National Park Service – Harpers Ferry Center – Con Ops National Solicitation Number: 140P2124R0070 – Wayside Exhibit Planning, Design, Fabrication and Installation Services for Cuyahoga Valley National Park
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation Number 140P2124R0070 is issued as a Request for Proposal (RFP) constitutes the entire solicitation. Proposals and price quotations with detailed breakdown are being requested. This acquisition will be conducted pursuant to FAR Part 13. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2024-05, effective May 22, 2024.
This is set aside for small business concerns under the North American Industry Classification System (NAICS) 339950, Sign Manufacturing Services with a related small business size standard of 500 employees.
The government anticipates award of one (1) best value, firm-fixed price contract.
REQUIREMENT: The project shall be for the planning, design, fabrication, and installation of wayside exhibits for Cuyahoga Valley National Park, Brecksville, Ohio in accordance with the specifications as detailed in this contract and its attachments. The project consists of wayside exhibits located in both Sagamore Hills, Ohio and Peninsula, Ohio, respectively. The project includes coordination with the Contracting Officer (CO), Contracting Officer’s Representative (COR), and park staff. Due to space limitations, the complete commercial item specifications are contained in Solicitation Number 140P2124R0070. Interested contractors should download this document. The National Park Service is not responsible for locating or securing any information that is not identified in the quotation. The government contemplates award of one best value, firm-fixed price contract resulting from this solicitation.

1.0 PROJECT BACKGROUND
Cuyahoga Valley National Park includes more than fifty square miles of thick forest, deep gorges, green wetlands, and rocky waterfalls. There are also historic villages, an old canal towpath, farm fields, a covered bridge, and a sightseeing railroad in the park.
This project will be specifically for Brandywine Falls and the area formerly called Virginia Kendall Park, two highly visited sites and entrance points at the park. The project will consist of replacing outdated exhibits first installed in the 1990s. These new wayside exhibits will better interpret natural history topics, reflect the park’s recent inclusive storytelling research and new interpretive theme framework, respond to public feedback from a 2022 “Welcoming Trailheads” project, and improve access for people with disabilities.
2.0 GENERAL
The project shall be for the planning, design, fabrication, and installation of wayside exhibits for Cuyahoga Valley National Park, Brecksville, Ohio. The project consists of wayside exhibits located in both Sagamore Hills, Ohio and Peninsula, Ohio, respectively. The project includes coordination with the Contracting Officer (CO), Contracting Officer’s Representative (COR), and park staff.
The contractor shall provide all services including labor, materials, equipment, facilities, and travel necessary to perform the work in accordance with the specifications as detailed in this contract and its attachments. Work shall include the planning, design, fabrication, and installation of all wayside exhibit structures, graphic layouts, and artwork. Work shall also include comprehensive research to obtain thorough reference material necessary to plan, design, fabricate, and install all items required in this contract.
2.1. Project Management
The Project Manager (PM) shall be the primary point of contact between the contractor and COR.
The PM shall have full authority to act for the contractor on all matters relating to the contract.
and shall perform the following work:
a. Be available to take or respond to telephone calls or electronic mail messages during normal hours of operation (8:30 am–5:00 pm local time).
b. Establish office procedures to ensure that messages are relayed to the Project Manager when out of the office or because of time zone differences.
c. Respond to emergency messages from the COR on the same day they are received. All non-urgent messages from the COR shall be responded to in no more than two (2) business days.
2.2. Quality Control
The contractor shall provide quality control to ensure that all elements of project work meet the requirements of the contract specifications and that all modifications are implemented.

The Project Manager shall provide routine inspections of in-house and subcontracted work to ensure it meets contract specifications and shall oversee the quality of work produced and implemented at all phases of the project. Any work found not acceptable or compliant with the specifications shall be corrected prior to inspection or review by the COR.
2.3. Government-Furnished Property
If government-furnished material is provided during the course of the work, the contractor shall receive, inspect, and inventory all government-furnished materials, provide a report to the COR of the materials received, and ensure that this material is forwarded to the appropriate unit or person within the contractor’s organization for use in the project. The Project Manager shall notify, in writing via email, the COR within seven (7) days after receipt if government-furnished materials are not satisfactory for their intended purpose. The Project Manager shall notify the COR via email as soon as possible, but no later than three (3) business days, if government-furnished materials are lost or damaged while in the contractor’s possession. The contractor shall be responsible for the security and protection of government-furnished property or materials in connection with this contract. Following acceptance of all work by the government, the contractor shall return all government-furnished property to the COR.
2.4. Schedule
The contractor shall schedule, coordinate, oversee, and manage work produced and installed under this contract. The contractor shall prepare an overall project schedule including milestone dates for all submittals, fabrication, and submit to the COR for approval. The contractor shall track all work progress to ensure that the project is completed according to the schedule. The contractor shall coordinate and confirm the dates for all work with the COR. The contractor shall notify the COR, in advance, in writing when work shall not be completed by the dates in this contract and provide an updated schedule for completion. Consultation with federally recognized tribes shall be factored into the overall schedule and will require at least a 90-day review period to review materials for two deliverables.
2.4.1 Status Reports
Provide a monthly status report to the COR that includes the status of the project, issues that affect the schedule and budget, and an updated schedule based on the information at hand.
2.4.2 Project Schedule
The contractor shall produce a detailed, complete project schedule listing all required submittals and their review times. The project schedule shall also include site visits, shop inspections, warrant activities, and closeout submittals.

The contractor shall submit a preliminary project schedule to the COR for review and approval seven (7) working days prior to the post award meeting. The contractor shall update the approved schedule and resubmit to the COR three (3) working days prior to every project status meeting for the life of the project. The contractor shall notify the COR, in advance and in writing, when work shall not be completed by the dates in this contract and provide an updated schedule for completion.
2.5. Meetings, Travel, and Presentations
Meet with the CO, COR, and park staff as specified below. The contractor shall document all issues discussed and decisions made relative to the project. The contractor shall prepare and distribute to the COR a trip report or meeting minutes of all telephone conversations, site visits, in-person meetings, or other discussions related to the project.

2.6. Submittals
At any point in the exhibit planning and design process the COR may require informal submittals of the contractor’s work-in-progress to document the current status and level of production of the project.
The contractor shall coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements. Forward all submittals to the COR for review and acceptance. Receive all reviewed submittals and take appropriate action according to the acceptance or rejection by the COR, as follows:
2.6.1. Acceptance and Rejections
1. Accepted Submittals – The contractor shall ensure that all changes, revisions, or additions required by review comments are addressed and incorporated into future submittals.

Accepted with Revisions—At the discretion of the COR, the government may accept the overall submittal, and ask for resubmittal of individual elements or pages to be updated or corrected prior to moving to the subsequent deliverable or phase of work.
2. Rejected Submittals - When submittals are rejected, the COR will notify the contractor, in writing, identifying the reasons for rejection. The contractor shall ensure that the submittal is completed and/or revised as required and resubmitted within the time scheduled by the COR. Reasons for rejection include:
a. Incomplete Submittals – Acceptance of the submittal is delayed because required elements are missing. The contractor shall submit all missing elements.
b. Unacceptable Submittals – The submittal is rejected due to poor quality of work or work that does not otherwise meet the established project goals. The contractor shall submit new material.
2.6.2. Submittal Format
1. Two (2) printed copies and one (1) electronic PDF copy of each document submittal are required.
2. Submittals shall be sent via overnight delivery service unless otherwise specified in the scope of work below.
3. Both printed and electronic submittals shall be delivered seven (7) calendar days prior to scheduled presentation of material.
4. Any Microsoft Office submittals shall be provided in an accessible 508-compliant format.
2.6.3. Transmittal Sheet
The contractor shall include a transmittal in the form of a printed letter, PDF document, e-mail, or fax cover sheet along with all samples, proofs, prints, reports, digital files, digital images, and multimedia files, sent from the contractor to the COR. This includes all copies sent to the park or other copied recipients.
The transmittal shall include the following minimum information:
• "From" (contractor's name and contact information)
• "To" (COR's name)
• Date submittal was shipped
• Project name and park name
• Itemized list of contents
• List of copied recipients who received the same submittals
2.7. Accessibility
Wayside exhibits planned, designed, and fabricated for the National Park Service (NPS) shall follow the latest published version of Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media. These guidelines are a combination of best practices, NPS and Department of the Interior directives, and federal laws. Federal laws include the

Architectural Barriers Act, Sections 504 and 508 of the Rehabilitation Act as amended, and the 21st Century Communications and Video Accessibility Act.
The contractor shall be aware of and pursue principles of universal design throughout all phases of the planning, design, and fabrication process. Universally designed wayside exhibits can be accessed, understood, utilized, and appreciated to the greatest extent possible by all users regardless of ability. Universal designs reflect not only accommodations to select groups but approaches that are broadly inclusive and integrated into a larger whole to the benefit of all users.
Principles of universal design are detailed in Appendix C of Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media.
Accessibility requirements for visitors with specific disabilities shall be addressed within the designed wayside exhibits. If the site or criteria of the project do not address accessibility as defined in the attachments, or poses challenges to accessibility (e.g., inaccessible location of wayside exhibit), a full description of required corrective actions shall be provided to the COR for any proposed accessibility solutions. The government shall review proposed solutions and when deemed necessary, provide additional guidance to the contractor up to and including exceptions and/or modifications to the contract to address outstanding accessibility requirements. Refer to Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media for requirements addressed under specific disabilities.
2.7.1. Audio Description for Wayside Exhibits
Every wayside exhibit shall have audio description for people who are blind or have low vision. Audio Description will be delivered through the park’s mobile app. Audio description shall be based on provided photos and/or video of wayside site showing the immediate and surrounding area.
2.7.2 Transcript of the Narrated Content
Wayside exhibits that include audio shall have transcript of its narrated content made available on site. Delivery will be determined during the site visit.
2.8. Design Parameters
In planning and designing for production of wayside exhibits hereunder, the contractor shall address the following essential design parameters:
• life safety
• barrier-free design
• accessibility/universal and programmatically accessible design
• sustainability
• energy conservation
• security provisions
• integration with existing landscape and structures where relevant
• functionality, maintenance, durability, and other lifecycle requirements

2.8.1 Use Rights
The contractor shall acquire use rights and production quality copies of all third-party images and other intellectual property (IP) required to produce the graphic layouts in the exhibit as specified in Attachment A, National Park Service Wayside Exhibit Planning, Design, Fabrication and Installation Specifications. All images shall be able to be displayed by the government in other media to promote or display the wayside exhibit.
2.9. Codes and Standards
All wayside exhibits shall be produced in accordance with applicable codes, standards, parameters, or regulations noted in this or other sections of this contract, and in the location in which the wayside exhibit shall be installed. In case of conflict between codes, standards, or regulations, the most stringent requirement shall apply.
1) Latest Standards Reference to standard specifications of any technical society, organization, or association, or to codes, manuals, or regulations of federal or local authorities shall mean the latest standard, code manual, regulation, specification, or tentative specification adopted and published at least thirty (30) days prior to submittal of proposals, unless specifically stated otherwise.

10.0 List of Attachments or otherwise referenced herein, that references the “authority having jurisdiction”, “local authority”, or “governmental authority” shall be interpreted to refer to the Contracting Officer as being this authority for purposes of interpreting/clarifying codes, standards, regulations, and specifications.
3.0 Wayside Exhibit Planning, Design, Fabrication Services
3.1. General
Work shall include planning and designing wayside exhibits services including audio description of all fabricated wayside exhibit elements. See Attachment A, National Park Service Wayside Exhibit Planning, Design, Fabrication, and Installation Specifications. The contractor shall provide all technical, professional, non-personal services, including all labor, materials, equipment, supplies, facilities, travel, management, and supervision necessary to provide Cuyahoga Valley National Park with production ready files for outdoor interpretive wayside exhibits.
Planning and design services includes the following phases and types of work:

3.1.1. Specifications
The contractor shall perform all services required hereunder in accordance with this Statement of Work (SOW) and all attachments.
3.1.2. Post-award Conference Call
Upon award, the contractor shall participate in a project kick-off conference call to review contracting requirements and procedures with the project CO and COR.
3.2. Pre-Proposal
In pre-proposal, the contractor shall gain a clear understanding of the project’s history, the park’s resources, and the roles of other project team members and stakeholders. Work in this phase focuses on preparing a solid foundation for all work that follows, ensuring that the project is logically structured, and its goals are understood and realistically attainable within the budget, schedule, and other specified parameters.
The contractor shall:
1) Review government-furnished materials.
2) Travel to site. The Project Manager, Writer, and Exhibit Designer shall travel to the Park for three 8-hour days for a site visit.
3) Conduct initial meeting and presentation as follows:
a. Orientation to park experience.
b. Initial meeting agenda.
c. Presentation should include:
(i) Components of what makes a good wayside exhibit, including examples demonstrating qualities and principles
(ii) The process and stages of wayside exhibit development
(iii) Roles and responsibilities
(iv) Contract deliverables
(v) Site analysis schedule
(vi) Draft project schedule
(vii) Set time and date for close-out meeting
4) Complete site analysis as follows:
a. Visit and identify potential wayside exhibit sites with park staff and subject-matter experts.
b. Identify the following for each wayside exhibit:
(i) Subject or resource
(ii) Site-specific significance
(iii) Purpose
(iv) Orientation and photos
(v) Size
(vi) Panel material
(vii) Base structure

3.3 Wayside Exhibit Proposal
Create a wayside proposal for twenty-one (21) interpretive wayside exhibits. In addition to a standard proposal, include the following:
- One map o Locations of proposed exhibits o Locations of exhibits to be replaced in kind
- Illustrations References
- Tactile References
3.4 Wayside Exhibit Plan – See Attachment H, Sample Plan
Create production-ready InDesign files for twenty-one (21) wayside interpretive exhibits. The plan shall incorporate text and graphics. Contractor to acquire and document all use rights information.
The government will provide existing artwork for two panels. Minor design changes may be needed prior to or during fabrication
3.5 Text
Contractor shall research and create all text following NPS standards found in Attachment I, Typographic Standards and Attachment K, HFC Editorial Style Guide.
3.6 Graphics
Contractor shall research and obtain use rights (outside of stock photography or government furnished materials) for up to ten (10) images that allows for an image or PDF of the wayside exhibit to be displayed by the government in other media to promote or display the wayside exhibit.
Existing images and/or illustrations to be provided by the government upon request.
3.7 Maps
Create the following maps according to Attachment F, Wayside Exhibit Map Standards. See Attachment L, Sample Maps and Access Data.
3.7.1 Create three (3) 2D, area-specific trail maps including unique “You Are Here” and access data. Access data includes surface, tread width, grade, and cross slope.

3.8 Audio Description
Create audio description scripts for all wayside exhibits. Audio description content shall describe each wayside element, images/items within the wayside element, tactile elements, all text within the wayside element, and what the sighted visitor sees in the surrounding vistas related to subject being interpreted. Audio description should comply with Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media.
3.9 Illustrations
Create three (3) full size and color illustrations. Illustrations should be developed in similar style as shown in Attachment N, Illustration References.
3.9.1 New artwork to depict a nature scene at the Ledges rock formation, highlighting a variety of key geological features, animals, and plants, both large and small.
3.9.2 New artwork to depict a nature scene of the Ledges Forest, highlighting a variety of key animals and plants, both large and small.
3.9.3 New artwork to depict Brandywine Falls rock layers and their associated geological timeframes. This works together with the 3.8.2 rock layer tactile.
3.10 Tactiles
Create six (6) tactile models. See Attachment N, Tactile References. All tactile models shall be mounted to corresponding wayside exhibit, either directly onto the wayside panel or on a separate pedestal. (Exact method to be determined at site visit.) All tactiles to include scale, raised lettering and braille letters. Ensure that tactile models have adequate drainage.
3.8.1 Bronze tactile to depict aerial view of Brandywine Falls area. This tactile will feature rock formations, waterfall, creek, trails, roads, and elevation change. The purpose of this tactile is universal design, but particularly to provide orientation for low-vision users who may not be able to relate map features to the visible landscape.
3.8.2 Bronze tactile to depict Brandywine Falls geology features and rock layers, such as shale. A tactile of the sandstone may be a sample of real rock provided by the government. These will support the 3.7.3 illustration.
3.8.3 Bronze tactile to depict aerial view of Ledges area. This tactile will feature rock formations, trails, shelters, forest area, and playfields. The purpose of this tactile is universal design, but particularly to provide orientation for low-vision users who may not be able to relate map features to the visible landscape.
3.8.4 Bronze tactile to depict zoomed-in view of Ledges area, showcasing different types of rock formations at the Ledges site.

3.8.5 Bronze tactile to depict plants and/or animals located at the Ledges site. Animals might include bats, warblers, etc.
3.8.6 Flipbook tactile to include multiple images related to the Kendall Lake site.
Contractor to propose material.
4.0 Production
Work shall include the creation of illustrations, fabrication of panels, bases, and shipping of all fabricated elements.
4.1 Illustrations
Create three (3) new illustrations as determined in final proposal.
4.2 Panels
Fabricate the following double-sided aluminum panels for outdoor use.
• Five (5) – 36” width x 48” height
• Nine (9) – 48” width x 24” height
• Five (5) – 36” width x 24” height
• Two (2) – 24” width x 24” height
4.3 Base Hardware
The contractor shall fabricate the following bases. Paint color shall be NPS Dark Brown at Virginia Kendall sites and NPS Gray at Brandywine Falls.
Fabricate the following painted aluminum bases with cane strike bars in accordance with Attachment G, VIS Hardware Manual as determined in the final proposal. Types of bases may include low profile, double-inline upright, triple-inline upright, wall-mounted frames, bulletin cases, accessory bars with brochure holders. Paint color shall be NPS Dark Brown, spatter coat. All bases shall have a 10-year warranty against structural failure.
• Two (2) – 36” width x 48” height Upright In-Ground
• Two (2) – 36” width x 48” height Upright Wall-Mounted Frames for Kiosk Structure
• Nine (9) – 48” width x 24” height Low Profile In-Ground or Deck-Mount. Mounting method to be determined at site visit.
• Four (4) – 36” width x 24” height Low Profile In-Ground or Deck-Mount. To be determined at site visit.
• Two (2) – 24” width x 24” height Low Profile In-Ground or Deck-Mount.
• One (1) – 36” width x 48” height Bulletin Case Wall-Mount for Kiosk Structure
• One (1) – Three-Sided Kiosk to match existing towpath style. See Attachment M, Towpath

5.0 INSTALLATION
All bases outlined in Section 4.3 above and one (1) 36” width x 24” height Deck-Mount base from the existing hardware, to be government-furnished shall be installed according to installation plans and assembly instructions. Installation includes the removal of existing wayside hardware, and assembly and installation of all wayside exhibit elements including bases, panels, ancillaries, tactiles, accessories, and accessibility features.
5.1 On-Site Removal/Installation Meeting
Coordinate with the COR to schedule an on-site installation/removal meeting with the following agenda:
1. Assess existing conditions which impact the installation of the wayside exhibits, including access to installation location, parking, and weather.
2. Field-verify and precisely mark wayside exhibit location as identified in Wayside Proposal.
3. Coordinate and locate a secure laydown, storage, and staging area for the wayside exhibits, contractor materials, and installation equipment.
The contractor shall provide all the equipment and machines to complete the work. The contractor shall provide earthmoving equipment, augur, lifts, concrete mixing equipment, and all other tools.
The contractor shall ensure that all personnel using this equipment are trained. The contractor shall not use government-furnished equipment or tools for installation. The contractor shall call Ohio Utilities Protection Service (OUPS) prior to any excavation or removal of wayside exhibits.
5.1.1 Removal of Existing Wayside Exhibits
Remove, recycle, and dispose of existing wayside exhibit structures unless instructed otherwise by the government to save and/or repurpose components. Where structures are removed, all holes and surrounding ground area at the removal site shall be filled and repaired.
5.1.2 Safety
The contractor shall provide adequate personnel to install the wayside exhibit and components specified in Wayside Proposal. Equipment operators shall be fully trained.
Installation crews shall be required to always wear Personal Protective Equipment (PPE) while on-site installing the wayside exhibits. PPE includes high-visibility vests with conspicuity, reflective stripes, gloves, ear-plugs, goggles, and hard hats as required for using tools or operating machines used during the installation.
1. Work Zones Provide a visual and physical barrier between the wayside exhibit installation work zone and public foot traffic to keep out unauthorized intrusions, for safety of the public and for the protection of the work being performed.

2. Barriers Safety cones, self-supporting orange construction fencing, and caution tape, and panels or sawhorses identified with signs, are acceptable components of work zone barriers. Work zones include power tool stations as well as installation work areas.
Power cords, tools, hoses, and hardware shall be kept inside the work zones.
3. Signs Provide signs on the work zone barrier, identifying the area as a work area and closed to the public. If hard hats are in use in an area, identify it as a hard hat area, only.
4. Access Provide clear, accessible passageways to areas of public access which pass through the work zone. Separate the public access from the work zone using barriers on both sides, identified by signs.
5.1.3 Assembly
Assemble all wayside exhibits according to COR-approved shop drawings specifications.
5.1.4 Staging Area
Waysides shall be stored on-site during installation in a designated staging area. Prior to the installation, the contractor shall coordinate with the COR to locate a secure staging area and plan how wayside and equipment storage shall be accomplished to provide protection of the waysides, contractor equipment and tools, and to minimize disruption of park operations. The contractor shall submit their plan for staging and parking, to the COR for review and approval prior to the installation.
5.1.5 Underground Utilities
The contractor shall ensure that all underground utilities are located and flagged before any excavation and wayside exhibit installation occurs. The contractor shall work with NPS staff to identify and flag. The contractor shall bear the responsibility of costs of any repairs if the site is not surveyed and flagged prior to installation. Where installation problems may occur due to underground utilities, the contractor shall inform the COR in writing and coordinate an alternate location for the wayside exhibit or shall hand dig the site.
5.1.6 Installation Site Closure
The general installation site shall be open to visitors during the installation period. The immediate area where the work is occurring shall be closed off by the contractor with stanchions, caution tape, and “Do Not Enter” signs.
To protect site installation crews in high-traffic vehicular areas, the installation site shall be protected with warning barricades, roped enclosures, and signs. The barricaded area shall

Page be large enough to allow staging of equipment, storage of waysides and components, and waste debris while working.
Along roadways the contractor shall park all equipment and vehicles in a safe operating location to eliminate the potential for accidents. Hi-visibility safety signs shall be erected on both sides of the roads, and in advance of the work zone. Vehicles in roadway work zones shall be fitted with yellow flashing lightbars or beacon style lights. Work zones located along curves or in blind sight lines shall employ a flag-person and additional warning signs to maintain a safe work zone.
Work areas in pedestrian zones along sidewalks, trails, or the visitor center shall be protected with warning barricades, roped enclosures, and signs. Holes for footers or post installation shall not be left open and unprotected. Concrete footers with exposed rebar shall be covered during the curing process.
The contractor shall work with the park contact to provide a detour route during site closures, if necessary. In the event of overnight closure such as for foundation pours, the site shall be protected and barricaded to prevent pedestrian and visitor injury as well as theft of materials left unattended.
Recycle shipping containers and packing materials at the installation site that are not retained for re-use.
5.1.7 Site Condition and Cleanup
During the installation, the contractor shall maintain all areas in a clean condition daily and provide means of preventing dirt, weeds, or waste material from being tracked into adjacent areas of the site. The contractor shall provide bags and containers for storage of trash. The contractor shall be responsible for removing waste materials generated during installation from the park daily. The contractor shall not dispose of their waste within the park, on park grounds, in dumpsters, or containers that belong to the government or to other contractor’s working on-site.
The contractor shall thoroughly clean wayside structures and surfaces to remove handprints, dust, and miscellaneous markings generated during the installation. The contractor shall handle all acrylic, glass, and graphic panels with clean gloves.
The contractor shall refill all holes and repair all surfaces disturbed during installation of waysides and structures with identical materials. Ground surfaces shall be cleaned up, smoothed out, and reseeded with matching grass.
5.1.8 Existing Work
The contractor shall request authorization from the COR prior to cutting, drilling, altering, or removing material within the site. The contractor shall not cut down trees, trim trees or remove bushes, shrubs, or other plant vegetation without coordinating such work with the COR. Work that is replaced shall match existing work. The contractor shall restore anything

Page damaged or defaced due to the contractor’s error during installation to the original condition. Restoration work shall be coordinated with the COR prior to start of work.
5.1.9 Walkthrough Inspection
Coordinate with the COR to schedule an on-site final walk-through meeting with the following agenda:
1. Verify that all items identified in Wayside Proposal have been assembled and installed.
Each wayside exhibit shall be inspected against the shop drawings to confirm signs were installed in accordance with contract specifications.
2. Verify that all wayside exhibits identified in Wayside Proposal have been removed and surrounding areas have been restored to smooth ground level.
3. Identify punch-list deficiencies (items that need to be corrected by the contractor).
Record and maintain a list of the punch-list deficiencies as they are identified by the COR and provide a copy of the list to the COR after the walk-through inspection.
4. Conduct a project closeout session with the COR and park staff. Return any remaining government-furnished materials in the contractor’s possession.
5.1.10 Punch List
To the greatest extent possible, the contractor shall complete punch list items while on site for the Primary Installation. If punch list items cannot be completed during Primary Installation, an additional trip to the installation site shall be required.
1. Prepare and submit an installation punch list to the COR.
2. After installation and prior to acceptance, if deficiencies or corrections are noticed in the wayside exhibits, the contractor shall be required to return to the installation site and complete or correct punch list items at no cost to the government.
6.0 PACKAGING AND DELIVERY
6.1. Deliverables and Destination Point
All deliverables shall be shipped Free On Board (FOB) destination, within consignee’s premises, with all shipping and transportation costs prepaid, unless otherwise specified below. Deliverables shall be shipped by either registered or certified mail to ensure that shipments can be traced, if lost.
6.1 Deliverables Shall Include the Following

o One (1) aluminum base painted NPS Gray with spatter coat finish.
o One (1) wood sample stained to match existing kiosk materials.

6.1.11 Trip Report for installation, uploaded to Teams folder
