About this file
This file contains Questions and Answers (Q&A) documentation for Solicitation 140P8126Q0008, along with supporting test records and facility maps.
The Q&A addresses contractor inquiries regarding a cross-connection control program survey and testing contract for Death Valley National Park across eight water systems. Key details include: the park contains approximately 67 backflow prevention assemblies across 265 connections, with the contractor surveying containment (point of service) and isolation (point of use) connections; the park has an existing containment system in place and expects few deficiencies requiring correction. Travel times from Furnace Creek to the eight water systems are provided (Mesquite: 1.5 hours, Wildrose: 1.5 hours, Emigrant: 1 hour, Scotty's Castle: 20 minutes from Mesquite). An NPS operator or Contracting Officer's Representative will provide escort and site access. The park will supply a spreadsheet listing backflow assembly manufacturers, models, and sizes prior to contract start. Testing forms will be provided or contractors may use blank templates. The contractor must develop and submit a separate Cross-Connection Control Master Plan per water system in both hard and soft copy formats. Liability insurance is required for the five-year contract period. All devices are within walking distance of paved roads with no 4WD vehicle access required. Backflows secured with fire suppression breakaway locks (all keyed the same) and combination locks (with combinations provided during mobilization) will facilitate access. NPS operators are available onsite to answer detailed questions about water system infrastructure. Distribution system maps showing layout, pipe sizing, materials, and major equipment locations are available. The park is currently in violation of the July 1, 2025 DDW District 13 deadline for submitting cross-connection control plans but is working with regulators toward compliance. The supporting documents include completed Backflow Prevention Assembly Test and Maintenance Records (Form BF-1) for multiple assemblies, a facility complex map, and a detailed FY24 test results spreadsheet documenting pass/fail status and assembly specifications across the park's water systems.

Questions for Solicitation 140P8126Q0008
1. According to the SOW, there are 265 connections. Will the contractor have to survey each of the connections for Containment (point of service) and
Isolation (point of use) connections? How many buildings will the contractor be surveying at each of the 8 Water System?
The park has a containment system in place setup by a cross-connection control specialist in the past and all new connections to the potable system are required to be RP assemblies. The park expects that a review of this containment policy will glean few deficiencies needing to be corrected. The deficiency currently identified at the Timbisha backflow will be replaced in the
Great American Outdoor Act contract currently in solicitation. Connections at the 4 Grapevine apartments near Scotty’s Castle are the only point of use connections that should be factored in.
2. The SOW list 8 Water System, I see 5 of the 8 Water Systems with the travel times from Furnace Creek. Please provide the travel times for Mesquite, Wildrose, and Emigrant to calculate the approximate time of the Cross
Connection Survey.
Mesquite 1.5 hours, Wildrose 1.5 hours, and Emigrant 1 hour. Scotty’s Castle water system is 20 minutes from Mesquite.
3. Will the contractor have an escort to assist in finding each location and the buildings of the backflow assemblies?
Yes, an NPS operator &/or NPS COR will provide an escort and access.
4. Will there be a list of backflow assemblies provided prior to the start of the contract with the manufacturers, make, model and size of the assemblies, so the contractor can plan for the necessary parts and materials to complete the minor repairs to meet the NTE of the required amount? If repairs are made, will the contractor be able to charge for the repairs and additional testing to ensure the assembly is operational correctly after the repair(s) or this be incorporated in the price for initial testing?
Yes, most of the information will be provided in a spreadsheet.
5. Is the contractor required to have liability insurance for performing backflow testing and repairing of the backflow assemblies during the 5-year contract?
Yes
6. Will the government provide the backflow testing reports in accordance with the SOW? Will each water system have the same testing form, or will each water system be different?
Forms will be provided or the attached blank can be used.
7. According to the Standard of Work (SOW), the contractor shall develop and submit the CCCMP to each of the 8 water systems. Will the contractor have to provide 8 copies of the reports/binders to the NPS as well in the same format or can the final report provide the findings and information meet the requirement?
Yes, we need a separate plan per water system with a hard and soft copy.
8. Is there any restriction to access the Death Valley National Park? Are any locations remote or difficult to access where a 4WD vehicle may be required?
No, all devices are within walking distance of paved roads.
9. Are any backflow prevention assemblies located inside locked cages, fenced areas, or buildings? If so, will a representative be available to provide access during inspections and testing?
We have several cages, and locked gates. To facilitate timely access all of the locked backflows will be secured with a fire suppression breakaway lock that will be keyed the same. Any gate access required will have a combination lock with a combination provided during the mobilization. NPS staff will be available to provide access to places where a key is required and for location of assemblies.
10. Are there service areas where it is anticipated that a person may need to walk a significant distance from roadway access (for example, more than one mile) to conduct testing or hazard assessment activities?
No all devices are within a short distance of the roadway.
11. Is there an existing detailed inventory of the sixty-seven backflow prevention assemblies available?
Most of the devices are listed in a spreadsheet that can provided and most of the information is included as requested below.
12. Are there existing policies or procedures governing cross-connection control for each water system?
The park’s containment backflow policy is not documented currently.
13. Are there specific individuals currently responsible for cross-connection control compliance and program implementation for each system?
The park does not have any cross-connection specialists on staff and all new connections to the potable system are required to be RP devices regardless of hazard.
14. Has a Cross-Connection Control Program Coordinator been designated for each system?
The park does not have a coordinator currently due to limits on the park’s ability to hire qualified individuals. The park will review the available options to determine the best path forward to comply with the CCCPH requirements.
15. Is there an onsite person familiar with each water system and the distribution infrastructure?
We have several NPS operators that will be available to answer detailed questions about each water systems ensuring an accurate and thorough survey and plan can be completed.
16. Would this person be available to answer questions either remotely or onsite during inspections?
The operator will be available onsite to answer questions.
17. Are distribution system maps available that show: system layout, pipe sizing and materials, major equipment locations, system boundaries?
Yes, maps can be provided with those details.
18. Has DDW District 13 provided an extension beyond the original July 1, 2025 deadline for submission of the Cross-Connection Control Plan?
No, we are currently in violation of that deadline requirement but are working with our regulator to get into compliance.
19. Have any cross-connection control plans or related documentation already been submitted to DDW District 13?
No plans or surveys have been submitted. Our regulator is aware that contracting restrictions, government shutdowns, staff turnover as well as lack of staffing has made it difficult to meet these deadlines.
