Questions and Answers
Question 1. Please provide additional information in specs or preference of carpet and tile size and color as well as preferred manufacturer or brand. Additionally, please advise who is responsible of moving office furniture and equipment to accommodate the removal and installation of the carpet. If contractor is responsible, please advise on where the furniture will have to be moved to.
Answer: The Park would like the contractor to provide quarry tile with matching durability, color, and size to be approved by Park official (tiles are estimated to be about 6" x 6"). Carpet tiles to match existing in durability and by size (2' x 2') and color to be similar or if other more suitable options available provide to Park official for approval. Moving furniture to and from the Parks provided storage location will be the responsibility of the contractor.
Question 2. Can the Government please confirm the magnitude of this construction project?
Answer: This requirement is considered a service under FAR Part 37 and advance disclosure of the magnitude of the project is not required.
Question 3. The Solicitation states that the Government wants the period of performance to start on 6/26/2023, which is the same date that bids are due and end on 8/25/2023. Page 8 of the solicitation then states the POP is 90 days after NTP. Can we assume that the latter is correct?
Answer: The period of performance shall be ninety (90) days after receipt notice of award.
Question 4. What year was the building built?
Answer: 2000 – 2001
Question 5. When was the last tile floor installed?
Answer: Current staff does not have any records of previous flooring installation.
Question 6. Can one entrance at a time be blocked off during installation of tile?
Answer: The park can make arrangements to block an entrance during installation.
Question 7. During the demo of tile, the tools make a good bit of noise. Would the customer want to close during that time?
Answer: It’s preferable that this work be performed during either oof or closed hours.
Question 8. There is tile popping loose directly over the storage room dividing wall. Can the contractor assume they must include this additional work needed here to firm up the subfloor once the tile is removed as a part of the bid?

Question 9. Neither the scope nor the solicitation calls out specific materials/products to be used. Given the drastic change in price from product to product, can the Government please specify what product of carpet, tile, base, transitions, grout, and thin set it would like used? If not, can you please provide specifications for the required product?
Answer: The scope calls for materials that will be strong enough for the intended use and the Park would like to keep the look and color somewhat similar, however, during project formulation the existing tile was not found. The Park would like the contractor to provide options that would be best suitable.
Question 10. Will restrooms be accessible for contractor crew, or will we need to supply a porta potty?
Answer: Yes, restrooms will be available.
Question 11. The solicitation states the that the contractor must provide a project manager/site supervisor and that it cannot be a sub-contractor. Does the project manager/site supervisor need to be on site at all times?
Answer: Yes.
Question 12. 52.219-14, Limitations on Subcontracting (OCT 2022) ( 15 U.S.C. 637s) is an incorporated FAR Clause in this contract. Can you please confirm if the Government is considering this project to be ‘Construction’ or ‘Construction by Specialty Trade’?
Answer: This requirement is considered a service under FAR Part 37.
Question 13. Can you please confirm if there are any specific permits that must be pulled for this project?
Answer: There should not be any, however, it is up to the contractor to verify with any manufacturer or Architectural Barriers Act Standards.
Question 14. May we please receive clearer images of the floor plans so that we may see measurements clearer?
Answer: Photos are attached below.
Question 15. Will any security clearances be required for personnel on job site?
Answer: No, there is no security clearance is needed, however, the scope illustrates the expectations of employees on site of both contractors and subcontractors in section 13.
Question 16. Can you please provide a list of submittals that need to be submitted by the Contractor post award and throughout the project? (i.e., Safety Plan, Hazard Plan, Shop Drawings, MSDSs, etc.
Answer: The list of submittals can be found in the Scope of Work on Page 6 under the section titled Submittals/Transmittals.
Question 17. May the Contractor invoice for materials upon purchase and submission of purchase order? If not, may the Contractor invoice for materials upon arrival of materials to job site.
Answer: No, not for this requirement, the project must be satisfactorily completed prior to invoice submission.
