This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 140P2122R0005 is issued as a Request for Proposal (RFP) constitutes the entire solicitation. Proposals and price quotations with detailed breakdown are being requested. This acquisition will be conducted pursuant to FAR Part 13. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2022-04, effective January 20, 2022. This is a small business set-aside. The North American Industry Classification System (NAICS) code is 337212, Custom Architectural Woodwork and Millwork Manufacturing, and the related small business size standard is 500 employees.
The government anticipates award of one (1) best value, firm-fixed price contract.
REQUIREMENT: The contractor shall provide all services including labor, materials, facilities, and travel necessary to detail, fabricate, transport to the site, and install all exhibit and lighting elements for Selma to Montgomery National Historic Trail, in accordance with the specifications as detailed in this solicitation and its attachments.

CARTER G. WOODSON HOME NATIONAL HISTORIC SITE
1. PROJECT BACKGROUND
The Carter G. Woodson Home National Historic Site (CAWO) was established to honor the life and legacy of Dr. Carter G. Woodson, a pioneering figure for the study and celebration of African American history and heritage.
Dr. Carter G. Woodson was a historian, author, and Civil Rights advocate, who is regarded as the Father of African American studies and creator of Black History Month (formerly Negro History Week). Woodson created the Journal of Negro History and the Negro History Bulletin (still in circulation) to highlight the historical achievements of African Americans. He founded the Association for the Study of Negro Life and History, known today as the Association for the Study of African American Life and History (ASALH). The Woodson home served as the headquarters for ASALH from 1922 until 1971 and as the publishing house for Associated Publishers, Woodson’s publishing company. Associated Publishers was one of the few publishing companies that would print books, magazines, and articles about African American history during the early and mid-Twentieth Century.
Dr. Woodson is an icon within the African American community.
The historic home, regarded as the “birthplace” of Black History Month, is the main tangible fundamental resource remaining connected to Dr. Woodson. He wrote many of his books and articles in the home, and also held community meetings here. Dr. Woodson’s scholarly work and advocacy contributed significantly to the cultural identity and awareness of Africans and African Americans in the United States and throughout the world.
The National Park Service and ASALH have been working cooperatively to restore the circa 1870’s historic home and rehabilitate the two adjacent properties to offer an exhibit tour experience that spans the three connected spaces. Stabilization and structural repairs of the site along with the restoration of the home have been completed as part of the phase 1 scope of work. Phase 2 completed the architectural and exhibit designs for the site and will also include the rehabilitation of the two adjacent properties. Phase 3 will provide the fabrication and installation of the exhibits which will be located throughout the three connected buildings and will orient visitors to Dr. Woodson’s background, his life’s work, and his ongoing legacy. It is anticipated that building rehabilitation of the two adjacent properties will be ongoing up until exhibit installation begins and coordination with the general contractor through the COR and park staff will be necessary for the fabrication contractor to confirm measurements and dimensions and any other building condition specifications. The site will be closed to the public during exhibit installation.
2. GENERAL REQUIREMENTS
The project shall be the fabrication and installation of new exhibits at Carter G. Woodson Home National Historic Site (CAWO) in Washington, DC. The project includes coordination with the Contracting Officer (CO), Contracting Officer’s Representative (COR), the park Exhibit Project Manager, the park Chief of Visitor Services, park’s partner, Association for the Study of African American Life and History (ASALH), and park staff.
The contractor shall provide all services including labor, materials, facilities, and travel necessary to detail, fabricate, transport to the site, and install all exhibit elements in accordance with the specifications as detailed in this contract and its attachments. The government is responsible for the rehabilitation and restoration of the buildings and spaces and no existing exhibit removal is required.
All work under this contract shall be performed in accordance with the terms herein, including all attachments. The government shall furnish, as appropriate, required data, materials, and access to project information necessary to perform the production of work as required.
2.1. Point of Contact
The contractor’s Project Manager (PM) shall be the primary point of contact between the contractor and COR. The contractor’s PM shall have full authority to act for the contractor on all matters relating to this contract, and shall perform the following work:
1. Be available to take or respond to telephone calls or electronic mail messages during normal hours of operation (8:30 am–5:00 pm local time).
2. Establish office procedures to ensure that messages are relayed to the Project Manager when out of the office or because of time zone differences.
3. Respond to emergency messages from the COR on the same day they are received. All non-urgent messages from the COR shall be responded to in no more than two (2) business days.
2.2. Quality Control
The contractor shall provide quality control to ensure that all elements of project work meet the requirements of the contract specifications and that all modifications are implemented. The Project Manager shall provide routine inspections of in-house and subcontracted work to ensure it meets contract specifications and shall oversee the quality of work produced and implemented at all phases of the project. Any work found not acceptable or compliant with the specifications shall be corrected prior to inspection or review by the COR. The contractor shall oversee all work during installation to ensure that it adheres to contract specifications and schedule for completion. Ensure that all work not acceptable or compliant with the specifications is corrected prior to inspection or review by the COR.
2.3. Government Furnished Property
The contractor shall receive, inspect, and inventory all government-furnished materials and ensure that this material is forwarded to the appropriate unit or person within the contractor’s organization for use in the project. The Project Manager shall notify the COR via email within seven (7) days after receipt if government-furnished materials are not satisfactory for their intended purpose. The Project Manager shall notify the COR via email as soon as possible, but no later than three (3) business days, if government- furnished materials are lost or damaged while in the contractor’s possession. The contractor shall be responsible for the security and protection of government-furnished property or materials in connection with this contract. Following acceptance of all work by the government, the contractor shall return to the COR all government-furnished property.
2.3.1. Post Award Meeting
At the time of the Post-Award Meeting, objects for review will be located in two locations: the Carter G. Woodson Home National Historical Site (CAWO) in Washington, D.C., and the Museum Resource Center (MRCE) in Landover, Md.

Twenty-nine (29) books are required as prop/facsimiles. Some of these books are exceptionally rare and not available on the market. It is recommended the fabricator acquire or license an image of the front cover, back cover, and spine from a library or other source to create a graphic file to develop the sculptural prop facsimile treatment identified on Page 41 of Attachment 12_CAWO Content Package for each title.
The government shall provide twelve (12) original books (items 33-44 above) for copying to produce the required prop/facsimiles. The disposition of these prop/facsimiles is as follows: twenty-two (22) will be installed in the Scene 1: Lobby (10 of these government furnished) and seven (7) in Scene 4:
Legacy (2 of these shall be government furnished). See pages 40-44 of Attachment 12_CAWO Content Package for the prop/facsimile fabrication specifications and Attachment 23_CAWO Custom Elements Schedule for the title breakout and location of each prop/facsimile book.
2.3.2. Exhibit Fabrication
All government-furnished property from 2.3.1 shall be provided by the government at the project outset or during exhibit installation, depending on the item.
2.4. Schedule
The contractor shall schedule, coordinate, oversee, and manage work produced and installed under this contract; track work progress to ensure that the project is completed according to the schedule;
and coordinate and confirm the dates for all submittals and meetings with the COR.
2.4.1. Status Reports
The contractor shall provide a monthly status report to the COR that includes the status of the project, issues that affect the schedule and budget, and an updated schedule based on the information at hand.
2.4.2. Project Schedule
The contractor shall produce a detailed, complete project schedule listing all required submittals and their review times. The project schedule shall include shop inspections, site visits, installation activities, and closeout submittals.
The contractor shall submit a preliminary project schedule to the COR for review and approval seven (7) working days prior to the post award meeting. The contractor shall update the approved schedule and resubmit to the COR three (3) working days prior to every project status meeting for the life of the project.
2.4.3. Installation Schedule
The contractor shall coordinate and confirm dates with the COR for shipment, delivery, and installation at the exhibit site. As the site is note open to the public, the fabricator will not need to work around standard operating hours. The fabricator will be provided access as identified in the proposed installation schedule they are required to submit, and as needed with advance notice.
It is anticipated that building rehabilitation of the two adjacent properties will be ongoing up until exhibit installation begins, and coordination with the general contractor through the COR and park staff will be necessary for the fabrication contractor to confirm measurements and dimensions and any other building condition specifications. The site will be closed to the public during exhibit installation.
2.5. Meetings, Travel, and Presentations
The contractor shall meet with the CO, COR, and park staff as specified below. The contractor shall document all issues discussed and decisions made relative to the project. The contractor shall prepare and distribute to the COR a trip report or meeting minutes of all telephone conversations, site visits, in-person meetings, or other discussions related to the project.

2.6. Submittals
At any point in the exhibit fabrication process the COR may require informal submittals of the contractor’s work-in-progress to document the current status and level of production of the project.
The contractor shall coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements. Forward all submittals to the COR for review and approval. Receive all reviewed submittals and take appropriate action according to the approval or rejection by the COR, as follows:
2.6.1. Approvals and Rejections
1. Approved Submittals – The contractor shall ensure that all changes, revisions, or additions required by review comments are addressed and incorporated into future submittals.
2. Rejected Submittals - When submittals are rejected, the COR will notify the contractor, in writing, identifying the reasons for rejection. The contractor shall ensure that the submittal is completed and/or revised as required and resubmitted within the time scheduled by the COR. Reasons for rejection include:
Incomplete Submittals – Approval of the submittal is delayed because required elements are missing. The contractor shall submit all missing elements.
Unacceptable Submittals – The submittal is rejected due to poor quality of work or work that does not otherwise meet the established project goals. The contractor shall submit new material.
2.6.2. Submittal Format
1. One (1) electronic PDF copy of each document submittal is required.
2. Three (3) copies of graphic prints are required.
3. Two (2) copies of material samples are required.
4. One (2) physical sample of models, mock-ups, and prototypes are required.
5. Submittals shall be sent via overnight delivery service unless otherwise specified in the scope of work below.
2.6.3. Transmittal Sheet
The contractor shall include a transmittal in the form of a printed letter, PDF document, e-mail, or fax cover sheet along with all samples, proofs, prints, reports, digital files, digital images, and multimedia files, sent from the contractor to the COR. This includes all copies sent to the park or other copied recipients.
The transmittal shall include the following information:
"From" (contractor's name and contact information);
"To" (COR's name);
Date submittal was shipped;
Project name and park name;
Itemized list of contents; and List of copied recipients who received the same submittals.
2.7. Accessibility
Exhibits fabricated for the National Park Service shall follow the latest published version of Attachment 4, Programmatic Accessibility Guidelines for National Park Service Interpretive Media.
These Guidelines are a combination of best practices, NPS and Department of the Interior directives, and federal laws. Federal laws include the Architectural Barriers Act, Sections 504 and 508 of the Rehabilitation Act as amended, and the 21st Century Communications and Video Accessibility Act.
2.7.1. Audiovisual Accessibility for Exhibits
Every audio, silent video, and audiovisual program in every exhibit is required to provide descriptive audio, hearing assistance, captions, and/or navigation buttons, as follows:
2.7.1.1. Audio-only Programs
Audio-only programs require hearing assist for the hard of hearing and captions for the deaf. The hearing assist requirement may be met using either sound wands with volume control and reset, or a FM transmitter and handheld receiver. Captions for the deaf are displayed on a monitor synched with the audio.
2.7.1.2. Silent Video Programs
Silent videos require descriptive audio for people who are blind or have low vision, and notification, via on-screen caption or label adjacent to the monitor, for the deaf or hard of hearing that the video is silent. Delivery of descriptive audio is provided in the exhibit through a headset jack, a sound wand, or via Wi-Fi streaming in conjunction with the Exhibit Audio Description Tour app. When descriptive audio is delivered via headset jack, a label with the raised AD symbol and headset icon is required.
2.7.1.3. Audiovisual Programs
Audiovisual programs in exhibits require descriptive audio for people who are blind or have low vision, hearing assist for the hard of hearing, and captions for the deaf. Any of the delivery methods for audio-only programs and silent video programs may be used to meet these requirements.
2.7.1.4. Navigation Buttons
Touch screen user interfaces require external control navigation buttons for people with limited mobility.
3. FABRICATION AND INSTALLATION SERVICES
3.1 General
The contractor shall provide all technical, professional, non-personal services, including all labor, materials, equipment, supplies, facilities, travel, management, and supervision necessary to provide CAWO with exhibit fabrication and installation services for the Carter G. Woodson Home National Historic Site. Work includes production of exhibits (including Pre-Fabrication submittals, and Fabrication); Shop Inspections (Preliminary and Final); Building Preparation; Installation (including Primary Installation, Punch List, and Audio Description); and Closeout. Work includes travel to the park to meet with the park staff, inspect sites, assess or recommend rehabilitation plans and/or scope of work, prepare cost estimates, provide or confirm measurements, and fabricate and install exhibits.
3.2 Specifications
The contractor shall perform all services required hereunder in accordance with this Statement of Work (SOW) and all attachments.
3.3 Design Control
In fabricating exhibitions hereunder, the contractor shall take into account as essential design and production considerations the following: life safety, barrier-free design, accessibility/universal design, sustainability, energy conservation, artifact conservation including daylight modulation from skylights and windows, if applicable, control of sound-spill from AV programs, security provisions, integration and compliance with existing architecture where relevant, lamping, functionality, maintenance, conservation, and durability restrictions.
3.4 Codes and Standards
All exhibits shall be produced and installed in accordance with applicable codes, standards, parameters or regulations noted in this or other sections of this contract, and in the location in which the exhibit shall be installed. In case of conflict between codes, standards, or regulations, the most stringent requirement shall apply.
3.4.1. Reference to standard specifications of any technical society, organization, or association, or to codes, manuals, or regulations of Federal or local authorities shall mean the latest standard, code manual, regulation, specification, or tentative specification adopted and published at least thirty (30) days prior to submittal of proposals, unless specifically stated otherwise.
3.4.2. Any code, standard, regulation, or specification listed below, in the attachments or otherwise referenced herein, that references the “authority having jurisdiction”, “local authority”, or “governmental authority” shall be interpreted to refer to the Contracting Officer as being this authority for purposes of interpreting/clarifying codes, standards, regulations, and specifications.
3.5 Post-award Conference Call
Upon award, the contractor shall participate in a project kick-off conference call to review contracting requirements and procedures with the project CO and COR and park PM.
3.6 Production Support
Production support from the Planning and Design contractor is not part of this contract.
3.7 Production
Work in this phase shall include production of all exhibit elements in accordance with the design intent as described in Attachment 12, CAWO Production Design documents. Work in this phase is organized into two (2) sub-phases: Pre-Fabrication Submittals and Fabrication. Pre- Fabrication includes the development of project documents that must be approved before production can occur. Fabrication includes all tasks required to complete the production of exhibit elements.
3.7.1 Pre-Fabrication Submittals
During this phase, the contractor shall:
1. Attend a post-award meeting as follows:
a. Submit a meeting agenda to the COR for review and approval not later than seven (7) days prior to the post award meeting.
b. Travel to CAWO in Washington, DC to attend a post award meeting with the
COR and park personnel. The meeting shall be two (2) eight-hour working days. The date of the meeting shall be determined within three (3) weeks of the Contract award.
c. Orient to the site and review existing site conditions and construction documents.
d. Conduct general project review, including the exhibit design drawings and work requirements.
e. Receive, review, inspect, document, and secure all government-furnished material, including drawings, planning documents, reference and source materials, and other project-related material.
f. Inspect, measure, and document accessioned and non-accessioned objects to be used in the exhibits, verifying final dimensions in accordance with Attachment 20, Accessioned Objects Schedule and Attachment 23, CAWO Custom Elements Schedule.
2. Prepare and submit an Exhibit Production Plan, as follows:
a. Establish key project milestones and timeframes for review for 25%, 40%, 70%, and 95% completion. To meet the collateral needs of this project, the 40% milestone shall include base structures (unfinished), mock-up and prototypes of: sample tactile surfaces, letterforms and custom graphic treatments, and facsimile book treatments. The 70% milestone shall be reached when the fabricator can present props, reproduction historical objects, typical book and artifact mount samples. See Section 3.7.2.2 for detailed list.
b. At each milestone, the contractor shall provide a revised exhibit production plan that reflects the current status of production.
c. The Exhibit Production Plan shall include the AV Production Plan and AV Treatments.
3. Provide Fabrication Shop Drawings. This drawing package shall include:
a. Modifications. The general design requirements shown in Attachment 12, CAWO Production Documents are intended to establish basic dimensions of units or modules, profiles, and sight lines of members. Within these limitations, the contractor shall be responsible for any modifications or additions as required to meet accessibility, durability, and safety standards as outlined in Attachment 1, Exhibit Planning, Design, and Fabrication Specifications. The contractor shall submit proposed modifications to the COR for review and approval prior to implementing changes. The contractor shall maintain the visual design concept and operational features as shown, including members’ sizes, profiles, and alignment of components.
b. Electrical. The contractor shall provide equipment specifications, and a lighting and wiring diagram for all exhibit lighting as designed and specified in Attachment 11, CAWO Production Design Documents. Building wiring and power shall be completed by the park. The contractor shall be responsible for acquiring and installing new track and fixtures, and for connecting fixtures to park-provided power throughout the exhibits. The contractor shall ensure that all physical loads are supported by adequate equipment and/or mounting devices as dictated by the District of Columbia.
c. Object Cases. The requirements in Attachment 1, Exhibit Planning, Design, and Fabrication Specifications—Section 18, Object Preservation and Protection shall take precedence over design and production notes shown in Attachment 11, CAWO Production Design Documents. The contractor shall propose, for review and approval by the COR, any modifications to case design, dimensions, materials, finishes, mechanisms, object layouts, and case furniture that are required to meet NPS specifications.
d. Object Mounts. The contractor shall include drawings of proposed object mounts and exhibit case layouts, submitted in the form of shop drawings.
4. Electronic Equipment Specifications. Provide specifications which shall include plan drawings, wiring diagrams, and catalog cuts.
5. Material and Finish Sample Boards. Provide two (2) physical copies of Material Sample Boards.
6. Samples. Provide two (2) physical samples of the following:
a. 18” x 18” gilded lettering and rules sample on inside face of glass with back protective coating in place to demonstrate durability;
b. One of each type of the following letterforms, as per outline file of letters provided by designer:
• Welcome Desk Main Venue Title both large/thick and small/thin letter versions
• Quote at wood fascia – stand-off dimensional letters
• 8” long Segment of large Woodson Signature at Lobby Wall
(mount on painted ½”MDF panel)
• Typical metal laminate title letter and 12” long rule at Lobby panels
• Typical solid black acrylic title letter at Intro panels
• Both positive and negative large cap letters at Legacy friezes cut from clear vinyl sheet product with buffed finish at exposed face of sheet material and raised letters (see detail and see outline file
– sample not to be used in install)
• Cut-vinyl Letters – profile-cut signature at quote on Lobby wood fascia adhered to face of wood veneer matching existing fascia;
c. Magnetic slats with direct-printed text and numbers with satin clear topcoat for hours-of-operation sign;
d. 20” x 20” single-sided, outdoor-rated HPL on black ¾” sintra;
e. Flip-book pages – NPS standard double-sided, back-to-back laminated with page-turning tabs and “no-slouch” punched holes for U-bolt binders (see detail);
f. Flip-book “cover” - single-sided HPL adhered to textrail top as fixed, non-flippable “cover” of book (note no tabs for these “fixed pages”;
g. Direct-Printed Panels
• CYMK plus white on MDF panel painted face and edges with satin clear topcoat. Sample can be .5” thick to represent the various panel thicknesses on the project
• CYMK plus white on signblank with painted face and edges with satin clear topcoat
• CYMK plus white on clear vinyl with removable adhesive for changeable case labels
• Floor Map - Reverse-printed, full color graphic on smooth back of 35 mil (nom. 3/32” thick) satin clear vinyl, textured “Marley floor” with opaque white vinyl laminated to the back of the printed vinyl
• Vinyl Wall covering - Graphic printed on Korographics vinyl wall covering, one 24” x 36” sample each on Abaco Beach, Cheyenne (leather), and Artist Canvas textures with satin clear topcoat for durability;
h. Reverse-Laminated Non-Glare Acrylic: Graphic output on opaque white (or clear where needed) vinyl adhered to rear face of 0.125” non-glare acrylic with all outside edges chamfered;
i. Silicone-Edge Graphic (SEG) Backlit Panels: Commercial-grade backlit fabric on Aluminum Frame with integral, perimeter LED lighting all sides. Provide nominal 36” square fabric panel for print-quality review (also see working mock-up below);
j. Tactile Orientation Map with Raised Braille Lettering: UV-cured, “dimensional ink process” or approved equal product with satin clear top-coat for enhanced durability. Provide section sized per graphic file provided by designer (nom. 18”H x 24”W);
k. Legacy Frieze, including portion of underlying graphic and overlaying laser cut material;
l. Minimum 12” x 12” sample of Chemetal “metal only” laminates including standard and “plume finish” version of Satin Gold Bronze #814;
m. Minimum 8” x 8” sample of both low-iron glass and low-iron with non-reflective coating glass for cases at Intro or approved equal museum-quality case fabricator;
n. Minimum 8” x 8” sample of TreeFrog Veneer #60816 Teak Groove for “faux book shelves”.
3.7.2 Fabrication
Each fabrication task may require a sub-series of steps to complete, and the contractor is not required to complete tasks in the order outlined below. All tasks shall be completed in accordance with Attachment 1, Exhibit Planning, Design, and Fabrication Specifications— Section 27, Quality and Safety Standards for Fabrication. Fabrication tasks include the following:
3.7.2.1 Content Specialties
Content Specialties under this contract include new photography, architectural and other cultural history models, reproduction historic objects, historic objects (accessioned or non-accessioned), maps and topographic models, and electronic programs.
1. New Photography. New photography is required for several graphic panels, as shown in Attachment 12, CAWO Content Package and Attachment 14, CAWO New Photography. The production process for new photography shall be as follows:
a. Refer to the Attachment 12, CAWO Content Package for design intent, purpose, style, and other production details.
b. Submit new photography for review and approval by the COR. Multiple rounds of review may be required.
c. Submit final photographic media at size and format required for production. Incorporate the photographic media into the appropriate graphic layout files. Metadata shall be included in the final digital file and shall include information fields supplied by the COR, and found in Attachment 9, Art Documentation Form.
2. Architectural and Other Cultural History Models. Custom architectural and cultural history models are required under this contract, and shall be produced with a high degree of realism and durability. Specific details and a full list of models can be found in Attachment 23, CAWO Custom Elements Schedule. The production process for architectural and cultural history models shall be as follows:
a. Refer to Attachment 12_CAWO Content Package, Attachment 13_
CAWO Drawing Package, and Attachment 23_CAWO Custom Elements Schedule, for design intent, purpose, style, and other production details.
b. Submit a rough pencil sketch of the model in the approved style, in accordance with the Attachment 12_CAWO Content Package, Attachment 13_ CAWO Drawing Package, and Attachment 23_CAWO Custom Elements Schedule, for review and approval.
c. Submit a more refined sketch that shall incorporate all corrections, changes, modifications, or deficiencies identified by the COR.
d. Submit a revision that shall incorporate any additional corrections, changes, modifications, or deficiencies identified by the COR.
e. Submit one (1) positive or other 3D draft of the model. Model samples shall be adequately sized to provide review of materials, colors, and finishes; and shall incorporate all corrections, changes, modifications, or deficiencies identified by the COR during iterative review of the sketches.
f. Submit the final model that shall incorporate all corrections, changes, modifications, or deficiencies identified by the COR.
3. Reproduction Historic Objects. Reproduction historic objects are required under this contract. Specific details and a full list of display objects are provided in Attachment 12, CAWO Content Package, and in Attachment 23, CAWO Custom Elements Schedule. The production process for reproduction historic objects shall be as follows:
a. Refer to Attachment 12, CAWO Content Package for design intent, purpose, style, and other production details.
b. Submit a rough pencil sketch of the object in the approved style, in accordance with the Attachment 12, CAWO Content Package, for review and approval.
c. Submit a more refined sketch that shall incorporate all corrections, changes, modifications, or deficiencies identified by the COR.
d. Submit one (1) 3D sample of the object that shall incorporate all corrections, changes, modifications, or deficiencies identified by the COR, and shall clearly show the final materials, finishes, textures, and styles in progress.
e. Submit the final reproduction historic object that shall incorporate all corrections, changes, modifications, or deficiencies identified by the
COR.
4. Historic Objects (Accessioned or Non-accessioned). Historic objects are required under this contract. Specific details and a full list of display objects are provided in Attachment 12, CAWO Content Package, and in Attachment 20, CAWO Accessioned Objects Schedule. The production process for historic objects shall be as follows
a. Refer to Attachment 12, CAWO Content Package for design intent, purpose, style, and other production details.
b. Submit a rough pencil sketch of the object in the approved style, in accordance with the Attachment 12, CAWO Content Package, for review and approval.
c. Submit an acquisition plan including catalog and contact information of collection or dealer, and photographic documentation of the object under consideration, in accordance with Attachment 12, CAWO Content Package, for review and approval.
d. Submit a report that details the conservation and mounting needs for the object, for review and approval.
e. Provide the final historic object for installation in the exhibit.
5. Maps and Topographic Models. A tactile building floorplan of the historic home and siteplan of the three buildings are both required under this contract. The production process for maps and topographic relief models shall be as follows:
a. Refer to Attachment 12, CAWO Content Package for design intent, purpose, style, and other production details
b. Submit two (2) full-sized paper proof of the tactile map. The proof shall include any specified labels.
c. Submit a minimum of five (5) photographs of work-in-progress as the topographic map or model is in production, prior to clear-coat or final finish application
d. Submit the final tactile map that shall incorporate all corrections, changes, and modifications identified by the COR in the previous map samples.
6. Electronic Programs. As part of the Exhibit Production Plan, the contractor shall submit an AV Production Plan that describes the production process required to produce each Electronic Program for review and approval by the COR. Specific details and a full list of Electronic Programs can be found in Attachment 12, CAWO Content Package.
The contractor shall follow all processes for AV Production as outlined in Attachment 5, National Park Service Standard Specifications for Planning, Design, Production, and Installation of Electronic Programs, and as follows:
a. Pre-Production
i. Review themes, goals, objectives, program content, and accessibility requirements for each program.
ii. Review park resources and materials for possible inclusion in program. Identify additional sources for research and materials for each program.
iii. Submit an Alternative Approaches document for EP-02.05 (“Windows on Woodson” Intro Film) describing three distinct narrative approaches to the film.
iv. Upon COR approval of the Alternative Approaches document, submit an AV Production Plan and an AV Treatment for the following programs: EP-02.05 (“Windows on Woodson” Intro Film), EP-03.03 (Office Ambient Soundscape), EP-03.06 (“Woodson at Work” film), EP-03.08 (Kitchen Ambient Soundscape), EP-03.10 (In Memoriam Audio Program), and EP-04.01 (Legacy Introduction-Woodson Projection). The Treatments shall include an inventory of all proposed photos, video footage, audio recordings and/or other archival and stock assets to be used in each program, including the proposed sources for those assets. All Treatments shall be in accordance with program descriptions in Attachment 15, CAWO Media Programs. Multiple submissions may be required until approved by the COR.
v. Upon COR approval of the AV Production Plan and AV Treatments, submit First Draft Scripts for the following programs: EP-02.05 (“Windows on Woodson” Intro Film), EP-
03.03 (Office Ambient Soundscape), EP-03.06 (“Woodson at Work” film), EP-03.08 (Kitchen Ambient Soundscape), EP-
03.10 (In Memoriam Audio Program), and EP-04.01 (Legacy Introduction-Woodson Projection) in accordance with Attachment 5, Section 3.2.H. Multiple submissions may be required until approved by the COR.
vi. Submit Conceptual Design Deliverables in accordance with Attachment 5, Section 4.3.A, for the following digital interactive programs: EP-04.02 (“New Stories Written”), EP-04.03 (Education Expanded”), EP-04.04-001 (“Rights Demanded”), EP-04.05 (“Black Institutions Built”), EP-04.06 (“Communities Strengthened”), and EP-04.07 (“Black Sites Recognized”). The Conceptual Designs shall include an inventory of all proposed photos, video footage, audio recordings and/or other archival and stock assets to be used in each program, including the proposed sources for those assets. All Conceptual Designs shall be in accordance with program descriptions in Attachment 15, CAWO Media Programs. Multiple submissions may be required until approved by the COR.
vii. All deliverables for Electronic Programs shall be submitted electronically for review and approval. Multiple submissions may be required until approved by the COR.
b. Production
i. Proposed Talent: All actors, reenactors, and voice talent used in the performance of work under this contract shall be historically accurate in terms of age, appearance, accent, and other physical characteristics. Actors and reenactors shall be appropriately and accurately costumed and equipped by the contractor. Contractor personnel shall not appear in any scenes of the production. The contractor shall conduct a casting session for all key roles identified in the approved Treatments and shall give the COR prior notification of the time and place of the casting session.
Casting shall be accomplished at a city or location where there is sufficient supply of professional talent to provide at least three choices for each featured role. In addition to or in lieu of an in-person casting session, sample reels or recorded readings from excerpted scripts or text may be submitted if approved by the COR in advance.
ii. No later than 14 calendar days prior to the proposed start of filming for each shoot, provide a Shooting Script and Schedule for programs to the COR for review and approval. This applies to all programs requiring original video footage, photography, and/or sound recording to be acquired by the contractor.
iii. Acquire principal photography and sound recordings for each program and submit all video footage, photos, sound recordings, and logs to the COR for review and approval. Technical specifications for original production shall be in accordance with Attachment 5, Section 9 (for video and audio programs), Attachment 5, Section 10 (for digital interactive programs), and Attachment 32, CAWO Electronics Programs Specifications for Interim and Final Deliverables, with the following additions, revisions, and clarifications:
All original video footage shall originate in Ultra-High- Definition (4K UHD, 3840 x 2160 resolution) using a professional camera and lenses pre-approved by the COR.
The camera shall have a minimum of 13 stops of dynamic range, a minimum sensor size of “Super 35” or 35mm Full Frame, and shall record in camera raw file format. The frame rate shall be 23.97p unless shooting time-lapse or slow-motion.
The use of the National Park Service Release Form is mandatory for all “Talent” (including actors, reenactors, interviewees, narrators, musicians, and music composers) appearing in or providing content for all programs produced.
Refer to Attachment 30, NPS Individual Release Form and Attachment 31, NPS Materials Release Form. The contractor shall provide PDF scans of all signed NPS Release Forms after each shoot.
The contractor shall provide all source materials and field documentation submittals on hard drive to the COR for review and approval no later than 20 business days after completion of each shoot in accordance with Attachment 32, CAWO Electronic Programs Specifications for Interim and Final Deliverables.
iv. Submit inventory of images for video programs that incorporate all required changes and substitutions from pre-production reviews to the COR for review and approval.
v. Submit proposed stock audio recordings for video and audio programs to the COR for review and approval. Each recording shall identify the sound in the file name structure.
vi. Submit a Work-In-Progress Review I Package for all digital interactive programs (EP-04.02, EP-04.03, EP-04.04-001, EP- 04.05, EP-04.06, and EP-04.07) to the COR for review and approval in accordance with Attachment 5, Section 4.3.B.
Multiple submissions may be required until approved by the
COR.
c. Post Production
i. Submit Rough Cut Edits and edit scripts for all video and audio programs to the COR for review and approval. Multiple rough cuts and edit scripts may be required until approved by the COR.
Each rough cut shall be submitted with a revised script that corresponds to the most current edited version of the program.
ii. If voiceover narration is used for any of the programs, submit voice samples from a minimum of six professional narrators (three female and three male) to the COR for review and approval.
iii. For all programs using music, submit samples from a minimum of three (3) professional film composers or library music sources to the COR for review and approval. All samples shall be appropriate to the tone, mood, style, and pacing of the program(s).
iv. Submit samples of the proposed font and design style for all on-screen text, lower third graphics, and Subtitles for the Deaf and Hard of Hearing (SDH) to the COR for review and approval.
v. Submit Fine Cut Edits and edit scripts for video and audio programs prior to the final online edits…
