Quotes are due by 10:00 AM ET on March 20, 2026, with questions directed to Jason Albright (Jason_Albright@nps.gov) no later than 10:00 AM ET on March 10, 2026. The solicitation is issued as a Total Small Business Set-Aside under NAICS code 562111 (Solid Waste Collection) with a $47.0 million size standard. The National Park Service intends to award one firm-fixed-unit-price purchase order with a base year commencing approximately March 23, 2026, and concluding by March 22, 2027, followed by four one-year option periods for a potential five-year contract total. Delivery location is Gettysburg National Military Park, 1195 Baltimore Pike, Suite 100, Gettysburg, PA 17325-2804.

Offerors must provide firm-fixed-unit-prices for dumpster delivery, placement, rental, haul-off, and disposal fees, plus flat-rate overweight charges for each contract line item (base year and four option years). Evaluation criteria include demonstrated capability to provide 30-cubic-yard dumpsters meeting specifications, ability to deliver and remove dumpsters within required response timeframes, experience providing similar roll-off dumpster and construction debris removal services, compliance with weight limits and documentation requirements, ability to perform debris transport and disposal in accordance with federal, state, and local environmental regulations, and past performance (three references within the past five years of similar scope and complexity). For evaluation purposes only, total evaluated price shall be calculated by adding unit prices for ten dumpsters and two overweight charges for each year across all five years. Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform (IPP) system, with invoices to be on company letterhead stating the contract number. Service Contract Labor Standards apply, requiring compliance with wage determination 2015-4259. The solicitation incorporates numerous FAR clauses including those addressing commercial items, small business concerns, representations and certifications, and various federal statutory and executive order requirements.
