About this file

This document contains an amendment and questions and answers regarding a federal solicitation for revegetation services on Lower Clear Creek. The solicitation seeks a contractor to perform revegetation and irrigation of 7.5 acres within a 61 acre project area, including site cleanup, removal of select non-native plants, and communication with the Clear Creek Technical Team. The amendment provides attachments of an Environmental Assessment, Finding of No Significant Impact, and Action Specific Implementing Plan for the project. However, the revegetation information in these documents is vague, so the selected contractor will need to develop a revegetation plan in guidance with the Technical Team. Quotes are due by April 26, 2021 to the Bureau of Reclamation.

Amendment 0002 Solicitation 140R2021Q0061

Lower Clear Creek Revegetation

1. We understand that biological surveys, avian monitoring, geomorphic monitoring, and/or riparian habitat monitoring may be required for this project. Will this monitoring be the Contractor’s responsibility? If this is the responsibility of the CCTT/COR, will the group be seeking outside technical assistance from environmental consultants?

The Contractor will not be responsible for biological surveys, avian monitoring, geomorphic monitoring, and/or riparian habitat monitoring on Clear Creek. The Contractor will only be responsible for monitoring the progress and success of the project's efforts, as highlighted in the SOW tasks (e.g. monitor number of non-native plants removed and monitor the year-1 survival of planted vegetation).

The USFWS and CDFW completes an array of fisheries monitoring on Clear Creek. The Clear Creek Technical Team (CCTT) hopes to reestablish geomorphic and avian monitoring in the near future, as resources becomes available. Reclamation and USFWS will seek environmental consultants to complete these future monitoring efforts.

2. The RFQ references a Phase 3B Environmental Assessment(s) and Finding of No Significant Impact (FONSI) documentation and Action Specific Implementing Plan. Are these documents available for review?

The documents are attached to this amendment. The Finding of No Significant Impact is part of the Environmental Assessment document.

Please see the Final Action Specific Implementing Plan for additional information on this project.

The information involving the revegetation efforts is vague (see pages 15, 24, and 25); therefore, a revegetation plan will need to be developed with the CCTT guidance.
