of concern (e.g. blackberry and star thistle) others are still relatively rare on the landscape and should be removed. The contractor must inventory the 61-acre project area (Figure 2) and remove the plants identified in Table 2 using acceptable methods. The plant species selected for removal are uncommon in the project area and may consist of only a few individuals, though some may be more common (e.g. tree of heaven). All removed revegetation must be deposed of properly. While manual removal is preferred, some plant species are extremely difficult to remove without herbicides (e.g. tree of heaven).

Herbicides are allowed if applied by certified applicator(s) and in the herbicide application plan has reviewed by the CCTT and approved by the COR.

Implementation of Task 5 will occur between June through September.
