SCOPE OF WORK

NATIONAL PARK SERVICE

1.1 Background: Two wood framed residences (referred to as C1 and C2) were constructed in 1993.

The mechanical systems are original to the residences. The heat recovery ventilators and the boilers have reached the end of their useful life. The residences are typically occupied between March and October – closed in the winter and allowed to go cold.

1.2 Work Covered by the Contract Documents:

A. Project Location: Gates of the Arctic National Park and Preserve, approximately 5.2 miles north of Coldfoot on the Dalton Hwy. Coordinates: 67°19'21.1"N 150°08'46.8"W (67.322528, - 150.146333)

B. Work consists of the following contract line items:

Contract Line Item 10: Replace the boiler, heat recovery ventilator, and associated equipment for the Employee Housing Unit, identified as C1 in the exhibits, according to the following.

• Remove mechanical equipment scheduled for replacement.

• Stage removed equipment for off-site recycling.

• Furnish and install the following replacement equipment. Note that new equipment is configured and sized differently than existing equipment and cannot be set in the existing equipment’s footprint. Pipe and conduit adjustments will be required.

o US Boiler Company MPO-IQ84B boiler, with the appropriate Beckett oil burner and vent. Note: Fuel pump must be adequate to supply fuel to the burner at the manufacturers specified rate. Heat output shall be a function of exterior temperature using an outdoor reset function and warm weather shutdown.

o Booster coil temperature controller.

o Honeywell T775 electronic system controller.

o Stand-alone indirect fired 50 Gallon hot water heater w/ domestic hot water production prioritized.

o Grundfos Alpha circulation pump.

o Grundfos Alpha circulation pump on the indirect fired hot water maker. 5 o (2) Two Grundfos distribution pumps of sufficient size (Grundfos Magna1 32-100F) to move cold glycol at startup.

o Fuel line from the exterior fuel tank to the mechanical room. Fuel line to be minimum 3/8” copper (or as required) and shall be a continuous run. Insulate line with UV resistant pipe insulation.

o Anti-syphon valve at existing fuel tank.

o Tigerloop fuel de-aerator and particle separator.

o Glycol feed tank (6-gallon minimum volume) with low level alarm. Disconnect mechanical system from domestic water system.

o Spirotherm air/particle separator.

o Barometric damper, stack assembly, collar, and other appurtenances that constitute a complete exhaust system replacement up to the mechanical room ceiling.

o Manifold on distribution system supply and return lines. Manifold shall be equipped with zone valves, balancing valves, pressure gauges, and temperature gauges.

o Diaphragm type expansion tank on hydronic heating system and domestic hot water system equal to existing.

o Volume Control Tank (bleedback tank) and all appurtenances for domestic well water storage with equal.

o 50-micron water filter on incoming water line. Provide ten replacement filters.

o Emergency boiler shutoff switch located in the mechanical room.

o Heat Recovery Ventilation Unit o Mechanical Room LED light fixture

• Install new panning trays for leak collection.

• Provide air vents at all system high points.

• Equip boilers with temperature control to prevent sustained flue gas condensation. Where required, boiler protection to be provided by a mixing valve installed between system supply and return.

• Replace all valves and existing dielectric couplings, including those located on the garage unit heater (Employee Housing Unit C1), and those located on the booster coil in the mechanical room. Utilize Ward Manufacturing (or equal) for all pipe and pipe fitting.

Utilize Mueller Industries or equal, minimum type “L”, for all copper pipe and pipe fittings.

Utilize Nibco 585-70 or equal valves, full port 600 psi ANSI B1.20.s (threaded) and B16.18 (soldered). All major components including pumps, water heaters, strainers, and air vents/particle separators shall be isolated with full port ball valves.

• Insulate all new piping and appurtenances as appropriate with 2” thick self-sealing lap fiberglass pipe insulation. 90-degree bends to be protected with PVC elbows. All piping to be labeled with flow direction arrows fixed to insulation.

• Clean, treat, and flush new and existing facility heating system before operation. Recharge the system with new glycol 50/50 Dowfrost HD and corrosion inhibitor (premixed at the manufacturer). Leave any remaining glycol on site.

• Patch and repair any wall floor or ceiling penetrations created through demolition or installation, to original condition.

• Label all major components with identification tags or placards.

• Provide boiler diagram, equipment list and electrical diagram for mechanical room, and post on the wall in the mechanical room.

• Provide two complete copies of the manufacturer’s installation and data, and Operations and

Maintenance manuals for the installed equipment upon completion of installation.

• Provide commissioning services on the mechanical system to ensure proper and efficient functionality and heat distribution. Demonstrate performance of the newly installed boiler and document efficiency testing of new system’s base-line operation on a standard boiler inspection report form. Record exhaust flu emissions readings in a like manner. The results of tune-up and efficiency testing shall be provided to the NPS COR within 10 days of completion of the installation.

Contract Line Item 20: Preform work described in Contract Line Item 10, for the Employee Housing Unit identified as C2 in the exhibits.

C. All work will be performed under a single contract.

D. Contractor will have the option of housing on-site crews at the housing unit undergoing work.

This will need to be coordinated with the COR and Park representatives, as Park staff will be housed in the unit not under work.

E. Period of performance: The on-site work shall commence no later than July 1, 2024 and with a Final Acceptance of the Work prior to September 15, 2024. The work shall be scheduled in coordination with the COR and Park Representatives. Perform work on one housing unit at a time – schedule work so that one housing unit’s heating system is always operational for Park Service staff occupancy.

ITEM 2 - EXISTING UTILITIES

2.2 Contractor shall be responsible for locating and preventing damage to known utilities. If contractor damage occurs, alert CO and COR as soon as safely possible, and repair utility at no additional expense to the Government. If damage occurs to an unknown utility, contact CO and COR as soon as safely possible.

2.3 Existing Utility Interruptions: Coordinate utility shutdown with the COR Park Representative, for the shortest duration and least invasive time for the building inhabitants.

ITEM 3 - CONTRACTOR’S USE OF PREMISES

3.1 Conduct of Operations: At all times the contractor shall conduct operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent.

A. Smoking is not permitted within any Federal building or within 25 feet of entrances, operable windows, or outdoor air intakes.

3.2 On-site work hours: Work shall be generally performed during normal business working hours of 8 a.m. to 5 p.m., Monday through Friday, except when otherwise indicated.

A. Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the CO and COR. Submit requests for work outside of the stated normal business hours to the CO and COR for approval at least 48 hours in advance of the work.

Period of Performance

The period of performance for the resultant contract is from 7/1/2024 – 9/15/2024.

Monthly Progress payments shall be made on this Contract on estimates of work accomplished which meets the standards of quality established under the contract.

Partial Payment will not be authorized for this contract.

Contracting Officer’s Authority:

The Contracting Officer is the only person with the authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to:

(1) direct or negotiate any changes in the Statement of Work or specifications.

(2) modify or extend the period of performance.

(3) change the delivery schedule; or

(4) otherwise change any terms and conditions of this contract.

The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract and not withstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.

GENERAL

(a) The National Park Service (NPS) is seeking quotations for construction services as attached in the accompanying statement of work. The NPS intends to conduct this acquisition by use of simplified acquisition procedures in accordance with FAR Part 13.

(b) To assure timely and equitable evaluation of quotations, respondents are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete quotation. Respondents are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to adhere to quotation requirements, at the time of mailto:tyler_groves@nps.gov https://www.ipp.gov/ submission, may result in the quotation being unacceptable to the Government and eliminated from consideration for award.

(c) Respondents are cautioned to submit adequate information to enable the Government to fully ascertain each respondent’s capability to perform the requirements in accordance with the requirements of the request for quotation (RFQ).

(d) If a respondent believes that requirements in these instructions contain an error, omission, or are otherwise flawed, the respondent shall immediately notify the Contracting Officer in writing (email is the preferred method) with supporting rationale prior to the closing of this RFQ.

(e) This RFQ does not commit the Government to any costs incurred in the preparation and submission of a quote or for any other costs incurred by any firm submitting a quote in response to this solicitation. Note specifically that the Offeror will not be participating in a sealed bid procurement process under this acquisition method. Issuance of this RFQ does not constitute an award commitment on the part of the Government.

(f) Quotation must be valid for a minimum of 60 days.

(g) All interested parties shall be registered in the System for Award Management or SAM at time an offer or quotation is submitted.

(h) Award is subject to and based on the availability of funds. This project is currently funded based upon an independent cost estimate.

(i) Respondents shall not contact any government personnel related to this requirement other than the Contracting Officer and Contracting Specialist.

(j) All questions should be emailed directly to the Contracting Specialist. Only written RFI’s will be considered and responded to by the Government. NPS responses to RFIs will be posted as an amendment to the solicitation.

SPECIAL CONTRACT REQUIREMENTS

WORK HOURS

The performance period established for this contract is based upon all work being conducted during regular working hours between 7:00am and 4:00pm, Monday through Friday, excluding government holidays. If the Contractor desires to carry on work outside regular hours, including Saturdays, Sundays, and government holidays, a request must be submitted to the Contracting Officer in sufficient time to allow satisfactory arrangements to be made by the Government for access to the work site and inspection.

(a) Definitions. As used in this provision—

Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition.

(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to—

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to—

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(ii) For covered services—

(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or

(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided;

and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(2) Disclosure for the representation in paragraph (d)(2) of this provision. If the Offeror has responded “does” in the representation in paragraph (d)(2) of this provision, the Offeror shall provide the following information as part of the offer:

52.222-5 Construction wage rate requirements- secondary site of work May 2017 a)(1) The offeror shall notify the Government if the offeror intends to perform work at any secondary site of the work, as defined in paragraph (a)(1)(ii) of the FAR clause at 52.222-6, Construction Wage Rate Requirements, of this solicitation.

(2) If the offeror is unsure if a planned work site satisfies the criteria for a secondary site of the work, the offeror shall request a determination from the Contracting Officer.

(b)(1) If the wage determination provided by the Government for work at the primary site of the work is not applicable to the secondary site of the work, the offeror shall request a wage determination from the Contracting Officer.

(2) The due date for receipt of offers will not be extended as a result of an offeror’s request for a wage determination for a secondary site of the work.

52.222-23 Notice of Requirement for Affirmative Action to Ensure Equal Employment Opportunity for

Construction Feb 1999

(a) The offeror's attention is called to the Equal Opportunity clause and the Affirmative Action Compliance Requirements for Construction clause of this solicitation.

(b) The goals for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows:
