About this file

This is a Scope of Work (SOW) for a marine engine replacement project issued by the National Park Service (NPS) at Lake Roosevelt National Recreation Area under Solicitation RFQ No. 140P8326Q0044.

The NPS requires replacement of a marine outboard gasoline engine on the "Seahawk," a 26-foot Rogue Jet Boatworks aluminum patrol boat built in 2010 and used for law enforcement operations in the South District of Lake Roosevelt. The current engine is a Mercury Verado 300XL L6 with 1,010 hours of operation. The contractor must remove the existing engine and associated systems and install two new Mercury Verado 150 HP inline 4-stroke outboard motors meeting specified salient characteristics, including electronic fuel injection, electric start and trim, water-cooling with thermostatic control, 455 lbs. maximum dry weight each, 60 Amp alternator systems, and appropriate shaft length for the hull. The contractor must supply all labor, materials, and equipment for removal and installation, including stainless steel propellers, engine harness assemblies, throttle control cables or fly-by-wire systems, new throttle knobs, electronic displays integrated with the existing Garmin Nav Package via NEMA 2000, and complete documentation in electronic and hard copy formats. The contractor must conduct sea trials, ensure all systems operate to factory standards, address any issues after a 10-hour break-in period, and return the old engine on a pallet to Fort Spokane. The period of performance runs from July 20, 2026 to February 5, 2027, with boat delivery to the contractor's facility beginning no earlier than October 5, 2026 and completion required within 90 days of delivery. The NPS will transport and deliver the boat up to 130 highway miles from Fort Spokane. Award will be made on a simplified acquisition best-value basis considering price and other factors.
