About this file

This is a Request for Quotation (RFQ) for backflow prevention and cross-connection control services for Death Valley National Park. The solicitation number is 140P8126Q0008, issued by the National Park Service (NPS) on March 3, 2026, with an offer due date of March 17, 2026 at 1:00 PM Pacific Time. The contracting officer is Brad Metler (Bradley_metler@nps.gov). The acquisition is set aside as 100% for Women-Owned Small Businesses (WOSB), with a North American Industry Classification System (NAICS) code of 238220 and a small business size standard of $19 million.

The contract includes five line items for the basic requirement period (April 1, 2026 to September 20, 2026): a cross-connection survey and plans, backflow testing for 67 backflow preventers, and minor repairs not-to-exceed $160 per unit for 67 units. Four additional option years (each containing two line items for backflow testing and minor repairs at escalating rates of $175, $190, $205, and $220 per repair) are available for exercise on specified dates through 2030. The firm fixed-price contract will be awarded based on three evaluation factors: price, personnel screenout requiring certified cross-connection control specialists and backflow prevention assembly testers recognized by the State Water Resources Control Board (SWRCB), and past performance with three documented project references within the past five years. Offerors must register in the System for Award Management (SAM), submit quotes electronically to the contracting officer, complete the SF 1449 form, and provide certified personnel documentation and past performance references. Service Contract Labor Standards apply with a wage determination requiring WG-10 plumbers at $34.80 to $40.60 per hour plus 30% fringe benefits. Invoicing must be submitted through the Invoice Processing Platform (IPP). The total contract duration, including all options, shall not exceed five years.
