About this file
This is a Request for Quote (RFQ) for commercial products and services issued by the National Park Service (NPS) for Lake Roosevelt National Recreation Area.
The solicitation seeks replacement of one Mercury Verado 300 HP outboard motor with two new Mercury Verado 150 HP inline 4 outboard motors for a patrol boat. The work is divided into two line items: item 00010 covers replacement of the first motor, and item 00020 covers replacement of the second motor, each requiring one unit. This is a total small business set-aside with a 100% reserve for women-owned small businesses (WOSB). The NAICS code is 336612 (Ship Building and Repairing) with a size standard of 1,000 employees. Quotations are due Friday, July 10, 2026 at noon PT and must be submitted via email to Contract Specialist Michael Abner at michael_abner@ios.doi.gov as a single PDF file on Standard Form 1449. Quote packages must include pricing for both line items with unit prices and total amounts, authorized signatures on SF-1449 blocks 30a-c, business information (name, address, SAM UEI, point of contact details), and three past performance references demonstrating relevant technical experience and capability on similar projects. The government will award to the responsible offeror whose offer is most advantageous based on price, technical capability, and past performance, with technical capability and past performance combined being approximately equal to price. The solicitation includes a brand name justification for Mercury Verado engines based on compatibility with existing vessel components. Questions must be submitted by Monday, July 6, 2026 at noon PT. Contractor must maintain liability insurance of at least $250,000 each person, $250,000 each occurrence, and $250,000 property damage. BRAND NAME JUSTIFICATION
Under FAR 6.302-1, brand-name specifications may be used when the required supplies or services are available from only one responsible source and no other type of product will satisfy the Government’s needs. In this case, Mercury Verado engines are essential to meeting LARO’s operational and technical requirements. Their selection ensures compatibility with existing vessel components and avoids significant redesign, safety risks, and additional costs. Due to these factors, engines from other manufacturers cannot be considered without compromising mission readiness and vessel integrity.
The current wiring, fitting and steering configurations are specific to a Mercury Verado Series outboard motor. Allowing contractors to propose “equal” motors creates a high probability of increased installation and material costs to the government through the need for extensive rewiring throughout the boat to properly configure the “equal” brand motors. Switching brands often includes the need to switch out the control box, wiring harnesses, key switch assembly, power trim switches and gauges. Many brands’ propellers are also not compatible with the shaft of other brands. Mismatched set-ups can result in gear shifting issues and incorrect throttle responses, which is of the highest concern given that a quick response time to incidents is extremely critical for a Police Patrol Boat.
