Description of Amendment Wayside Exhibit Planning, Design, Fabrication, and Installation

Cuyahoga Valley National Park

Questions Response:

1. Is there any information on the exhibits to be removed? Location, size, qty, mounting, etc.?

There are eleven (11) total exhibits that will be replaced in kind. The mounting varies from deck-mounted to in-ground.

2. Re item 5.1 on site removal / installation meeting

– is the contractor to send the project manager early to the installation to achieve this? Per OUPS, there is a 48-hour period between submitting the request and locating of the utilities. This means the PM will be on site 3 days longer than the rest of the install team.

The Contractor shall determine how early they should arrive to the installation. It is possible prior arrangements could be made with the Park to identify the location of utilities.

3. Is the audio describer required to attend the installation?

The Audio Describer shall attend the installation to describe the final location of installed wayside exhibits.

4. re item 3.7 Maps – will the trail access data be provided by the NPS?

The Contractor shall be responsible for collecting the trail access data, however, many of the trails are of shorter distance with relatively flat terrain.

5. Section 2.7.1 (Audio Description for Wayside Exhibits): Is the contractor responsible for producing audio recordings or just the transcripts?

The Contractor is responsible for producing both the audio recordings and providing the transcripts.

6. Section 3.7.1 (Maps): Is the contractor responsible for acquiring all the necessary data or does that park have data they can share?

Yes, the contractor is responsible. The Park may have some data that can be supplemented.

7. Section 3.9 (Illustrations): Attachment N appears to be Tactile References. Are there illustration references the park can provide or like us to follow?

See Attachment Q include with this amendment.

8. Section 3.9 (Illustrations): Are the sizes of the new illustrations known?

The illustrations shall fill the size of the wayside.

9. Section 3.10 (Tactiles): For the flipbook (and the project overall), does the park have access to any photography archives, collections, etc that may aid in creating these waysides?

Yes.

10. Section 3.10 (Tactiles): Are the sizes of the tactiles known?

Yes, they shall 12x12.

11. Section 4.3 (Base Hardware): Is powdercoating an acceptable finish?

Yes.

12. Are there any budget parameters, i.e. custom elements budget, production budget, etc?

There are no parameters. It is solely up to the Contractor to determine and manage their budget to produce what is required of the contract.

13. Waysides designed for the Towpath Trail on past projects required a combination of NPS grids for panel design as well as partner grids for design. Is this going to be the expectation for the design of these waysides or will all panels use NPS grids?

Yes. There may be panels that require a unique partner grid.

14. The solicitation specifies “Contractor shall research and obtain use rights (outside of stock photography or government furnished materials) for up to ten (10) images…” Just for clarification, are you saying that there will be more than 10 images sourced in total, including stock photography and government archives, or are there only 10 images for the 21 waysides? Are “up to ten (10) images” images that would most likely need to be sourced and purchased from other avenues?

The Contractor shall budget for up to ten (10) stock purchases.

15. This section refers to “Attachment L, Sample Maps and Access Data” however Attachment L is the Style Guide document. Can you provide the Sample Maps document so the offeror can see what style the park wants the 2d maps to look like?

The Government will provide a new attachment, Attachment R, Sample Maps and Access Data.

16. Will the government or park be providing the access data for the new maps to be created? Or is this on the offeror and cartographer to get this information? If the data will be provided by the government, can you confirm it will be in a GIS environment versus the cartographer needing to digitize from print sources?

The Contractor will be responsible for collecting the trail access data, however, many of the trails are of shorter distance with relatively flat terrain.

17. Will the cartographer need to provide a trail elevation analysis as part of the individual trail maps or other accessibility graphics? Or are they strictly doing maps? purchased from other avenues?

The Contractor will be responsible for collecting the trail access data such as tread/width, grade, and slope.

18. Can you provide an estimate as to approximately how many plants and animals there will be in illustrations 3.9.1 and 3.9.2?

The illustration scenes should depict a variety of flora and fauna, with the potential to be individually highlighted or silhouetted. To be determined at the site visit.

19. In order to provide more accurate pricing, it would be beneficial to know whether the tactiles will be mounted on a panel or have its own separate base due to this being a firm-fixed price contract. The solicitation says the exact method to be determined at site visit but the mounting options vary greatly in price.

a. Can the government provide any more information on the tactile mounting style in addition to what panel sizes they would be going on if they are to be mounted directly to the panel?

b. Can you also provide approximate dimensions for each tactile?

A. The tactiles will be mounted directly onto the panels. The tactiles should match the existing tactile methods being used on current wayside exhibits in the park.

B. The tactiles are approximately 12” wide x 12” height.

20. 3.8.6 - how many pages of a flipbook are you looking for? Are these to be double sided pages or single sided pages? Will the flipbook be attached to a panel, if so what size panel will it be going on? Will this tactile flipbook require any kind of raised lettering? Or will this just include flat artwork (embedded panel pages)?

Also, will this be mounted on its own separate stand, like the other tactile pieces?

The flipbook pages should be double sided, and could be up to 4-6 pages. The panel size will be 48” wide x 24” height. The flipbook will be attached directly to the panel. The flipbook will not require any raised lettering, and it may require to be mounted on its own separate stand. Current flipbooks within the park are mounted directly onto the wayside panel with U-Bolts.

21. Based on the information provided in sections

4.2 and 4.3, there appears to be (1) less 36”w x 48”h panel than there are frames. Counting the three-sided kiosk to replicate (2 panels and 1 bulletin case) there would be a total of (6) 36”w x 48”h panels needed, not just (5). Can you confirm the quantity of the panels?

There should be five (5) panels needed at 36” wide x 48” height.

Two (2) 36” w x 48” h panels are needed for the two (2) 36” w x 48” h Upright In-Ground structures, and for the Kiosk Structure, we have factored in three (3) panels. The two (2) 36”w x 48” h frames and one (1) 36” w x 48” h bulletin case will house all three (3) panels within the Kiosk structure.

22. Paint color has been specified as NPS Dark Brown for Virginia Kendall sites and NPS Gray for Brandywine Falls but the following paragraph says “Paint color shall be NPS Dark Brown, spatter coat”. Should the colors indeed be (2) different as defined earlier or only (1) color? Also, is powdercoat an acceptable finish instead of spatter coat?

There will be two (2) paint colors for this project, NPS Dark Brown and NPS Gray.

Powdercoat is an acceptable finish instead of spatter coat.

23. For the three-sided kiosk to match existing towpath style:

a. Are you looking for a roof as well?

b. Are brochure holders needed? Based on the one reference photo there are (3) seen on the structure.

c. Is this to be made out of aluminum like the other bases or are you looking for it to be an exact replica of the reference photos which contains what looks like a wooden roof?

d. Is this why there is also the request for a wood sample stained to match existing kiosk materials listed in section 6.1.8 Production- Ready Files & Samples?

A. Yes. The three-sided kiosk should match the existing towpath style.

B. Brochure holders are not necessary at this time.

C. We are looking for an exact replica of the reference photos which contain a roof structure.

D. Yes, the stain shall match the existing kiosks throughout the park for consistency.

24. 5.1.1 Removal of Existing Wayside Exhibits

a. How many wayside exhibits are to be removed?

b. What are the sizes of the exhibits?

c. Are the exhibits easily accessible by vehicle for easier removal?

d. Is there an existing map of all the wayside locations? If so, can it be provided?

e. Can it also be marked up with removal/installation locations? Any help you could provide would be helpful.

A. There are eleven (11) exhibits total to be removed.

B. The sizes range from 36” wide x 24” height, 24” wide x 24” height, to 48” wide x 24” height.

C. Most of the exhibits are easily accessible by vehicle, or by a short walking distance.

D. An existing map cannot be provided at this time, but potentially prior to the site visit.

E. The removal/installation locations are all a relatively close distance to eachother.

25. 5.1.10 Punch List

a. Can the government provide example items of what would be on a punch list?

Punch list items might include any deviations or correcting tasks from the installation that still need to be completed before closing out the project. This could include, retouching a painted aluminum base because it was damaged during install.
