This is a Request for Quote (RFQ) for the procurement of vehicle access control gate systems by the U.S. Bureau of Reclamation's Pacific Northwest Region. The solicitation number is 140R1726Q0027, with a quote due date of August 14, 2026 at 5:00 PM Eastern Time. The solicitation is issued as a Women-Owned Small Business (WOSB) set-aside at 100% for commercial products and services. The Contracting Officer is Donald Richer (donald_richer@ios.doi.gov, 509-633-9515), and the procurement is for delivery by December 31, 2026 to multiple destinations.

The requirement consists of four line items totaling six automated vehicle access control gate systems for critical infrastructure security at two National sites: Hungry Horse Dam (Montana) with two systems, one gate per system, and Grand Coulee Dam (Washington) with two systems, two gates per system. Item 1 specifies one Hungry Horse Hydraulic Vertical Pivot Gate (right hand open, 21 feet length, 8 feet height with amplimesh and barbed wire), and Item 2 specifies one Hungry Horse Drop Arm Beam Barrier Gate System (Delta Scientific DSC7000(H) or equivalent, K12/M50 crash rating). Items 3 and 4 cover Grand Coulee requirements: two hydraulic vertical pivot gates (one right hand, one left hand open, 14 feet length, 8 feet height) and two drop arm beam barrier gate systems. All systems must be new, prefabricated, pre-wired, pre-balanced, and capable of integration with Software House CCure 9000 access control systems. Systems require 3-year warranties, weatherproof construction, extensive accessories (cold weather packages, loop detectors, reversing edges, magnetic locks, photo eyes, siren-operated sensors, electrical box heaters), and detailed documentation including shop drawings, certificates of craftsmanship, installation instructions, wiring diagrams, and maintenance guides.
