Amendment 0004 Solicitation 140R2021Q0061

Lower Clear Creek Revegetation

1. Is a contractor’s license required for this work? If so, can a subcontractor construction firm fulfill this requirement? Or is the prime required to have a contractor’s license (even if they are not performing work that typically requires this license)?

The Bureau of Reclamation does not require a contractor’s license to perform this contract; however, vendors are reminded of clause 52.212-4(q), which states:

The Contractor shall comply with all applicable Federal, State and local laws, executive orders, rules and regulations applicable to its performance under this contract.

2. Are other specific insurance requirements for primes and/or subcontractors required for this contract?

The solicitation does not include insurance requirements for the vendor.

3. We assume there are no bonding requirements for this contract, can you please confirm this is correct?

There are no bonding requirements for this contract.

4. Is there any desire to establish a permanent point of connection and pump system to charge the temporary irrigation system to be utilized during the restoration or should we assume manual watering and/or manually charging the irrigation system for the watering required as part of this contract?

All irrigations must be temporary and fully removed after year-2 irrigation. A permanent connection is not required.

5. Who were the contractors/consultants that performed the restoration work on the adjacent areas?

The Yurok Tribe completed the Phase 3C construction and will be finishing their revegetation efforts in 2021. The Western Shasta Recourse Conservation District did much of the Phase 3B revegetation and other revegetation in the area. Other contractors may have been involved in the earlier Phases of the project.

6. Is there an engineer’s estimate for this contract?

Yes, but we do not publicly disclose the engineer’s estimate.
