About this file
This is Amendment 0001 to Request for Quote (RFQ) Number 140P4326Q0013 for roll-off 30 cubic-yard construction dumpster services at Gettysburg National Military Park. The amendment, issued by the National Park Service (NPS) Northeast Region at Boston National Historical Park on March 13, 2026 (effective date February 27, 2026), provides responses to eleven questions received from potential vendors regarding the solicitation. The period of performance runs from March 23, 2026 through March 22, 2027.
The pricing structure requires two firm-fixed-unit-price line items: a per-dumpster rate that includes delivery, placement, rental, haul-off, and disposal fees, and a flat-rate overweight charge. Evaluation is based on anticipated annual volume of approximately 10 dumpsters and 2 overweight charges, though the government notes actual workload may shift rapidly. All rental costs must be bundled into the per-haul package, with no separate daily or monthly rental fees required. The government anticipates primarily light construction debris from residential demolition and remodeling, not heavy materials like concrete or brick. The contract is structured for 30-yard dumpsters as standard, though 20-yard units may occasionally be substituted if immediate needs warrant. The government expects 0-2 dumpsters on site most of the performance period but wrote the Statement of Work to accommodate unplanned needs up to 10 units. No specialized equipment or site protection measures are required from the vendor. Subcontractors meeting FAR 52.219-14(b) requirements will be viewed as similarly situated entities, with performance work evaluated on total contract cost.

Request for Quote Number 140P4326Q0013 Roll-Off 30 Cubic Yard Construction Dumpster Services at Gettysburg National Military Park Amendment 0001
DESCRIPTION OF AMENDMENT/MODIFICATION
The following are a list of questions received for the Solicitation Number 140P4326Q0013, Roll-Off 30 Cubic Yard Construction Dumpster Services at Gettysburg National Military Park.
1) Price Schedule Format: The Price Schedule (CLIN 00010) asks for a single unit price.
Does the government prefer a "Flat-Rate per Haul" inclusive of all tonnage, or should we provide a base haul rate plus a separate per-ton fee for weight exceeding a standard threshold (e.g., 5 tons)?
Answer: As stated in the price schedule for each CLIN, there are two firm-fixed-unit-price rates required, as follows:
Quote shall include a firm-fixed-unit-price for each of the following:
i. CLIN 00010 (Base Year) – 30 Cubic-Yard Roll-Off Dumpster Services.
(Firm-Fixed-Unit-Price Line Item)
• Firm-Fixed-Unit-Price per Dumpster (includes delivery, placement, rental, haul-off, and disposal fees) = $____________ each
• Flat-rate overweight charge - $___________ each
2) Estimated Quantities: Can the government confirm the anticipated annual volume for the base year? Is the calculation of 10 dumpsters and 2 overweight charges provided in the evaluation criteria a realistic estimate of the actual workload?
Answer: Those are our anticipated expectations, but our workload can shift quickly.
That is why the possible needs are higher annually.
3) Rental and Demurrage: Does the government require a separate daily/monthly rental fee for bins that remain on-site for extended periods, or should all equipment rental costs be bundled into the "per haul" unit price?
Answer: All costs should be included in the “per haul” package. If we do not fill a dumpster within 30 days, we will still call for pick up.
Amendment 0001
4) Debris Composition: Does the government anticipate "Heavy Debris" such as concrete, brick, or dirt for these projects, or will the waste primarily consist of light Construction & Demolition (C&D) debris?
Answer: Primarily light construction debris from residential type demolition and remodeling. Not expecting much concrete, brick, or other very heavy material. At least not enough to cause weight overages. Some dumpsters may be used for landscaping debris, but that will be secondary use, not primary.
5) Placement Constraints: Are there specific historic areas within the park that require specialized equipment (e.g., smaller trucks or protective planking under bins) to prevent landscape or pavement damage?
Answer: We do not expect the vendor to provide such services. If we deem it necessary at the time, the government will provide the resources to protect the drop site. Specialized equipment (e.g., smaller trucks) is not anticipated and has not been required under previous contracts.
6) Subcontracting Compliance: As a small business prime, we intend to utilize local hauling partners. Can the government confirm that subcontractors will be viewed as "similarly situated entities" or that the performance of work requirements (FAR 52.219-14) will be evaluated based on the total cost of the contract?
Answer: Subcontractors will be viewed as “similarly situated entities” if they meet the requirements as defined at FAR 52.219-14(b):
(b) Definition.
Similarly situated entity, as used in this clause, means a first-tier subcontractor, including an independent contractor, that—
(1) Has the same small business program status as that which qualified the prime contractor for the award (e.g., for a small business set-aside contract, any small business concern, without regard to its socioeconomic status); and
(2) Is considered small for the size standard under the North American Industry Classification System (NAICS) code the prime contractor assigned to the subcontract.
Performance work requirements will be evaluated based on the total cost of the contract.
Amendment 0001
7) Would 20-yard roll-off dumpsters would be acceptable for the requirements, or is the 30-yard size is strictly required?
Answer: The contract is for 30-yard dumpsters and that has been our standard to this point. There may be circumstances where we have an immediate need and a 20 yard would be more appropriate use of resources knowing we will not fill a 30 yard.
However, the expectations should be to provide the contracted quantity of 30 yard units.
8) How many total hauls do you plan to have? How many dumps per week?
Answer: The reason this contract is written as “up to” is because our situation changes quickly due to acts of nature and unexpected failures. See answer two. We do not expect to have more than two dumps per week, but one storm can change that in a day. Also, if we need to do a fencing replacement, we may have four dumps that week.
9) What is the estimated total tonnage expected to be disposed of?
Answer: We cannot estimate that. We have four remodels and multiple other projects taking place throughout the year. Fences being replaced, storm cleanup, etc.
10) Should we anticipate more than two overweight loads per year?
Answer: We never anticipate going over, but it does happen. Based on our “planned” projects, the likelihood is low. However, I divert to my default statement, “Things can change rapidly on the park”.
11) Do you expect to have four dumpsters at all times and up to ten if needed for the task?
Answer: No. I do not expect four dumpsters at one time very often. We expect to be from 0-2 dumpsters on site most of the POP.Period Of Performance. The SOW was written to cover unplanned needs.
