Description:
This is a combined synopsis/solicitation for a commercial items prepared in accordance with the format outlined in FAR Subpart 12.6. Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation document will not be issued.
The National Park Service, East Buying Office has a requirement to replace the tile and carpet flooring in the Fort Sumter Liberty Square Education Center, Charleston, South Carolina. This solicitation is a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-03 with an effective date of 26 May 2023.
The associated North American Industrial Classification System (NAICS) code for this procurement is 238330; Flooring Contractors, with a small business size standard of $19,000,000.00. The Product Service Code (PSC) is 7220; Floor Coverings.
In accordance with FAR Subpart 28, a certificate of insurance is required, and coverage must be at a minimum of: $200,000 per person; $500,000 per occurrence; and $20,000 per property. The insurance certificate must be submitted within 10 calendar days of receipt of the award.
The contractor must have current Representation and Certifications in SAM.gov, submitted with proposal.
The Government contemplates the award of a single Firm-Fixed Price Contract using the best value – Lowest Priced Technically Acceptable (LPTA) source selection procedures. All eligible and responsible sources may submit a proposal, which if timely received, shall be considered by the Agency. Companies must have valid Unique Entity ID (UEI) and Cage Code numbers and be registered with System for Award Management (www.sam.gov). SAM.gov offers free services. An offeror must ensure that they are self-certified under NAICS Code 238330 in the Representations and Certifications portion of SAM.gov. The basis of award is the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the responsible respondent pursuant to FAR subpart 9.1.

INTRODUCTION:
Historical Context: Fort Sumter is an island fortification located in Charleston Harbor, South Carolina.
Originally constructed in 1829 as a coastal garrison, Fort Sumter is most famous for being the site of the first shots of the Civil War (1861-65). U.S. Major Robert Anderson occupied the unfinished fort in December 1860 following South Carolina’s secession from the Union, initiating a standoff with the state’s militia forces. When President Abraham Lincoln announced plans to resupply the fort, Confederate General P.G.T. Beauregard bombarded Fort Sumter on April 12, 1861. After a 34-hour exchange of artillery fire, Anderson and 86 soldiers surrendered the fort on April 13. Confederate troops then occupied Fort Sumter for nearly four years, resisting several bombardments by Union forces before abandoning the garrison prior to William T. Sherman’s capture of Charleston in February 1865. After the Civil War, Fort Sumter was restored by the U.S. military and manned during the Spanish-American War (1898), World War I (1914-18) and World War II (1939-45). It became a unit of the National Park System in 1948.
This facility is a major departure site for visitors to board the concession-operated ferry boats to Fort Sumter, it is open to the public 363 days per year and hosts about 350,000 visitors per year.
OBJECTIVE:
This project will replace the tile and carpet flooring in the Liberty Square education center. The existing tile has started to lose its bond and pop loose, and needs replaced. There is approximately 750 sf of tiled surfaces located at the entryways at both ends of the building, and in the windowsills on the harborside entryway. The project will also include the replacement of the carpeting. There is roughly 2,430 sf of carpet tiles, located in the museum, the Park store, and the offices. There are 3 different office areas 2 on the main/2nd level and one on the top/3rd level. All base trim is to be included with this project the carpeted surfaces have cove base, and the tiled surfaces have a matching base tile. The bathroom floors will not be included in this project.
The Contractor shall provide all management, labor, safety, tools, supplies, materials, equipment, personal protective equipment, and transportation to remove and install the carpet and tile flooring specified at this facility. The Contractor shall be responsible for all facets of the removal and replacement unless otherwise noted, in accordance with all applicable Federal, State, and local laws and regulations, manufacturer specifications, American National Standards Institute (ANSI), and the Architectural Barriers Act (ABA). The Contractor shall be responsible for off-site refuse disposal. The Contractor shall be responsible for work area cleanup, which shall result in a neat and professional appearance. The Contractor shall be required to coordinate with the Contracting Officer’s Representative (COR) for site access to accomplish this work. Upon completion of these work objectives, the Contractor shall have provided new tile and carpet flooring to the Liberty Square Education Center to the satisfaction of Park officials/COR. The Contractor shall perform the following services:
SCOPE & SPECIFICATIONS
REMOVAL & INSTALLATION
1) REMOVAL OF EXISTING QUARRY TILE & CARPET TILE:
a) All existing materials, bonding agents, dust and or build up must be completely removed.
2) SPECIFICATIONS THAT APPLY TO TILED SURFACES:
a) Tile and grout must be approved by park official/COR to match interior aesthetics.
b) Materials and products must be durable enough to withstand the intended use.
c) Must provide 150 Sf of extra stock for future replacement and repairs.
3) SPECIFICATIONS THAT APPLY TO CARPETED SURFACES:
a) Replace with matching material.
b) Must provide 480 sf of extra stock for future replacement and repairs.
4) TRANSITIONS
a) All new flooring must transition smoothly at each applicable location. Any installation that creates a tripping hazard will not be accepted.
b) Wall to floor and wall to base transition, must match aesthetically and be approved by Park official/COR.
RESPONSIBILITIES
GOVERNMENT RESPONSIBILITIES –
NPS shall provide the following
1) Provide access to the installation site during the hours specified. (Contractor to supply their own transportation.)
2) Provide electricity for vendor hand tools.
3) Provide water for mortar, and grout mixing and cleaning purposes.
CONTRACTOR RESPONSIBILITIES –
The Contractor shall provide the following:
1) All work specified in this document.
2) Upon award of the contract, the contractor shall perform an in-depth inspection of the site to ensure that the products and materials will work sufficiently for the intended use. Any required facilities modifications will be made known to the NPS Contracting Officer’s Representative at this time.
3) Provide all utility requirements and expected arrival date of equipment/materials 10 days prior to delivery. At this time the contractor shall also provide a firm installation start date.
4) Supply all equipment, parts, labor, and materials necessary for shipping, offloading, storage, demolition, and installation.
5) Contractor will provide all material, equipment, parts, and labor required to perform all of the work of this contract in a timely manner.
6) Contractor shall verify all measurements and quantity of materials needed to complete the task identified in this Statement of Work (SOW).

90 calendar days after notice to proceed is issued.

Contractor will submit cut sheets to the COR for material approval prior to use for the following items:

a. Within 30 calendar days of contract award and prior to pre-construction conference, provide a legible project schedule in PDF format to the Contracting Officer (CO) and Contracting Officer’s Representative (COR) to include:
i. Dates and number of anticipated site visits.
ii. Lead time for any ordered items.
iii. Date items will be ordered.
iv. Date ordered items will be received by contractor.
v. Tentative dates for onsite delivery of Materials, equipment, and waste collection.
vi. Proposed team meetings.
vii. Other milestone dates.
5) WORK PLAN
a. Within 30 days of on-site mobilization, the contractor will submit a work plan for approval prior to beginning work including a daily work plan to be coordinated closely with NPS staff in order to coordinate closures in advance.

9) SPECIAL REQUIREMENTS & CONSIDERATIONS
a. Within 30 calendar days of contract award and prior to the pre-construction conference, provide a list of requirements and/or site conditions needed prior to mobilization for anything this contract will interface with.
b. Note: This will allow the NPS time to prepare the site for the requirements specific to the accepted proposal, ensure the site is ready for mobilization and a successful project launch, while reducing the chance for avoidable delays.
10) INSPECTIONS-TESTING-MAINTENANCE, & WARRANTY
c. Within 30 calendar days of contract award and prior to the pre-construction conference, the contractor will provide written documentation showing the intended use, conditions, and installation processes for this requirement are acceptable for coverage under manufacturer warranties.

12) SAFETY
1. Contractor will provide a work site and environment that is safe for employees, for visitors to the Park, and NPS staff. The work area will be cordon off (if necessary) and secure.
2. All work performed on government property will be accomplished in accordance with OSHA, EPA, Federal, State, and local regulations, and requirements. Prior to starting work on government property, the contractor will submit to the Contracting Officer (CO) and Contracting Officer’s Representative (COR) for approval a copy of their company safety plan pertaining to this particular contract. Although not all-inclusive, the safety plan must address at a minimum the following areas:

Other Requirements & Information
PROJECT MEETINGS, SCHEDULING, AND COORDINATION
1. PRE-CONSTRUCTION MEETING:
a. An onsite pre-construction meeting will be required, which at this time the contractor shall verify site measurements.
2. PROJECT SCHEDULE:
b. Contactor will supply a project schedule to the COR 30 days prior to scheduling work.
3. SITE VISITS & PRIOR NOTICE:
c. The Prime contractor or their representative will notify NPS staff of scheduled site visits at least 48 hours in advance to ensure access to secure areas.
4. WORKING HOURS:
d. All work will be performed Monday through Friday from 7:30 am until 4:30
pm. No work will be performed on weekends or federal holidays without prior written approval.
e. Evening and Overnight work will be considered if special request is submitted.
MATERIALS AND EQUIPMENT
1. Contractor will provide all material, equipment, parts, and labor required to perform the work of this contract.
2. Once Product is approved, Installation must meet Manufacturers, Federal, State, International Code Council's 2018 International Building codes.
3. Contractor is responsible for disposing of waste generated by this contract work including all existing material and related debris. The government reserves the right to maintain possession of any materials generated by this scope of work.
PROJECT MANAGEMENT
4. The contractor shall identify, and provide a project manager/site supervisor who will be the sole contact point for all subcontractors, delivery/freight services etc. This designee shall not be a sub-contractor or any subcontractor’s staff. NPS staff cannot and will not coordinate with anyone other than the prime contractor or their previously designated supervisor. No last-minute changes in site supervisor for convenience will be accepted.
DELIVERIES
5. Deliveries will be scheduled by the prime contractor or representative within designated work hours with enough time to offload and be handled in its entirety prior to the end of the established workday. Deliveries that cannot be completed within established work hours will be rejected and re-scheduled.
JOBSITE CONDITIONS.
5. LOCATION DESCRIPTION
a. Liberty Square Visitor Center is located at 340 Concord St. Charleston, SC.
29401. This site is located downtown, parking is very scarce and only vehicles loading, and unloading are permissible to park in round about without prior written approval. The contractor is responsible for providing transportation of all crew and materials to the site.
29) LOADING / UNLOADING
a. The closest vehicle access point to the building is in the round about adjacent to the building this will likely be the most suitable location for loading and unloading.
b. If access is needed for vehicles or equipment to go beyond round about and onto bluestone pad requests will need to be submitted as previously stated.
30) MATERIAL STORAGE
a. Storage of any materials, tools, equipment is not guaranteed and must be requested and coordinated in advance with NPS. The NPS is not responsible for any loss or damage if stored onsite.
31) PARKING
a. Liberty Square – Parking at this site is extremely limited. There may be no parking available. Staging of tools and equipment must be coordinated with NPS in advance.
b. Park service is not liable for parking misconduct, or providing parking.
32) SIGNAGE
a. Closure, Safety, and Employee Rights.
a. The contractor is responsible for the installing and maintaining these signs for the duration of the project.
b. No company signs shall be installed on government property.
33) HOT WORK –
a. Hot Work of any kind requires a hot work permit to be approved by NPS staff.
Any hot work performed without a permit will be shut down immediately and will not resume until a hot work permit has been issued. If applicable, request a hot work permit from your COR.
b. Hot work is any activity or process that involves open flames or that generates sparks or heat and includes Welding and allied processes; heat treating; grinding;
thawing pipes; powder-driven fasteners; hot riveting; torch-applied roofing;
sweating pipes and any similar applications producing or using sparks, flame, or heat.
34) SITE CONDITIONS AND DISPOSAL
c. All equipment, material and waste removed or generated by work of this contract shall be properly disposed of offsite by the contractor.
d. Contractor shall leave the worksite clean and free of construction debris each day.
e. Work areas will be maintained in a neat and orderly fashion as work is conducted to avoid accidents and provide a professional work atmosphere.
f. Use of tobacco products, including, but not limited to smoking, chewing tobacco, snuff, vaping, or similar products is prohibited on in the park. This includes all buildings and grounds.
g. All waste and debris created from onsite work must be cleaned and left in broom-clean condition every day prior to departing the job site.
35) PROPERTY DAMAGE
a. Property damage will be avoided. Any damage will be corrected at the expense of the contractor.
b. Damage to Historic Resources due to neglect or failure to follow required procedure has serious consequences, at times punishable by law.

36) OTHER
a. Employees will conduct themselves in a professional manner at all times.

f. Contractor shall use “green” products whenever possible, and all HAZMAT must be pre-approved for use by the FOSU/CHPI Collateral Duty Safety Coordinator.
g. The contractor will be responsible for the safety and security of the site to ensure unauthorized personnel (park visitors & employees) do not enter the construction area.
SECURITY & WORK HOURS:
The contractor shall only perform this work during normal operating hours (7:30am – 4:03pm), unless approval is given by Park.

37) FINAL INSPECTIONS
Final acceptance will require the contractor to have completed installation of floors in full and in a manner which satisfies the requirements of this contract, all submittals, transmittals, and deliverables have been provided.

Simplified Acquisition evaluation procedures pursuant to FAR Part 13, will be applied in the evaluation of proposals received. Failure to submit the information called for in this solicitation may render the proposal unacceptable. Only those proposals deemed responsive will be evaluated. The Government will award a single firm-fixed price services contract resulting from this solicitation to the responsible offeror whose proposal conforms to the solicitation requirements and is determined to be the “Best Value”; that is, the lowest priced, technically acceptable proposal. Technical acceptability must meet or exceed the standards set for non-price factors. The government will evaluate information based on the following evaluation criteria:
(1) Technical Approach
(2) Past Performance
(3) Price
Technical and Past Performance when combined, are approximately equal to cost or price
Technical Approach: Offeror shall describe a realistic plan, to include the means (quality and salient characteristics of proposed products, response time, and availability and timeliness of materials) and methods (Duration of Project), recycling plan, prevention of extended closure and schedule, necessary to successfully complete the work within the required performance period. The plan shall list the specific equipment availability, crew(s) (size and composition) proposed to work concurrently, any other available resources or innovative features, and daily production rate required in accordance with the attached Statement of Work (SOW). A rating of either “Acceptable” or “Unacceptable” will be assigned to this non-price factor. The standard for this factor is met and is acceptable when the responses provided by the Offeror can support a complete understanding of the work to be performed, potential obstacles and mitigation, and the specific requirements that are to be met to successfully complete the contract within the time required. Technical factor shall evaluated on an acceptable or unacceptable basis (See table below).
TECHNICAL APPROACH RATINGS:
Past Performance: Respondent shall complete Past Performance Questionnaire(s) or equivalent that can confirm the offeror has successfully completed relevant services in the past three years as outlined in the Statement of Work. Offeror shall submit past performance information on three (3) projects of similar scope and magnitude. Past Performance must reflect work that was completed within three (3) years of the solicitation closing date. Past performance information must consist of final performance evaluations of project(s) or project references who can provide performance assessments. References shall consist of officials from the issuing contracting agency or customer who oversaw the performance of the project.
The Government reserves the right to obtain past performance information from other sources such as the references and Contractor Performance Assessment Reports (CPARS) and other Federal performance

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
assessments systems but is not limited to these sources. Respondents with no historical record of past performance will receive a Neutral rating. Information required for each project shall include:
• Contracting agency/customer
• Contract number
• Contract title or meaningful description of services and location
• Award date
• Initial award amount
• Award amount at contract completion
• Contract Completion Date
• Actual Completion Date
• Final performance evaluation with rating or reference information (first and last name, title, office, mailing address, telephone number, and email address)
• Address any adverse past performance information and explain the corrective actions taken to achieve a successful outcome.
Past performance will be evaluated on an Acceptable or Unacceptable basis in accordance with FAR
15.305 (a)(2).

Adjectival Rating Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
Price: A price evaluation will be performed as described in FAR 15-404-1to determine the reasonableness of the proposed price. Reasonableness will be determined considering other competitive prices received and comparison to the independent Government estimate. If multiple contract line items are included in the price schedule, prices will also be evaluated to determine whether any line items are unbalanced. The offeror shall remit a completed price schedule (Attachment 0004). The price shall include a breakdown of all necessary supervision, management, labor, transportation, equipment, materials, any other direct incidental costs, overhead and profit. Offerors are cautioned to distribute costs appropriately. The price submission will be evaluated but not rated.
