SECTION C – STATEMENT OF WORK
C.0 NATIONAL PARK SERVICE
The National Park Service (NPS) is a bureau of the U.S. Department of the Interior (DOI) that has been entrusted with the care of our national parks since 1916. The NPS preserves unimpaired natural and cultural resources, and values of the National Park System for the enjoyment, education, and inspiration of this and future generations.
The NPS cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world.
C.1 BACKGROUND
Wolf Trap National Park for the Performing Arts (WOTR) is an urban park established for the presentation of the performing arts. The park holds performances at the Filene Center between the months of May and mid- September each year. During the upcoming 2026 season, the Filene Center will hold performances of upwards of 7000 guests nightly.
For more detailed and general information checkout the website at: Wolf Trap National Park for the Performing Arts (U.S. National Park Service)
C.2 PURPOSE
WOTR has a requirement for a single contractor that is capable of removal of selected hazard tree removal parkwide, pruning and vegetation management services. Tree management in some areas may be complex, requiring specialized equipment, rigging and climbing.
C.3 TASKS
The Contractor shall perform the pruning, felling, cutting and removal of all hazardous trees predetermined and identified by the park. All chipped debris resulting from tree work performed by the Contractor, shall be brought and unloaded in a designated location, unless otherwise directed by the Contracting Officer Representative
(COR).
Contractor shall remove all trees that are indicated by the park and identify using tree species, DBH and map diagram. The Contractor may request individual marking using flagging or paint of specific trees immediately prior to removal of work performed. See Attachment 1 – Tree Work List Sample V1.1 and Attachment 2 Tree Work Map Key V1.2.
Estimate of thirteen trees have been identified as dead or damaged and as such they must be removed to protect the safety of park personnel and visitors. Eight other trees have been identified as presenting potential safety hazards and require selective pruning to mitigate the safety hazards that currently exist. In addition, four trees have been identified which at the very least will require selective pruning but may require removal. Five stumps of previously removed trees have been identified for stump grinding. There is accumulation of dead trees and other woody debris located in the creek behind the maintenance yard. These trees must be removed from the creek to mitigate further damage to the stream banks and reduce the potential flood damage. These are estimated quantities and are subject to field verification by the Contractor.
The Contractor shall field verify all required quantities, materials, equipment and labor necessary to successfully perform and complete the work identified.
Contractor shall haul away all tree debris that cannot be chipped, unless identified as, NO HAUL. On some occasions, tree debris to be hauled may be stored temporarily in a specific area. The contractor will store these logs in a designated area at the park, as determined by the COR.

For items designated NO CHIP and/or NO HAUL, all tree debris can be left in forest. This debris must be scattered evenly throughout the forest; brush is not to be piled. Tree debris must be cut to maximize contact with ground and prevent fire danger.
The grinding of tree stumps must include the stump, above ground roots, and immediate root zone of the stump.
ALL must be ground at least 4 inches below grade.
All work areas shall be left limb and debris free.
C.4 PERIOD OF PERFORMANCE / DELIVERY DATE

(a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
FACTOR 1: TECHNICAL
The Offeror must submit a technical capability summary that demonstrates:
a) The Offeror shall provide a brief statement of capability and identify personnel with qualifications that meet the work described in the Statement of Work including certifications, and/or training, and license to perform work at the stated location. (Rating: Acceptable or Unacceptable)
b) The Offeror shall demonstrate the approach how they intend to complete the work described in the Statement of Work. It is the Offeror’s responsibility to ensure the quotation clearly demonstrates the understanding of the work to be performed and how they will accomplish the requirements. (Rating: Acceptable or Unacceptable)
c) The Offeror shall provide at least three (3) past project experiences performing hazardous tree removal/pruning and include Organization/Company, POC, name, number and email, dates performed within the last three (3) years, work described and total cost. (Rating: Acceptable or Unacceptable)
If the answer to Factor 1 and any subfactors, is Unacceptable, the offeror may not be considered further for award.

19 | 20
The Government will review the Contractor’s Performance Assessment Reporting System (CPARS) or other relevant sources of various federal, state, local and any known commercial contract performance reports. Additionally, the Contracting Officer’s knowledge of an offeror’s previous performance may be utilized.
Does the Offeror’s past performance contain any relevance to the work described and are there any unsatisfactory ratings for Quality of Product/Service, Schedule or Management? (Rating: Acceptable or Unacceptable)
The past performance evaluation is to allow the Government to assess the offeror’s ability to perform the effort described in this solicitation, based on the offeror’s demonstrated past performance. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance designation can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of “Acceptable”, a “Neutral” designation shall be considered “Acceptable”.
FACTOR 3: PRICE
The Offeror is responsible for completing and submitting pricing information using Section B Price Schedule and Attachment 4 Price Schedule Sheet of this solicitation. The Government will conduct a price analysis to determine if the prices are reasonable. An offer may be rejected if pricing information is missing or incomplete.
Reasonableness will be determined by considering other prices received, comparison to the Independent Government Cost Estimate, market conditions or by other competitive quotes received and any other means available to the Government in accordance with RFO FAR 12.2.
The Government reserves the right to evaluate whether the price is unrealistically low since this might indicate a lack of technical understanding on the Offeror’s part and poses a risk to the Government and/or the labor costs associated with this project are not in accordance with the Department of Labor Wage Determination. Whether a quote is unrealistically low may be considered in the context of comparison to other prices received or previously paid similar acquisitions or comparison to Independent Government Cost Estimate.
Technical and past performance factors, when combined, are equal to price factor.
EVALUATION PROCESS
The Government will evaluate the quotes in accordance with the criteria described herein.
The Government will conduct a responsibility review. This is an initial review to ensure that all required forms and submissions are complete, that a technical and price quote are received, and that the Offeror is responsible in accordance with FAR part 9 and actively registered in SAM.
The Government will conduct a technical evaluation on all the submitted quotes using the non-price technical factors listed, assigning a rating of Acceptable or Unacceptable to determine if the quote is technically acceptable. Once the technical evaluation is complete, they will be ranked by price from lowest to highest.
Quotes shall not be evaluated against each other and…
