AV Media 03 06 168.00 EP-03.06 Short moving footage, no audio, showing Dr. Carter Woodson in his second floor office at 1538 Ninth Street NW. Posted by the Washington Post
This item is rare, costly, or is anticipated to be difficult to source. This item should be purchased or acquired as soon as possible to ensure it is available to the project.
Washington Post shows this footage on its website, but credits NPS. It believed NPS does not have this footage.
Additional possible source: National Archives, https://catalog.archives.gov/id/95042
ID168's current only known location is the Washington Post website. The Post's representative, PARS International, can supply the footage for $250. NARA might have a copy, however. In either case, further research should be done as soon as possible to locate the media for acquisition.
Task: obtain a review copy of the reel from NARA to determine if it is indeed the same footage. If it is a match, NARA could potentially help advise regarding use rights (it's marked "possibly restricted) and also coordinate digitization for the park/exhibits.
NPS Harper’s Ferry Center Film Archives has researched and confirmed that the “WAPO” clip of Woodson is not in their archives and that it is unlikely that it originated with the NPS. They suggest that the potential source for this can be found at the National Archives:
https://catalog.archives.gov/id/95042
It is HFC’s recommendation (for the media producer) to obtain a review copy of the reel from NARA to determine if it is indeed the same footage. If it is a match, NARA could potentially help advise regarding use rights (it's marked "possibly restricted”) and also coordinate digitization for the park/exhibits.
In conferring with NACE staff, they note that their experience is that this Woodson footage is on a reel with other clips, which is consistent with the information noted on the film description at the National Archives.

Audio only radio program produced by the University of Minnesota (guessing sometime after his death) on his impact. Part of the series on African Americans "People Worth Hearing About" Radio-play format. Gives panoramic view of Woodson's work in promoting the study of the history of African Americans. Uses narrators to read quotes, like from Charles Wesley. Program is exceptionally dated but certain clips might be useful.

Audio Description (AD) for Exhibits and Media
EP-01.06-001
AD for Exhibits and Media is a wearable system that delivers comprehensive aural descriptions of text, graphics, exhibit structures, and media programs for blind, low vision, and those who benefit from audio descriptions of the content. It will be integrated with the DET app and provide navigational cues to guide visitors using it.
AD for Exhibits and Media will cover only interpretive galleries. AD for the 03 House Tour (exhibitry and media) is delivered by the ranger’s spoken tour program.
• Device: Visitor’s own phone or NPS-provided phone A with headphones for checkout. If NPS device, the ranger at the welcome desk supplies visitor with an NPS phone that has the Parks Mobile app queued up. The phone shall be locked to prevent other navigation or tampering.
• User interface: Parks Mobile IEM app. NPS phone A preloaded, or visitors download app.
• Delivery System: Proximity. Visitor begins program; iBeacons using Bluetooth push content automatically to phone.
• Please review “Descriptive Exhibit Tour Installation Equipment Guide” for more information: https://drive.
google.com/file/d/1nu-qakIv8dp30Dx-wJAQWjB8x0O71nAE/view?usp=sharing
• This approach will work for EP-02.05 (Windows on Woodson Intro Film) and EP-04.01 (Legacy Introduction:
Woodson Projection).
• AD program will be used to orient blind and low-vision visitors to 04 Legacy Gallery interactive elements. The AD of EP-04.01-001 Intro Projection should conclude with a description of the gallery’s interactive touchscreens and guidance to their associated audio pylons. HFC recommends that AD is delivered for the six interactives via the headphone jack at each interactive’s audio pylon, near the Storm NavBar keypad. Please see the video labeled “AD_for_Interactive_Sample” for a demonstration of the preferred approach for delivering audio description for the six interactives: https://drive.google.com/file/d/1UdwcjT3bKOMPog_S73V88AuRpYYnjCSw/ view?usp=sharing
• (Note: In this example, the keypad is disabled when a headset is not plugged into the jack. We do not recommend this approach for the CAWO interactives, because it assumes that everyone who will use the keypad will also require audio description, which is not necessarily the case. Otherwise, the AD approach shown in this video is valid.)
• In addition, once the visitor has plugged into the audio pylon at an interactive, the Audio Description should include a verbal description of all the interactive’s components and controls, including the touchscreen and pylon with audio pucks (for use by general audience visitors), volume control and tactile navigation buttons.
• The exhibit fabricator’s audio description subcontractor (please note this is a production task requiring specialized expertise) shall write the script. Production of the AD for Exhibits and Media content should occur after installation and punch-out are complete to ensure accurate description of elements as built. It is estimated AD production will take 4-6 months. Once the script is completed, NPS will upload the text into the NPS Parks Mobile content management system. No audio production is required; the script will be “read” by a
Media Treatments screen reader voice on the user’s phone.
• The exhibit fabricator will install iBeacons throughout the exhibit and test the system for proper functionality. NPS accepts that the bluetooth devices required will be battery charged, not hardwired.
• The exhibit will provide three total iPhones for AD Exhibits and Media and AL combined, and three sets of over-ear headphones with multiple sets of replacement foam pads. Over-the-ear headphones with removable foam pads are specified for easy cleaning and sanitation.
• The iPhones will also require cases and covers that both protect the device and allow for cleaning between uses.
Consider cases that have a lanyard for hands-free listening. Consider providing two different textures of cases so low vision visitors can distinguish between Parks Mobile and Listen EVERYWHERE devices.
• These systems shall be compliant with T Coil users.
EP-01.06-002 (deleted, since NPS Parks Mobile App now offers synchronized AD for media programs)
Assisted Listening
EP-01.06-003
A wearable system for hard of hearing visitors who benefit from increased volume. The system amplifies the volume of audio and ranger’s tour and brings the sound directly to a person’s ear. The exhibit will use the Listen EVERYWHERE app to provide Assisted Listening.
• Device: Visitor’s own phone or NPS phone B with headphones for checkout. If NPS phone B, the ranger at the welcome desk will provide the visitor a phone with the AL app queued up. The phone shall be locked to prevent other navigation or tampering.
• User interface: Listen EVERYWHERE App for AL. NPS phone B preloaded, or visitors download app.
• Delivery System: ranger uses wireless microphone. This is mixed with content audio. Visitor navigates app (voiceover commands for blind) to reach correct content.

Windows on Woodson Introductory Film
EP-02.05
Overview:
A key part of the 02 Introductory gallery is a custom-produced introduction film with complete audio soundtrack. The program is composed of two main parts: active filmic content (8 minutes total) and an extended “ambient mode” (an additional 20 minutes) that will display simple cross-fading historic photos between showings of the active filmic content. The program will play automatically on loop (28 minutes total). Visitors will peruse surrounding exhibits while the program is in ambient mode, and “tune in” when the active filmic content begins.
The program will also include an option that begins active filmic content when desired. The ranger will trigger the active filmic content when desired through a “hidden” device located near the doorway leading to the landmark house.
Visitors can either stand while viewing, or use the movable seating in the gallery (note: seating is not typical theater seating, please refer to drawing package and cut sheet).
Delivery method:
Two monitors, mounted into the building’s window bays at the east facade, carry a single coordinated program. At times, the program might show two different images/video segments on each monitor.
The film can take advantage of this “two-ness” by playing images off one another, to underscore a debate (eg between Woodson and DuBois), opposition, or conflict. At other times, the monitors might display a single image across both screens to capture broader views, outside scenes, or panoramas. The camera can pan across and zoom in or out of these wider images as well.
The film will include a fully produced audio track delivered by a focused array speaker at the ceiling, including voice over-narration, ambient or environmental audio, sound associated with archival footage, and the few rare instances where Woodson speaks in his “ own voice.”
Active Filmic Content: Approach
The active filmic content is a documentary-style introduction to different facets of Dr. Woodson’s life that will blend images, moving footage, and audio. Very few pieces of moving footage or audio that capture Dr. Woodson exist, however. The film will therefore need to creatively use other, thematically-related archival media, historic photographs, and voice-over narration.
It is anticipated that these resources will comprise the bulk of the film, but the film will also plan to include select pieces of newly shot footage created by the media producer. To give visitors a sense of Dr. Woodson back within the context of his “Office Home”, and provide a recognizable, visual, and memorable sense of Dr. Woodson as a human being, the film will include newly shot pieces filmed in the historic Office Home, using re-enactors clothed in of-the-period garments.
These pieces would be short, contextualizing shots that capture Woodson’s daily life and work inside the home: at work in his office, reviewing galley prints, selecting and reading books, reviewing a newspaper, moving through rooms/going up or down stairs, entering the bedroom, donning a coat and hat to take parcels to the post office.
Media Treatments
The new footage should also plan to depict select individuals to interact with Woodson in the new footage: at minimum, specifically an actor portraying Mary McLeod Bethune and an actor portraying a young African American man (age 20-25) to depict a Woodson mentee, like Lorenzo Johnston Greene.
It is strongly urged that the media producer consider the current individual who re-enacts Woodson for NPS special programs and events, Dexter Hamlett, who has studied his voice and knows key quotes from Woodson’s speeches, books, and articles. An additional actor for consideration is Phil Darius Wallace (https://vimeo.com/460214542; dariusactor@gmail.com)
The historic Office Home itself provides the best possible, most natural backdrop for newly shot footage, but because the site will not be fully refurnished, the footage should plan to capture scenes and views that carefully avoid an impression of emptiness, using an aesthetic that privileges impressions, memories, and brief glimpses rather than photo-real sets and scenes. (It is not anticipated that any outside location filming will be necessary.)
The film’s audio will consist of scripted, voice-over narration (a film narrator), first-person quotes read aloud by actors (Dr. Woodson, Bethune, plus an estimated 3 other individuals to speak selected quotes), plus audio associated with archival media, stock music tracks, and any additional ambient or environmental touches as needed.
The intent is that the film avoid, wherever possible, overtly contemporary scripting of historic individuals (putting words in their mouths). Content should rely on recorded perspectives, voiced by actors as written by the historic individual being portrayed. The film’s narrator will provide scripted connective content and weave key quotes into a coherent whole. lasting no more than 8 minutes.
