This item is rare, costly, or is anticipated to be difficult to source. This item should be purchased or acquired as soon as possible to ensure it is available to the project.
Washington Post shows this footage on its website, but credits NPS. It believed NPS does not have this footage.
Additional possible source: National Archives, https://catalog.archives.gov/id/95042
ID168's current only known location is the Washington Post website. The Post's representative, PARS International, can supply the footage for $250. NARA might have a copy, however. In either case, further research should be done as soon as possible to locate the media for acquisition.
Task: obtain a review copy of the reel from NARA to determine if it is indeed the same footage. If it is a match, NARA could potentially help advise regarding use rights (it's marked "possibly restricted) and also coordinate digitization for the park/exhibits.
NPS Harper’s Ferry Center Film Archives has researched and confirmed that the “WAPO” clip of Woodson is not in their archives and that it is unlikely that it originated with the NPS. They suggest that the potential source for this can be found at the National Archives:

It is HFC’s recommendation (for the media producer) to obtain a review copy of the reel from NARA to determine if it is indeed the same footage. In conferring with NACE staff, they note that their experience is that this Woodson footage is on a reel with other clips, which is consistent with the information noted on the film description at the National Archives.

Part of the series on African Americans "People Worth Hearing About" Radio-play format. Gives panoramic view of Woodson's work in promoting the study of the history of African Americans. Uses narrators to read quotes, like from Charles Wesley. Program is exceptionally dated but certain clips might be useful.
