Description of Amendment Exhibit Fabrication Services for Carter G. Woodson Home
The purpose of this amendment is to respond to questions received by the date and time specified for Solicitation Number 140P2122R0005, Exhibit Fabrication Service for Carter G. Woodson Home. This amendment also extends the proposal due date.
I. The proposal due date is extended from 10:00 am ES on March 23, 2022 to 10:00 ED on April 6, 2022.
II. The following is the response to questions received by the date and time specified.
1. The Cost Estimate form (Attachment 36)
a. under Electrical/Electronic, Materials – AV Equipment, asks for the cost of each media piece split into two items - Hardware and Program. Please define what costs go under “Program.”
RESPONSE: “Program” includes costs for all services including labor, materials, facilities, and travel necessary to produce the electronic programs listed in the Electronic Programs Schedule on pages 15-17 of Attachment 15_CAWO Media Programs.
b. On the Cost Estimate form (Attachment 36) under Electrical/Electronic, Materials – AV Equipment – our current understanding of “Program” is that it reflects the software/media files themselves. If we are correct in our understanding of “Program”, the software cost for videos and electronic programs are predominantly made up of the labor costs of the many personnel who produce each one, yet labor costs for two individuals (AV producer, videographer) are asked for separately (rows 413, 416) under the section “Labor.” Can any labor costs of the AV producer and Videographer that relate to a corresponding program be placed into the “Program” item, so that the “Labor” item only reflects any labor such as Travel/meetings/installation?
RESPONSE: Based on my reading of the spreadsheet and the IGE, it looks like we want them to capture all non-labor costs for the AV programs (travel, equipment rentals, materials, etc.) on the lines labeled “Program”, and all labor costs on the lines under “Labor (Production)”.
2. There are several references in Attachment 15 to information available in the developed scripts. These scripts appear to be on the Google Drive linked to in Attachment 12, page 20 under Text Level IV Final. However, this Drive is currently inaccessible. If these scripts contain important information that would influence the pricing of the media programs, could you please share them?

3. Is the AV equipment list in Attachment 16 final?
RESPONSE: It is understood that manufacturers discontinue product lines, there are “or similar” models that can be substituted, and global supply can impact availability/lead times. There is also a desire to standardize certain components across parks to limit future downtime. This list should be adhered to as closely as possible, but there are opportunities to discuss viable replacements. SCS
4. Is there an order of magnitude budgetary range you could share?
RESPONSE: This information is not releasable.
5. On the AV Audiovisual Assets Schedule (pg 23 of Attachment 15 Part 1), are we correct that we would need to cover the licensing of all of these materials, or are some already licensed?

6. Are the “Critical Clips and Files” mentioned at the bottom of page 25, Attachment 15, Part 1, which we are unable to access, listed in the Assets Schedule or are they additional clips?

7. About how much imagery for the Windows on Woodson Introductory Film (EP- 02.05) might the Park be able to provide based on its collections – 75%, 50%, 25%, 5% etc.?
RESPONSE: The park does not own any images that would be useful for this program. All media resources that were acquired by the exhibit planning and design contractor for this project can be viewed at this link:

8. For the Windows on Woodson Introductory Film (EP-02.05), Attachment 15, page 30 states “The media producer should plan for the program to be "recombined" into a traditional 16:9 single-screen format for use on the web or other presentations, building in the expense of the necessary post-production work to accomplish this.”
a. Please clarify if this is for the 8 minute film only or the full 28 minute film.
RESPONSE: This requirement applies only to the “Windows on Woodson” Intro Film (EP-02.05 / AV110). A composite version of the Attract Loop (EP-02.05 / AV109) is not required. Refer to Attachment 33_CAWO Table of Final Deliverables for Electronic Programs, pp 1-2.
b. Do you imagine keeping the side-by-side image format that matches the film on exhibit in its entirety, or creating a different visual edit? If the latter, please elaborate.
RESPONSE: The composite version shall match the side-by-side format of the two-screen version.
9. If you’re able to, could you please provide a contact for reenactor Dexter Hamlett so that we could receive a quote from him for his services?
RESPONSE: The park is familiar with two Woodson reenactors: Dexter Hamlett (dexter5gem@yahoo.com) and Darius Wallace (dariusactor@gmail.com).
According to the park, Dexter looks more like Woodson, but Darius sounds more like him. Both should be invited to audition for the role.
10.The following questions pertain to the Legacy Interactives (EP-04.02, 04.03, 04.04, 04.05, 04.06, 04.07) described further in Attachment 15 Part 2:
a. Does any content need to be updateable through a content management system?
RESPONSE: No, a CMS is not required.

b. Will each of the Legacy Interactives have its own poll, or will they all share the same set of questions?
RESPONSE: Each Legacy Interactive shall have its own poll.
c. Will all the Legacy Interactives have the same functionality, layout, styling, orientation, and resolution? If so, we plan to create one base interactive which will be replicated into six stations. Each station will be identical except it will have unique content and may be “reskinned” with different colors. For that reason, one of the Legacy interactive budgets will be higher than the others to account for that core programming. Is this ok or would you prefer we spread that cost across all six interactives?
RESPONSE: All Legacy Interactive programs will share the same functionality, layout, graphic design template, orientation, and resolution. Specific content such as text, graphics, photos, and video clips shall vary from program to program. For budgeting purposes, please spread the total cost for these programs across all six interactives.
11.Attachment 15, Part 2, page 41 reads: "Each “mini doc” would last approximately 1 minute, with longer pieces for featured individuals or organizations, such as ASALH." What is the approximate duration of the longer pieces?
RESPONSE: Run times for each video clip shall be determined based on the complexity of the subject matter and the availability of suitable media. Clips shall have a minimum length of 30 seconds and a maximum length of 90 seconds, but the government anticipates an average length of 60 seconds.
12.Approximately how many “mini doc” videos will be in each of the six interactives? Are one of the following three options correct, or is there another preference?
a. Are we making a mini doc for every featured individual? (meaning 6-8 per interactive for a total of 36-48?)
b. Or, will there be one mini doc per interactive that covers both Banner Carriers and Influences? (meaning 1 doc per interactive for a total of 6?)
c. Or, will there be one mini doc for the Banner Carriers and one mini doc for the Influences in each interactive (meaning 2 per interactive for a total of 18?)
RESPONSE: Each interactive shall feature 6-8 people total (both Influences and Banner Carriers) for a total of 36 to 48 mini docs. Please refer to Text Level IV document for Scene 04 at the following link for detailed information on candidates for inclusion:

13.Attachment 15, Part 2, page 41 says "Please refer to exhibit scripts for detailed information on candidates for inclusion." As we do not have access to the scripts/Google Drive, could you please share a potential list of the candidates for inclusion?

14.Will there be original interviews we will need to produce for any of the Banner Carrier mini docs? If so, approximately how many new interviews will we film?
Would these interviews take place in the Washington DC area or potentially in multiple cities nationwide?
RESPONSE: Original interviews are required for the Legacy interactives. For budgeting purposes, assume a minimum of three original interviews per interactive (18 interviews total), all to be filmed in the Washington, DC metro area.
15. If we’re interviewing contemporary individuals, is there a standard stipend structure in place? If the stipend is to be paid by the Contractor, please stipulate the amount.
RESPONSE: Stipends are not required for all interviewees, but the park recommends an allowance to cover stipends for targeted individuals as needed.
For budgeting purposes, offerors shall include a $2,000 allowance for interview stipends.
16.Can a description of the delivery access provided?
RESPONSE: There is metered parking on Ninth street at the front of the property.
Rear access is via an alley behind the property through a wooden gate.
17.Are any permits required for parking or delivery?
RESPONSE: It is the responsibility of the contractor to follow the city regulations as it pertains to parking and deliveries. To date, for the rehabilitation work we have had deliveries both in the front of the building at the sidewalk as well as at the rear of the building via the alley where the wooden gate is located. As far as parking, subcontractors are using a nearby parking garage for their staff.
18.Mock-Ups – Can the 75” monitor on portrait mode mock-up be fabricated as a first article?

19.Prototypes – Can the Large pullout book array, standing glass case with all spec components, wall-mounted acrylic vitrine mounted to section of buildout and flipbook + text rail with all spec components prototypes be fabricated as first articles?
RESPONSE: Yes
20.Samples – What is the extent of sample required for the Architectural model and tactile building?
RESPONSE: Per 3.7.2.1 Content Specialties of the solicitation, under 2.
Architectural and Other Cultural History Models, e. Submit one (1) positive or other 3D draft of the model. Model samples shall be adequately sized to provide review of materials, colors, and finishes; and shall incorporate all corrections, changes, modifications, or deficiencies identified by the COR during iterative review of the sketches.
21.Bas Relief – Are there a preferred artists for this piece?
RESPONSE: If referring to CE-02.01-001, Wooden portrait sculpture, this item is out of scope and will be provided as Government-Furnished Property.
22.Attachment 11 Production Design Documents Page 239 Lipstick lounge chair and Frank Gehry sofa – Are these to be furnished by the exhibit contractor? If so, where do the prices go on the bid document?
RESPONSE: Yes, per EX.02.00A, EX.04.00A, and EX.08.01 of Attachment13_CAWO Drawing Package and pg. 239 of Attachment11_CAWO Production Design Documents, these shall be purchased by the contractor. Pricing is to be identified on line 332 "Exhibit Furniture" of Attachment 36_Cost Estimate Form
23.Chemetal 622 Moon Patrol laminate doesn’t appear to be available – Our supplier could not find it in current stock or available colors. Please advise.
RESPONSE: Offeror may propose an alternate as close to the design intent as possible.
24.Attachment 13 – dwrg. EX.02.03J – Material Key 16 – In discussing the Reverse Printed Marley Floor Vinyl with the supplier “EACgs”, the representative said that the material would not wrap around the panels as shown in the drawing because it is too thick. Could an alternate method be considered? Possibly a digital graphic with 3 mil overlay or similar?
RESPONSE: The leather-like texture of the book covers is an important aspect of the design intent for this feature. The offeror should offer an alternative as close to the design intent as possible. Merely simulating texture as a graphic is not a desired technique.
25.EX.01.01 Note – Please explain what track heads and accessories are required.
RESPONSE: Please reference Attachment 19_CAWO Specialty Lighting Cutsheets.
26.Are production ready files already created for the graphics? If not, who is responsible for creating the production ready files?
RESPONSE: Production ready files are available and will be provided by the government after award or at the Post-Award kickoff meeting.
27. Is the fabricator responsible for acquiring any of the books to be used as artifacts or props?
RESPONSE: Yes, the contractor is responsible for creating prop books (not books that are accessioned objects, i.e artifacts). It is anticipated that the best approach for creating the prop books is to make a facsimile of them either by licensing an image or by acquiring and copying the book’s exterior cover. Any books acquired should be provided to the Park upon conclusion of the scope. See page 7 of the solicitation for the list of books and information on reproducing the facsimile books.
28.Regarding the new photography schedule Attachment 14 – the items on the list appear to key to the accessioned artifact list, Attachment 20. Is it the intent for the fabricator to hire a photographer to shoot these exact items for the graphics, or can similar images of these type of items be sourced / researched elsewhere?
RESPONSE: Yes, the contractor is required to provide New Photography as per
3.7.2.1 Content Specialties of the solicitation.
29.Can Video Samples that reflect work of several of proposed AV team (i.e. each Producer, Director, Videographer, Video/Audio Editor, AV Scriptwriter, and Digital Interactive Producer/Designer/Programmer) serve as samples for each person?
In what format should video and audio samples be provided? The RFP states “no hyperlinks.”
RESPONSE: Yes, the work of multiple team members can be represented in a single video sample as long as they performed the same duties in the sample that they will perform on the CAWO project. Video samples shall be provided as MP4 files on a Universal Serial Bus (USB) Flash Drive. All files on the USB Flash Drive shall be readable on both a Windows PC and a Mac using standard office software. The USB Flash Drive shall be encrypted, and the offeror shall submit a password to access the files.
30.Can one person fill more than one role?
RESPONSE: As stated under Item 19.4.1 Key Personnel, “More than one individual may be identified for a position and one person may be identified for more than one position.”
31.Given the enormous delay effects of the pandemic on museums and exhibition work in our field, we suggest and request that Relevant Past Projects for the past 7 years be considered as more representative evidence of relevant work. Projects that were intended to be completed in 2020, 2021, and 2022 were put on hold and are just now re-starting.
RESPONSE: Yes, up to seven years will be acceptable.
32.On Provided Excell ESTIMATE BUDGETING FORM:
a. Excell Line 356 to 401 – Electrical/Electronic

RESPONSE: Attachment 36_Cost Estimate Form, may be revised to include the level of effort for any personnel not listed.
d. Where should OTHER COSTS of EP Production be detailed/included? (i.e.
Craft Services, Recording Studio, Costume Rental, Camera, sound, lighting equipment, etc.)
RESPONSE: Attachment 36_Cost Estimate Form, may be revised to include any services and purchases not listed.
e. Excell Line 550 – PROJECT CLOSE-OUT Should Use Rights and Licensing costs for AV Program Production be included on Line 550?
If not, where should they appear?
RESPONSE: Yes, include them on Line 550.
33. In the NPS Ranger-Interpreter to be recorded as AUDIO DESCRIBER?
Or is the AUDIO DESCRIBER to be VO Talent?
See Pg. 36 AD Audio Description “will be provided” by NPS Ranger “verbally”.
Also AL Assisted Listening “will be provided” for EP01.06-003. Please clarify what is intended.
RESPONSE: An audio description soundtrack is required for the “Woodson at Work” electronic program (EP-03.06 / AV112). Please see Attachment 33_CAWO Table of Final Deliverables for Electronic Programs, p. 12. The audio description shall be read by the same AD narrator used for the other electronic programs.
EP-01.06-003 is the number assigned to the Assisted Listening System. This is a wearable system that allows visitors with hearing loss to control the volume of AV programs and ranger tours. Refer to Attachment 15_CAWO Media Programs, p.
26.
34.The provided AV treatments are through and extremely detailed. They appear to be fully vetted by NPS. Media Treatments, Concept Designs, etc. are provided for each program. In addition, outlines, scripts,quotes, and function flow diagrams are included for the six (6) Interactive Programs. However, PreProduction (Solicitation Pg. 17-22) requires delivery of three (3) alternate approaches. Are 3 new additional approaches wanted/required for each program?
RESPONSE: An Alternative Approaches document is required only for the “Windows on Woodson” film (EP-02.05). Refer to Section 3.7.2.1.6.a.iii (page 17) of the SOW.
35.Third-Party Assets such as photos, illustrations, paintings may be used in the EP AV programs and also used within the exhibit on walls and cases. Negotiation for rights may be more cost effective if the requests and licensing for all uses are joined at the time of request. Is that encouraged?
RESPONSE: Visual assets for the exhibit graphics have been licensed and rights obtained. Use permission varies by source and may or may not extend to use in the AV. Permission to use specific imagery in the AV will need to be assessed on a case-by-case basis as the use-terms vary by image.
36.Will the 12 original Books be available for filming?
RESPONSE: Per 2.3.1 Post-Award Meeting, of the solicitation, “The government shall provide twelve (12) original books (items 33-44 above) for copying to produce the required prop/facsimiles.” Filming shall be permitted at this time as well, or at another time determined by the government and the contractor’s project manager.
37.Media Treatment Page 30 EP-02.05 Additional Notes indicates program is planned to be re-combined into single-screen program for web or other uses. Is that work to be included in this pricing? If so, where should that cost be detailed?
RESPONSE: Yes, the budget for EP-02.05 (“Windows on Woodson” intro film) shall include a single-screen version of the film. Attachment 36_Cost Estimate Form may be revised to include any services not listed.
38.Media Treatment Page 30 EP-02.03 clarifies the finished office is to be used in filming. Can that exhibit area be completed by November 2022?
RESPONSE: Yes
39.Media Treatment Page 41 EP-04.02, .03, .04, .05, .06, 07 - Overview states:
”Please refer to the exhibit scripts Text Level II for details, outlines and specific content, including assets to leverage.” Please provide guidance for locating this information within the RFP Attachments.

40.EX.04.03C Does the existing Kinetex floor require cutting in order to inlay the Marley Flooring?
RESPONSE: Yes, the floor map should be inset into the existing floor covering as described in Detail #2 of drawing EX.04.03C of Attachment 13_CAWO Drawing Package.

RESPONSE: The government would prefer the ledge to be heat bent but would entertain a solvent joint should there be a technical reason why the preferred method is not practicable.

RESPONSE: These books have the same title and are similar but are not the exact same editions. One book is classified as an accessioned object and has a Woodson signature on the inside page. The other book is a prop book (a real book, but not an accessioned object). Accessioned objects have limits on how long they can be displayed. The prop version of the book will replace the accessioned object book when it needs to be rotated out of the display.
b. Will they be opened to the same page during rotation?
RESPONSE: No, the accessioned object book will be displayed open so that the Woodson signature is displayed. The prop book will be displayed closed with front cover showing. The contractor should measure both books at project outset to document and confirm any size variances that may inform mount making and display.
47.Do objects displayed on the replica work surface require security mounts?

RESPONSE: The fabricator is responsible for providing this service.

RESPONSE: There are no touch panels or touchscreens for EP-02.05. The program plays automatically on a loop and can also be manually activated by a ranger via a hidden pushbutton.
Will basic start of day, end of day, individual stop / start of exhibits and volume control be the required scope? Is there any interface with other building systems other than fire alarm?
RESPONSE: Yes, operational set up and programming is in the scope of work.
Some of the media elements (audio description for example) will need to work via the site’s WIFI. While the WIFI is not in the contractor’s scope, implementation of the media programs that will run on it is and should be coordinated by the contractor.
Only one bright sign audio is feeding to DSP. Should both Bright sign devices feed the DSP?
RESPONSE: Only one Brightsign needs to be connected to the DSP for this exhibit, but it would be beneficial to have the shared audio track available on both Brightsign devices.

RESPONSE: Each interactive shall feature 6-8 people total (both Influences and Banner Carriers) for a total of 36 to 48 mini docs.

RESPONSE: The AV network does not require an internet connection. The design shows the Listen Everywhere server connected to an NPS supplied switch.

57.Will there be any connection between the beacon system and the AV network?
RESPONSE: If this is in reference to the Audio Tour, that App-driven program is delivered without need for a network connection. If this is in reference to the Listen Technologies IR system, per Attachment15_CAWO Media Programs, pages 11- 13, there will need to be final coordination between the government and the contractor.
58.Please confirm GC / EC provide all conduits, cable trays where needed?
RESPONSE: The current ongoing construction work includes installation of both conduit and cables, but more coordination is needed with the exhibit contractor prior to the completion of electrical and/or low voltage work on site. It is the contractor’s responsibility to provide cabling to the individual exhibit elements.
59. Is there any site specific COVID protocols beyond CDC and OSHA requirements?
Can we have a copy of these requirements?
RESPONSE: The NPS follows the DOI and CDC guidelines for COVID protocols including wearing masks. Masks are required indoors in communities ranked as having high levels of COVID. Washington DC is currently ranked at a low level and masks are optional. The Contractor should be prepared to adjust their onsite masking requirements to meet the requirements of the current conditions as shared with them by the Park and the Contracting Officer. Additionally, the NPS requires contractors and their sub consultants to complete (and keep on file) a vaccination status form prior. This is a simple form that will be provided by the Contracting Officer after project award.
60.Can one person fill more than one role?
RESPONSE: As stated under Item 19.4.1 Key Personnel, “More than one individual may be identified for a position and one person may be identified for more than one position.”
61.The provided AV treatments are through and extremely detailed. They appear to be fully vetted by NPS. Media Treatments, Concept Designs, etc. are provided for each program. In addition, outlines, scripts, quotes, and function flow diagrams are included for the six (6) Interactive Programs. However, Preproduction (Solicitation Pg. 17-22) requires delivery of three (3) alternate approaches. Are 3 new additional approaches wanted/required for each program?
RESPONSE: An Alternative Approaches document is required only for the “Windows on Woodson” film (EP-02.05). Refer to Section 3.7.2.1.6.a.iii (page 17) of the SOW.
62.Third-Party Assets such as photos, illustrations, paintings may be used in the EP AV programs and also used within the exhibit on walls and cases. Negotiation for rights may be more cost effective if the requests and licensing for all uses are joined at the time of request. Is that encouraged.
RESPONSE: Visual assets for the exhibit graphics have been licensed and rights obtained. Use permission varies by source and may or may not extend to use in the AV. Permission to use specific imagery in the AV will need to be assessed on a case-by-case basis as the use-terms vary by image.
63.Will the 12 original Books be available for filming?
RESPONSE: Per 2.3.1 Post-Award Meeting, of the solicitation, “The government shall provide twelve (12) original books (items 33-44 above) for copying to produce the required prop/facsimiles.” Filming shall be permitted at this time as well, or at another time determined by the government and the contractor’s project manager.
64.Media Treatment Page 30 EP-02.05 Additional Notes indicates program is planned to be re-combined into single-screen program for web or other uses. Is that work to be included in this pricing? If so, where should that cost be detailed?

The max load is 525 lbs. The contractor must take care not to damage or overload the elevator if used during installation so as to not void elevator contractor or manufacturer's warranty.
a. What are the dimensions, capacity, limitations and potential uses for the “lift” called out on pgs. 7 and 10 of 105?
RESPONSE: The lift is intended to be a wheelchair lift and the dimensions as called out in the specifications are 54" x 32" (Spec. 144200). We have not received the submittal for the lift from the construction contractor so the capacity is still unknown. The lift may only be used per the specifications so as to not void the contractor or manufacturer's warranty. It shall not be used for transportation of exhibit materials or contractor personnel.
71.General. Is desiccant in scope? Types and quantities?
RESPONSE: Casework is to be constructed to NPS conservation standards, which require use of desiccant for the artifact chamber. The government expects the cases to be delivered with desiccant in place. Refer to Attachment2_Exhibit Conservation Guidelines for specifics.
72.General. What is the largest size truck allowed for deliveries to site?
RESPONSE: Unknown. This is the responsibility of the contractor to determine the appropriate size based on city/permit regulations.
73.General. What is/are the smallest door/passage to each floor?
RESPONSE: The smallest door in the building is 29" x 80", which leads into office spaces. The smallest openings leading into exhibit spaces are 31" x 80".

RESPONSE: Coordination is needed between the fabrication contractor and the construction contractor prior to the completion of electrical and/or low voltage work on site.
79.Design drawings pg. 72 of 105. In the middle of the plan view of the east wall there is what looks like a reader rail with a note to the right, “Tactile objects from restoration bracketed to sill at recessed graphic in build-out.” On page 76 of 105 there’s a note pointing to this area that says, “Bricks and Newell post bracketed to floor and sill.” Is this in scope? If yes, can you provide sketches/drawings with dimensions, materials & finishes? This question corresponds to Custom Elements

RESPONSE: Yes, this is in scope. Items CE-04.07-003, Newel post and CE-04.07- 004, Door knob shall be made available for review at the Post-Award kickoff meeting or at another time determined by the government and the contractor’s project manager.
80.Attachment24_CAWO_Electronic_Equipment_Schedule, EE element # EE-01.06:
It appears as though there is an RF antenna distribution system specified here-can we anticipate some sort of line drawing for this aspect of the system to estimate from?
RESPONSE: Drawing EP-01.06-003 Assisted Listening for Media Pieces shows a box stating, “Wireless Antennas at Exhibits”. Each exhibit should have a wireless microphone antenna in the vicinity to pick up the Ranger’s body worn microphone.
It might be useful to ensure that the entire guided tour has coverage. In either case, architectural drawings can be used to determine scale for cable runs. Actual antenna coverage will need to be determined by conducting a site survey with proper test equipment.
