About this file

This is a Questions and Answers document for solicitation 140P4226Q0021, a National Park Service procurement for reproduction wallpaper and carpet at Hopewell Furnace National Historic Site in Elverson, Pennsylvania. The document addresses four key clarifications regarding contractor qualifications and product specifications.

Offerors are not required to be original manufacturers of the historic wallpaper and carpet; they may partner with or procure products from specified manufacturers such as Adelphi Paper Hangings and Thistle Hill Weavers while submitting as the prime contractor. The project requires four types of wallpaper totaling approximately 65 rolls. Critical to proposal development, the Government requires exact reproductions of the historic patterns identified in the furnishing plan rather than historically accurate alternatives with similar design and appearance. Physical wallpaper samples and high-resolution reference artwork are provided as attachments during the solicitation period, with final sample decisions to be made collaboratively with park staff before production commences.

140P4226Q0021 HOFU: Reproduction Wallpaper and Carpet

Contractor Q & A

1. If an offeror partners with or procures the specified historic wallpaper and carpet from the manufacturers identified in the furnishing plan (such as Adelphi Paper Hangings and Thistle Hill Weavers), may the offeror submit a quotation as the prime contractor, or is the Government requiring the offeror to be the original manufacturer of those products?

The offeror does NOT need to be the manufacturers listed in the photographs. The photographs are just to show what is currently in the house.

2. Is there an estimated total square footage (or total roll quantity) of wallpaper required for this project? We understand the contractor is responsible for verifying field dimensions; however, if the Government has an estimated quantity available, it would help us prepare the most accurate proposal.

4 types of wallpaper needed equaling 65 rolls (estimated)

3. The furnishing plan references historic patterns from manufacturers such as Adelphi Paper Hangings. Is the Government expecting the contractor to reproduce those exact patterns shown in the furnishing plan, or would historically accurate reproductions of similar design, color, and appearance that meet the project's intent be considered acceptable?

The wallpaper required for this furnishing plan would need to be exact reproductions of the historic patterns chosen for this particular project.

4. Will physical wallpaper samples or high-resolution reference artwork be made available to prospective offerors during the solicitation period, or will those materials only be provided to the successful awardee after contract award?

Document provided as an attachment of wallpaper & carpeting examples. Final decisions on these samples will be made with the park staff before production.
