DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

Cape Hatteras National Seashore (CAHA) Comprehensive Sign Plan

BACKGROUND

Cape Hatteras National Seashore (CAHA, the park, the seashore), the nation’s first national seashore, was established in 1937 to preserve significant segments of unspoiled barrier islands along North Carolina’s stretch of the Atlantic Coast.

Seashore visitors discover the unique natural, cultural, and recreational opportunities by foot, bicycle, or vehicle, and through surf-fishing, kiteboarding, surfing, swimming, windsurfing, crabbing, shell-collecting, nature-experiencing, lighthouse-climbing, sightseeing and more.

National Park Service (NPS) presence is most conspicuous in the park’s three lighthouse districts, but the seashore is much more than the lighthouses, it stretches nearly 100 miles of coastline on both the sea- and sound-side of the islands. The public is generally unaware that the seashore is quite literally in the backyards of many island residences and short-term rental properties.

PURPOSE and OBJECTIVES

Cape Hatteras National Seashore seeks to develop a system of visually cohesive signs with carefully planned messaging to aid visitor wayfinding, impart important information and regulations, and bolster understanding the park’s presence and identity.

SCOPE OF WORK

The contractor shall provide the National Park Service with all labor, materials, equipment, facilities, and travel necessary to complete planning and design services for Tasks 1 through 4.

The scope of work includes planning and design of all Identity, Motorist Guidance, and Visitor Information System (pedestrian) signs for all areas of Cape Hatteras National Seashore as well as Motorist Guidance signs for highway and surface streets outside the seashore leading to the seashore and marking the seashore’s boundaries. These sign types display wayfinding, regulatory, informational, and safety messages. Signs that are interpretive in nature (ex:

outdoor exhibits, waysides) are not within the scope of this project. Off-shore signs for vessels on waterways are not included in this project. Indoor signs are not included in this project. The final plan shall include a Sign Message Schedule, Sign Type Menu, Sign Location Plan, Fabrication Details, and Sign Demolition Plan.

The NPS Harpers Ferry Center conducted a scoping trip of the Seashore in the fall of 2022. The resulting recommendations report (Attachment A, CAHA Sign Recommendations Report) provides specific guidance related to the planning and design of signs for CAHA. The contractor is expected to follow the guidance and recommendations in the report.

Geographic Scope and Complexity

The legislative boundary of Cape Hatteras National Seashore encompasses land and water resources on three of North Carolina’s barrier islands – Bodie Island, Hatteras Island, and Ocracoke Island. It spans roughly from the intersection of NC 64 and NC 12 to the southern tip of Ocracoke Island near the Village of Ocracoke but is interspersed with private lands in several areas and villages. NC Highway 12 runs the length of the three islands. Bodie and Hatteras Islands can be accessed from the mainland by vehicle. Ocracoke Island is accessed by water (personal watercraft, private plane or public vehicular or pedestrian ferries).

CAHA has 3 historic lighthouses. Their associated grounds/districts are major attractions. The Hatteras Light Station is the most complex district with a large parking area, the lighthouse which is open for climbing seasonally and by reservation only, a visitor center, campground, boardwalk, beach access, lifeguarded beach, hiking trails, picnic area, and major ORV routes to a popular fishing destination, Cape Point. The park is in the process of constructing the lighthouse road trail and making landscape improvements in the area of the Hatteras Lighthouse. Plans are shown in Attachments U and V. The Bodie Island Lighthouse district is much less complex, with a parking area, seasonal lighthouse climbing by reservation only, visitor center, and boardwalk. The Ocracoke Lighthouse District is the least complex with a very small parking area and a short boardwalk to the lighthouse which is not open for climbing or tours.

There are approximately 40 beach or sound access areas where vehicles and/or pedestrians can access the coastline. Beach and sound access points range in complexity and amenities from small parking areas with a boardwalk leading to the beach to mid-side parking complexes with restrooms, board walk, off road vehicle (ORV) beach access (see Attachment T, ORV Beach Access Map), pedestrian boardwalks, lifeguarded beaches, and showers.

There are 3 designated trails and several lesser trails/boardwalks within CAHA, each beginning from its own trailhead with total trail miles totaling approximately 10 miles. The contractor is responsible for signing all trailheads, trail junctions, and park boundaries along all trails and planning and drafting regulatory and safety signs for along all trails where needed.

There are 3 ferry stations (2 on Ocracoke Island, one on Hatteras Island) operated by NC DOT.

While the ferry stations themselves are signed by the DOT, NPS signs should welcome and orient visitors to park features as they exit the ferry complexes.

Other points of interest in the park include 4 campgrounds, 4 lifeguarded beaches, Oregon Inlet which is a recreational hub centered around commercial and private fishing access, the Bonner Bridge Fishing Pier, the Graveyard of the Atlantic Museum, and U.S. Weather Bureau Station, all of which will require signing.

Pea Island Wildlife Refuge, located on the northern end of Hatteras Island, is not part of the legislative boundary of Cape Hatteras National Seashore but because of its close association with the seashore, signs directing to the refuge are to be included in the sign plan. The CAHA sign plan must include road signs leading to the refuge entrance/parking area and directional sign within the parking area totaling approximately 10 signs or fewer. These signs should follow NPS standards for motorist guidance signs but not contain the NPS arrowhead. Only motorist signs for the refuge entrance and parking area are included in this requirement – Refuge Identity and pedestrian/VIS signs are outside the scope of this project.

Visitors to CAHA may also visit two nearby NPS sites while in the area: Wright Brothers National Memorial (9 miles from the park’s northern boundary via NC Hwy 12), and Fort Raleigh National Historic Site (8.5 miles from the park’s northern entrance via NC Hwy 64).

Design Standards and Requirements

All sign designs shall be prepared in accordance with the NPS Sign Standards and the appropriate local area and park partner sign standards when indicated. NPS standards provide defined grids, sign types, layouts, colors, typography, and structures for all NPS signs. Sign structures may be modified as required to reflect the character of the park or local setting. Sign panel designs and structures may be modified from NPS standards to meet local sign ordinances, incorporate elements of partner sign design standards including logos, or as required to meet state and other local code considerations for highway vehicular signs and motorist signs within areas already covered by a system of cohesively designed vehicular wayfinding signs. Variations to NPS standards shall be proposed in the initial design phases (Tasks 1 and 2) and all variations must be approved by the NPS Sign Program Office and the park.

NPS sign standards call for the use of the following typefaces: NPS Rawlinson, Frutiger, Clearview HWY. The NPS will provide a license for the NPS Rawlinson typeface but the contractor is responsible for using their own license for Frutiger, the full ClearviewHWY typeface, and the Federal Highways Standard Alphabet typeface if required by NC DOT.

Some signs will need to have changeable panels – lifeguarded beaches, hunting, ORV beach hours, etc. will require modifiable signs. The contractor is to propose simple design solutions that utilize off-the-shelf hardware to accommodate changeable panels.

Electronic signs are not covered by NPS standards. The contractor is required to to research and propose electronic sign components and systems that meet the seashore’s needs and DOT requirements for electronic roadway signs.

Attachment B though Q contain NPS Sign Standards, grids, templates, examples, and other resources for design and producing NPS signs.

Additionally, all signs must follow NPS Accessibility Guidelines, ABA standards (where applicable), and NPS and HFC style guides in Attachments X, Y, Z and Zb.

All panel designs shall be prepared in Adobe Illustrator with CADTools Dimensioning Plug-In.

Planning Standards

The contractor is expected to be knowledgeable of and employ sign planning industry best practices when planning signs for CAHA. Signs should connect places, starting from outside the park and working in and through the park. Careful attention must be given to organizing messaging so that appropriate messages are given at key decision-making points in manageable amounts. Information should be arranged into signs in a way that imparts clear visual hierarchy of messaging.

Signs should display only what is relevant to the location. The NPS is especially cautious of over signing – in many places, signs tend to detract from an area’s natural character. The contractor should take extra care to group messages and locate signs appropriately to reduce the need for multiple signs in the same vicinity.

Sign Types

Planning and design shall cover all park signage which will be divided into the following types:

Sign Types:

a. Park and Facility Identity Signs The contractor shall plan and design Identity signs for all major park entrances and all park facilities. This includes facilities operated/leased by other entities in which case those signs must be appropriately co-branded. All Identity signs (large, main entrance identity signs all the way on down to signs identifying minor park areas and facilities), including Identity signs with co-branding, must be visually cohesive, include all elements of NPS Visual Identity, and have panel layouts based on standard NPS Identity Sign Grids (Attachment C) with minor modifications allowed at the discretion of the COR.

Park entrance and identity signs at major park facilities (for main park entrances and major park facilities like light stations) should include design elements that reference the seashore’s cultural and natural resources (on the panel, base, or both). The contractor may propose custom designs for Identity sign bases. Bases should be constructed of materials appropriate to the coastal setting. The NPS favors custom bases at major park facilities and more simplistic, easy to construct and replace bases for Identity signs at less prominent park locations.

Attachments B through F should be used to inform design of Identity signs for

CAHA.

b. Motorist Guidance Signs The contractor will plan all necessary motorist guide signs on approaching highways and neighboring surface streets leading to CAHA and motorist guide signs on the highway and surface streets within the seashore that provide direction to specific destinations within the park. This includes directional, advanced guidance, park boundary, parking regulatory, and all other signs necessary to guide motorist to and within CAHA.

Motorist guidance signs must also direct drivers from CAHA to two nearby NPS sites: Fort Raleigh National Historic Site and Wright Brothers National Memorial. Signs should enable motorists to navigate from CAHA to the two other sites and from those two sites to CAHA.

Off-site vehicular wayfinding sign locations and designs must comply with NPS Sign Standards (Attachments L-N) as well as federal, state, and local sign ordinances where they apply. In instances where NPS and state or local sign standards are in conflict, the contractor is tasked with crafting designs that satisfy state/local sign ordinances while retaining as many design characteristics of NPS signs as possible. Where applicable, the contractor will work within the design framework set forth by the state of North Carolina for road signs as shown in Attachment S – NC DOT Signing and Delineation Unit (SDU) Procedures Manual (online).

The contractor will be responsible for researching and proposing electronic motorist guidance signs to alert motorists to park conditions. Electronic signs are to be located at major park entrances. The NPS requires a changeable sign system that allows operators to change messaging remotely via an application on a mobile device.

c. Visitor Information System Signs

The contractor shall plan and design all signs needed to inform and guide pedestrians in all areas open to pedestrians and cyclists. Signs must provide all appropriate information including but not limited to: maps, regulations, safety and cautionary messages, beach etiquette, closures (seasonal and situational), laws and policy, resource protection messages, and park boundaries. The contractor will be responsible for designing all permanent signs as well as all signs required for temporary, intermittent use. Attachment R provides examples of the types of temporary signs required.

VIS signs should be mounted into standard VIS frames as depicted in Attachment H NPS VIS Sign and Wayside Hardware Manual, on simple wooden posts, or to existing structures. The NPS will not accept customized designs for VIS sign structures and components.

VIS signs for lifeguarded beaches require safety/regulatory signs that can serve as a standardized sign to be used on all non-NPS public beaches on the outer banks. The contractor must consider elements and messages already in use on NPS and non-NPS lifeguarded beach signs to propose messaging and designs for a sign that will become the standard.

Design of VIS signs should be in conformance with NPS Sign Standards as depicted in Attachments H through K.

Tasks

1. Task 1 - Project Overview and Existing Conditions Documentation

1.1 Attend and Document the Kick-off Teleconference

Conduct a teleconference kick-off meeting with the Contracting Officer, Contracting Officer’s Representative (COR), and Cape Hatteras National Seashore staff to establish the contractor point of contact; review the parameters of the project, anticipated project schedule, deliverable review process; answer questions related to NPS Sign Standards, overall design approach, contract requirements; and discuss/clarify any other items that will lead to project success.

Deliverables for Task 1.1:

The contractor will prepare and submit written summary meeting notes.

The contractor will prepare and submit a project schedule utilizing the template provided as Attachment Zd within 10 federal business days of the Kick-off Meeting. The schedule must be updated and resubmitted at the start of each new task or more often if requested by the COR.

1.2 Review Attachments, Conduct Research

Prior to the Site Visit (Task 1.3), the contractor will thoroughly review all contract attachments and conduct online research to learn more about the seashore, its laws and policies, visitor use, and layout/geography. The contractor is to review trip planning and park management information on the seashore’s website, www.nps.gov/caha, explore information available to visitors as they reserve a campsite (www.recreation.gov), information provided to visitors applying for an ORV permit including the required video (www.recreation.gov), information provided to visitors as they obtain a beach campfire permit, and all other pertinent topics related to content that is likely to be covered in signs that will be developed as part of this requirement.

1.3 Attend and Document the Site Visit

Park staff and the COR will provide a guided tour of all major areas of the seashore. Note that the period of performance has been set to allow the contractor to wait from when the requirement is awarded in the winter until temperatures improve to attend the site. The site visit and subsequent sign survey must be complete prior to April 19, 2024.

The purpose of the site visit is to orient the contractor to all key locations within the park and provide opportunity for discussion of signing problems and needs at each site. The contractor is responsible for taking notes about all issues and considerations raised by park staff and the COR both generally and by specific location and incorporating the information discussed into the planning of sign messages, locations, and designs.

In addition to information gathering, the site visit is an opportunity for open discussion and idea sharing. The contractor should use the site visit as an opportunity to share their ideas and suggestions to get immediate park feedback so that there is group agreement about the nature of the signs that will be planned for each area, key messages, issues signs should seek to address, etc.

Park staff will provide copies of park-produced publications, the park brochure, and other similar informational materials visitors typically encounter or receive which the contractor shall consider when planning sign messaging.

1.4 Conduct a Site Survey

Following the site visit, the contractor shall survey all park areas and locate all existing NPS signs currently installed within and leading to CAHA. Park staff and the COR will not be present for this survey.

The purpose of the site visit is to identify and document all current signs in place, identify and document all locations needing but lacking signs, assess site conditions (determine limitations in locating new signs, gather information that will influence footer requirements and other mounting techniques required for the site signs), and gather information that will inform the demolition plan.

At a minimum, the contractor must document the following for each sign or sign site identified: GPS coordinates, a photo that clearly shows the sign panel content, a photo clearly showing the entire sign structure, a photo showing the sign in-situ showing other signs, structures, or features that are nearby, and an assessment of site conditions that might impact footer design, mounting, or sign locating.

1.5 Develop and Submit Existing Conditions Report

The contractor will prepare an Existing Conditions Report which presents the data collected during the Site Survey and notes collected during discussions with park staff and the COR during the Site Visit.

The Existing Conditions Report must contain sign survey data for all existing and needed signs with each entry labeled using a numeric or alphanumeric identifier. Each entry in the survey must contain the minimum documentation as described in 1.3 as well as any site-specific recommendations the contractor is proposing. Each sign or needed sign entered in the survey must be located on a map using its numeric or alphanumeric identifier. Because of the linear nature of the seashore, multiple maps will be required in order to show the level of detail necessary for park staff and the COR to understand where each existing or needed sign resides within its respective area of the seashore.

The Existing Conditions Report is the contractor's opportunity to layout their strategies and methods before proceeding with planning and design.

Park staff will review the document to ensure all areas of the park have been surveyed and to ensure the contractors notes and recommendations align with park needs as discussed during the Site Visit and as described in the Scope of Work and Attachment A – CAHA Sign Recommendations Report. The COR will review the document to ensure the methodology and recommendations conform to NPS standards and industry best practices for wayfinding sign planning.

Deliverable for task 1.4:

Submit Existing Conditions Report. Revise and resubmit as required according to the processes described in Section F.3 Review and Approval.

2. Task 2 - Sign Planning and Locating

2.1 Sign Type Discussion Conference Call

The contractor will conduct a meeting with park staff and the COR to discuss planning for all sign types to be included in the final sign plan.

The purpose of this meeting is to set the contractor up for successful completion of the Visual Sign Type Menu (Task 2.2) by ensuring all parties have a baseline understanding of the types of signs, materials, finishes, structures, and colors that the contractor will be proposing in the Sign Type Menu.

The contractor must provide visual aids (sketches, sample drawings, example photos) to give an idea of their intended plans. The contractor should be prepared to field questions, listen to and accept feedback, and pose ideas for alternate design solutions if/when park staff or the COR indicate a proposed sign type is not meeting park needs or NPS standards.

Deliverables for task 2.1: The contractor will prepare and submit notes summarizing key discussion points and decisions made during the meeting. Revise and resubmit as required according to the processes described in Section F.3 Review and Approval.

2.2 Develop a Visual Sign Type Menu

The contractor shall develop a Visual Sign Type Menu for all signs required based on site surveys, discussion with the park, review of NPS Sign Standards and examples (Attachments A-Q), review of pertinent DOT sign standards (Attachment Zb), and understanding of project goals.

The Visual Sign Type Menu will display sample panel formats, panel and base/mount colors, and fabrication concept drawings with basic material and finish details for every type of sign the contractor is proposing to include in the comprehensive sign plan.

Specific considerations for Identity, Motorist Guidance, and VIS sign panels and bases are included in Attachment A, CAHA Sign Recommendations Report.

Each sign type must be assigned an alpha code for reference. Identity sign alpha codes will being with ID, Motorist Guidance sign alpha codes will begin with MG, and VIS sign alpha codes will begin with VIS. Each sub-type within those categories should be coded as well, ex: VIS-R.

2.3 Develop a Sign Message Schedule

The contractor shall determine the exact text and graphic content each sign will contain and provide organize that information into a sign message schedule. The message schedule shall include strategically planned messages for all signs including updated messaging for all temporary/situational signs shown in Attachment R as well as any other seasonal/temporary/intermittently needed signs the park requests or the contractor recommends based on observations and conversations leading up to this task.

The message schedule will identify each proposed sign using a numeric or alphanumeric code and list the message with phrasing exactly as it will appear on the sign. Notes about visual features, like symbols or maps, should describe the visual element and be set apart in brackets. For each entry in the message schedule, the contractor will identify a sign type from the Sign Type Menu to indicate the type of sign on which the message will appear.

Example message schedule entries:

Sign number Sign Type Message

0067 VIS - R NOTICE

[no pets symbol] No Pets on Beach

0068 MG - AG [left arrow] Visitor Center

It is the contractor’s responsibility to plan sign messages strategically.

Signs are a component of a broader messaging strategy employed by CAHA via many different vehicles including but not limited to the park website and social media, permits and permitting processes, and interpretive programming. This requirement is not to simply reproduce the messages on existing signs. Instead, the contractor must consider all afore-mentioned sources, communication and signing topics raised during discussions with the park staff and COR, all contract attachments, and communication and signing industry best practices to recommend strategically planned messages for all signs that will provide the best solutions for directing and informing seashore visitors and meeting the concerns of park managers.

Specific messaging goals are outlined in Attachment A, CAHA Sign Recommendations Report.

2.4 Develop a Sign Location Plan (Map)

The Sign Location Plan must show all signs identified in the message schedule in their specific location within the park. Signs must be identified by their numeric or alphanumeric code as listed in the message schedule.

Because of the linear nature of the seashore, multiple maps will be required to show the level of detail necessary for park staff and the COR to understand where each sign is to be located. The contractor should employ color coding or other methods to make it easy for reviewers to locate and compare signs on the Location Plan to their corresponding listing in the Sign Message Schedule.

2.5 Develop a Sign Demolition Plan

The Sign Demolition Plan shall be based on data gathered for the Existing Conditions Report and will show all existing signs and list whether each sign is to be removed or kept.

2.6 Submit Sign Plan Documents

Submit Visual Sign Type Menu, Sign Message Schedule, Sign Location Plan, and Sign Demolition Plan for park staff and COR review. The COR may request a conference call following initial and/or subsequent submission of Task 2 deliverables to allow the park to ask questions and talk through requested changes with the contractor. The contractor will revise and resubmit as required according to the processes described in Section F.3 Review and Approval.

3. Task 3 - Sign Drawings and Fabrication Details

Based on the approved Task 2 documents, the contractor shall create layouts for all sign panels and develop fabrication detail drawings for all sign types.

Components of this task shall include:

3.1 Develop Sign Panel Layouts with Structures

The contractor will design all sign panels according to the accepted task 2 documents. Each sign panel will be drafted to include the message from the approved message schedule and the overall layout/style as identified in the approved Visual Sign Type Menu.

All panel designs shall be prepared in Adobe Illustrator with CADTools Dimensioning Plug-In. All designs shall be rendered in scale and shall be fully dimensioned, detailed, and specified.

The resulting panel designs shall be combined into a single PDF for ease of reviewing. Each panel design shall be shown alongside a thumbnail drawing of the panel in its structure which must correspond to a structure in the Visual Sign Type Menu. Each panel drawing shall be labeled with the sign’s associated alphanumeric code as it was identified in Task 2 planning documents. The contractor will list the sign’s dimensions and the alpha or alpha-numeric code of the signs associated sign type from the Visual Sign Type Menu. Letter heights must be listed for all Motorist Guidance and Identity signs.

3.2 Develop Fabrication Details

The contractor will develop complete fabrication drawings and details for all sign types. Panel and structure/mount fabrication methods should be drawn and detailed including written specifications for all dimensions, materials and finishes. Footer and/or mounting specification requirements for each sign should be detailed. The fabrication documents must include all necessary information for a fabricator to create each sign in the plan.

All drawings and specifications should be packaged into a single PDF with a table of contents for ease of review.

3.3 Update the Sign Location Plan and Sign Message Schedule if needed.

3.4 Submit Task 3 Documents

Submit Sign Panel Layouts with Structures, Fabrication Details, and updated Sign Location Plan and Sign Message Schedule. Revise and resubmit as required according to the processes described in Section F.3 Review and Approval.

4. Task 4 - Submit Final Documentation

The contractor shall prepare and submit final drafts of the Sign Panel Layouts and Structures, Fabrication Details, Sign Location Plan, and Sign Demolition Plan as well as all panel artwork and design files in their native design program (Adobe Illustrator) to be used as production files. Revise and resubmit as required according to the processes described in Section F.3 Review and Approval.

DELIVERABLES

All deliverables in Task 1 – 3 shall submitted as pdf files to the COR for review and approval. Task 4 documents shall be supplied in the native design programs and pdf files to the COR for review and approval. All files shall be uploaded through the NPS file sharing site or emailed directly to the COR. Distribution of all design documents for all Tasks shall be handled by the COR.
