C.0 NATIONAL PARK SERVICE
The National Park Service (NPS) is a bureau of the U.S. Department of the Interior (DOI) that has been entrusted with the care of our national parks since 1916. The National Park System currently has 433 units (often referred to as parks), covering more than 85 million acres in all 50 states, the District of Columbia, and US territories.
The NPS also has more than 150 related areas that are linked in importance and purpose to places managed directly by the National Park Service by preserving important segments of the nation's natural and cultural heritage. They are designated by acts of Congress or by the Secretary of the Interior (affiliated areas). The majority of related areas are not units of the National Park Service and are managed by other government agencies or non-government organizations and landowners. The National Park Service is involved in related areas by directly managing the entire or sections of a related area, or by providing technical or financial assistance.
The NPS preserves unimpaired natural and cultural resources, and values of the National Park System for the enjoyment, education, and inspiration of this and future generations. The NPS cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world.
The NPS – Business Service Contracting Division (BSCD) – Contracting Operations – Northeast Region – Philadephia MABO. The NPS – BSCD-Northeast issues contracts through the Federal Acquisition Regulation’s (FAR) for supplies, services, construction, A&E for Northeast Regional Parks only.
C.1 HOPEWELL FURNACE NATIONAL HISTORIC SITE (HOFU)
Hopewell Furnace National Historic Site showcases an early American landscape of industrial operations from 1771 – 1883, Hopewell and other iron plantation laid the foundation for the transformation of the United States into an industrial giant for the time. The park’s 848 acres and historic structures illustrate the business, technology, and lifestyle of our growing nation.
For more information, please visit HOFU’s website at: https://www.nps.gov/hofu/index.htm
C.2 BACKGROUND
Hopewell Furnace National Historic Site (HOFU) encompasses 848.06 acres of land associated with the iron-making operation begun by Mark Bird in 1771 in southeastern Pennsylvania. The furnace and surrounding acreage were sold several times in the eighteenth century before being purchased by the Buckley and Brooke families in 1800. These families retained ownership of the property until the Federal government purchased it in 1935. The furnace reached its peak of production and prosperity during the 1830s. By the middle of the nineteenth century, however, new technologies began to supersede the method of production employed at Hopewell.
The Civil War and the expansion of American railroads provided a market for Hopewell’s pig iron for some decades after this time, but technological advances eventually made the furnace unprofitable, forcing its closure. The furnace went out of blast for the final time in 1883. The enabling legislation for the park (8/3/1938) declared the site to be of national significance due to its “relationship to the colonial history of the United States”.
The wallpaper in the home has all been reproduced to some extent. One space in particular: the Entryway and Main Stair has had replacement paper produced and reinstalled during an earlier preservation campaign. This reproduction paper is now failing, due to continued use and wear associated with the historic structure, and the wallpaper does not historically reflect what would have been found in this type of house. For this reason, the park seeks to acquire reproduction wallpaper that will be used in the conservation treatment of the areas of historic interior. Replacing the inaccurate, damaged wallpaper with period appropriate reproduction wallpaper is essential to maintaining the historic fabric aesthetic design of the home.
C.3 SUMMARY OF WORK
The contractor shall provide Hopewell Furnace National Historical Site (HOFU) of the National Park Service with all the labor, supplies, materials, travel, facilities, and shipping/delivery necessary to fabricate, deliver, and install rolls of reproduction wallpaper and carpeting sufficient to cover the following rooms in the Ironmaster’s House: Main Entryway & Staircase, Office, Parlor, and Dining Room (see attachment 2).
