About this file
This document provides an amendment and questions and answers related to Solicitation 140R2021Q0061 from the Department of the Interior Bureau of Reclamation for revegetation and irrigation services on 7.5 acres of land within the Lower Clear Creek project area in Colorado. The amendment clarifies that the site is accessible via a dirt road suitable for trucks, and that if existing irrigation plans cannot be located the contractor will need to uncover and remove old irrigation piping on site. It also confirms this is a prevailing wage project and outlines timelines for developing a project plan in Fall 2021, implementing revegetation and irrigation in Spring/Summer 2022, and follow-up irrigation work in 2023. Questions were answered confirming the contractor can take cuttings from existing willow plants on site for the new planting scope. Quotes are due by April 26, 2021 to the email address provided.

Amendment 0003 Solicitation 140R2021Q0061
Lower Clear Creek Revegetation
1. Is the site accessible by truck/vehicle?
Yes, the site has a dirt access road through the site. The road is generally good but may be better suited for trucks rather than by car.
2. Are there irrigation plans from the original 3B project, so we know where the PVC was buried?
It is not confirmed whether those details remain. The old irrigation plan is not currently available, but if it is located, it will be shared with the contractors. If we are unable to locate the old irrigation plan, the contractor will need to follow the pipes from the distribution box, uncovering and removing it as they go.
3. Is this a prevailing wage project?
Yes, this contract is covered by the Service Contract Act and the applicable wage determination was attached to the solicitation.
4. What is the timeline for implementation?
The timeline for implementation is to develop the project plan with the CCTT in the Fall of 2021, then to implement the project in the Spring and Summer of 2022, and to finish with the year-2 irrigation efforts in 2023.
5. Since a lot of the plants being requested are already on the site from past phases, can we install cuttings from these existing plants for the new planting counts?
Yes, the contractor may take cuttings for willow species as long as the cutting is distributed (only in project area) and does not harm the mother plants.
