Introduction

This is an update to a starter wayside exhibit proposal prepared by the Harpers Ferry Center. It is based on a site visit in October, 2018.

This new proposal includes the design of 29 low profile, 6 upright exhibits, and five directional signs. Two of the exhibits feature tactile elements and six new color illustrations will be created. Audio description is recommended for all exhibits.

It is recommended that all existing outdoor waysides be replaced with new hardware, with the exception of two porcelain exhibits identified as Ex 06 and 07 in this proposal.

Panel Material The recommended panel material shall be gel coated fiberglass for all wayside exhibit panels.

Bases It is recommended that all bases be replaced with NPS standard bases painted NPS Guam Gary, and that Torx security screws be used on all frames. The four exhibits located on the Verrazano Bridge will be 36” x 20” to conform with the existing hardware on the bridge railing.

It is recommended that the railing on the Marsh Trail overlook be notched out to accommodate Exhibit 022. If the park is unable to accomplish this, a standard rail mount will be specified.

Tom’s Cove Visitor Center There is a possibility that the current visitor center at Toms Cove will be closed and a joint visitor center will be opened with the Fish and Wildlife. All proposed exhibits for Tom’s Cove can be moved to other locations in the park.

Ocean City It is recommended that the park should discontinue the inclusion of wayside exhibits at Ocean City, unless the park is willing to take on the responsibility of maintaining them. At present the City of Ocean City is responsible for maintaining the exhibits, but have not maintained them to NPS standards.

Accessibility Standards The following standards have been developed for wayside exhibit accessibility. These

Introduction cont. Page 2 standards should be foremost in mind when developing wayside exhibits and the sites at which they will be installed. As far as possible, every attempt should be made to address and meet these standards.

The National Park Service should strive to make outdoor interpretive exhibits accessible to all potential users. Wayside exhibits should be planned, designed, fabricated, and installed in a manner consistent with the following goals. Standards and specifications used to ensure that these goals are met include:

-Director’s Order #42 -Principles of Universal Design -NPS Wayside Exhibit Map Standards -NPS Wayside Exhibit Typographic Standards -Americans with Disabilities Act and Architectural Barriers Act Accessibility guidelines

For Visitors with Mobility Impairments Wayside exhibits will be installed at accessible locations wherever possible. Mobi mats will be used on sandy locations to provide a firm viewing area.

Wayside exhibit panels will be installed at heights and angles favorable to viewing by all visitors, including wheelchair users. For standard NPS low profile exhibits the recommended height is 32” from the bottom of the exhibit frame to finished grade; for upright exhibits and bulletin boards the height is 24” to 28” from the bottom of the exhibit frame to finished grade, depending on panel size.

Orientation exhibits will include accessibility advisory information.

Wayside exhibits will have level, hard surface areas in front of exhibit.

Exhibit sites will offer clear,unrestricted views of park features referred to in the exhibits.

In addition, the park should consider posting wayside content (excluding copyright material) on the park’s website. As a final deliverable, the contractor shall provide PDF’s that meet accessibility standards.

For Visitors with Visual Impairments Exhibit typography will be legible and readable, according with the NPS Wayside Exhibit Typographic Standards.

Panel colors will be selected to reduce eyestrain and glare and to provide excellent readability under field conditions. Because of its reflectivity, white will not be used as a background color.

Selected wayside exhibits will incorporate tactile elements such as models, texture blocks, and relief maps.

Audio Description shall be created for all exhibits under future PMIS 247525.

In addition, park should consider posting wayside content on the park’s website.

For Visitors with Hearing Impairments Wayside exhibit panels will communicate visually and will rely heavily on graphics to interpret park resources.

For Visitors with Learning Impairments Topics for wayside exhibits will be specific and of general interest. Unnecessary complexity will be avoided. Information will be presented in a clear hierarchical manner.

Easy-to-understand graphics will be used to convey ideas, rather than long text.

Unfamiliar expressions, technical terms, and jargon will be avoided. Pronunciation aids and definitions be be provided where needed.

Text will be concise and free of long paragraphs and wordy language. Most text will be within 8th grade readability level.

Comprehensive Planning Wayside exhibit planning begins with comprehensive parkwide interpretive planning.

Early recognition of, and sensitivity to, accessibility issues will result in the most successful waysides.

Location

Purpose Interpret the vastness of the ocean; the idea of “one” huge ocean interconnected to the rest of the world. The ocean is life! The smallest organisms are connected to the largest organisms.

Humans, no matter where on earth we live, depend on the ocean for our very life! Most of the O2 on earth (~70%) is produced by phytoplankton photosynthesis. The remaining amount of O2 is produced on land by trees and plants via photosynthesis.

Location

Purpose To interpret the incredible migration that occurs here at the edge of the sea. Animal migrations are seasonal and are necessary for food availability and breeding purposes. The coastal shoreline guides migrations by air, water and land. Purpose To interpret plant adaptations as evidenced in the non-native southern red oak seen here. To point out the harsher conditions of this non-native environment and the tree’s adaptations to them.

Purpose To identify the Assateague Island Lighthouse and answer basic questions that visitors have about its history. To explain how it got so far inland, that when it was build it was near the beach but the island has since frown to the south.
