About this file

This is a Request for Quotation (RFQ) and Performance Work Statement (PWS) for fuel infrastructure replacement and modernization at Grand Canyon National Park (GCNP).

The solicitation (140P1526Q0123) seeks a complete, integrated fuel management solution across three GCNP fuel sites: North Rim, South Rim Diesel/Bulk, and South Rim Unleaded. The requirement encompasses four components delivered as a single integrated contract: (1) fuel site controller and authorization hardware replacement at all three sites using Gasboy SitePrime UX controllers with 4G LTE cellular modules; (2) automatic tank gauge replacement with Veeder-Root TLS450 Plus units utilizing existing probes; (3) cloud-hosted fleet management software (Gasboy EKOS SaaS platform) replacement with complete master data migration and FOB management; and (4) account establishment, configuration, training, go-live support, and twelve months of software subscription. The existing Gasboy Atlas mechanical dispensers remain in place and must be compatible with all new equipment. Quotations are due by September 4, 2026 at 1:00 PM Arizona time, with an anticipated award date on or before September 7, 2026. This is a 100% small business set-aside with NAICS code 237120 and a $45.0M size standard. The contract is firm-fixed price for commercial services under FAR Part 12, with a period of performance from award through December 15, 2026, prioritizing North Rim Substantial Completion by October 31 due to seasonal snowfall constraints. Offerors must be registered in SAM as active small businesses and provide compatibility certifications, detailed project narratives, minimum three prior experience references, contractor qualifications with manufacturer certifications, and execute a comprehensive Quality Control Plan, Operational Continuity Plan, and Waste Management Plan as Pre-NTP submittals. The government furnishes certain information (vehicle roster, FOB inventory, legacy software data export) and property (existing mechanical dispensers, ATG probes, conditional Starlink terminal for North Rim if cellular unavailable), while the Contractor is responsible for all labor, materials, equipment, cellular activation on the government's Verizon account, and first-year SaaS subscription payment. Deliverables include complete Operations & Maintenance Manuals, minimum four hours of structured training with video recording, comprehensive warranty documentation registered in the government's name, and final waste disposition reporting with 50% diversion goal compliance.

PART 1 — GENERAL INFORMATION

1.1 Purpose & Identification

Project Number/Title: PMIS 354308: Fuel Infrastructure Replacement and Modernization. This

Performance Work Statement (PWS) defines the requirements for replacing obsolete fuel infrastructure and modernizing fleet fuel management at Grand Canyon National Park (GCNP).

The Contractor shall furnish all personnel, equipment, materials, tools, supervision, transportation, and services necessary to deliver a complete, integrated, cloud-hosted fuel management solution at three GCNP fuel sites.

1.2 Background and Project Description

GCNP operates three fuel sites supporting park fleet and operational fueling: one at the North

Rim and two at the South Rim (diesel and unleaded). All three sites rely on legacy Gasboy

Islander PLUS fuel site controllers, obsolete Veeder-Root TLS-350 automatic tank gauges

(ATGs), and a CenturyLink Ethernet cable infrastructure of unknown transmission status. The fleet office is not receiving field fuel transaction data from any of the three sites.

The legacy SiteOmat Fleet Head Office (FHO) on-premise software at the fleet office is effectively offline for operational reporting. FOB-based driver authorization continues at the field sites through the existing legacy controllers, but those controllers are obsolete, and unsupported.

This project is a four-component technology modernization — not a parts swap. It replaces obsolete infrastructure with a cloud-based, wireless fuel management system and restores real-time data visibility to the fleet office independent of the Park’s government IT network. The

Gasboy Atlas mechanical dispensers at all three sites are NOT in scope for replacement.

1.3 Objectives

The Government’s objectives for this contract are:

(a) Restore reliable, real-time fuel transaction data transmission from all three field sites to the fleet office.

(b) Replace all obsolete and unsupported fuel site controllers and ATGs at all three sites with current-generation, cloud-capable equipment.

(c) Replace the legacy on-premise fleet management software with a cloud-hosted SaaS platform that requires no on-site server.

(d) Migrate all vehicle, driver, site configuration, and authorization data to the new platform.

(e) Deliver a fully configured, populated, and supported fleet management account operational at go-live.

(f) Ensure all data transmission operates independently of the Park’s government IT network.

1.4 Places of Performance

Field Site Address / Location

North Rim Fuel Site 2 Maintenance Loop, North Rim, Arizona 86052

South Rim Diesel / Bulk Fuel

Site

36.03632, -112.127433

South Rim Unleaded Fuel Site 14 Albright Ave, Grand Canyon Village, Arizona 86023

Fleet Office (GCNP) 1575 Shuttle Bus Rd, Grand Canyon Village, AZ 86023-

1.5 Period of Performance

The period of performance for installation and implementation work shall be from the date of contract award through 15 December. The Contractor shall prioritize the North Rim Fuel Site and shall achieve Substantial Completion at North Rim no later than 31 October due to snowfall risk; snowfall may occur as early as 01 November. South Rim work is less constrained by early snowfall and may be performed later in the period of performance, provided all installation, implementation, testing, training, and acceptance requirements are completed not later than 15

December.

1.6 Government Points of Contact

1.6.1 Contracting Officer (CO)

The Contracting Officer is the only Government official authorized to enter into, modify, or terminate this contract. The CO will be identified at contract award.

1.6.2 Contracting Officer’s Representative (COR)

The COR will be identified by separate designation letter. The COR monitors all technical aspects of contract performance and assists in contract administration. The COR is authorized to:

(a) Assure the Contractor performs the technical requirements of the contract.

(b) Perform inspections in connection with contract performance.

(c) Maintain written and oral communications with the Contractor on technical matters.

(d) Monitor Contractor performance and notify both the CO and the Contractor of deficiencies.

(e) Coordinate availability of Government-Furnished Information and site access.

The COR is not authorized to change any terms or conditions of the contract.

1.7 Post-Award Conference

The Contractor shall attend a post-award conference scheduled by the CO within 30 calendar days after contract award. The Contractor shall bring complete drafts of all Pre-Notice-to-

Proceed (Pre-NTP) submittals required by Section 7.4 to the conference. Notice to Proceed will not be issued until all Pre-NTP submittals are received and accepted.

1.8 Quality Control and Quality Assurance

1.8.1 Contractor Quality Control

The Contractor shall develop and maintain a Quality Control Plan (QCP) describing procedures for identifying, preventing, and correcting deficiencies before they require Government action.

The QCP is a Pre-NTP submittal per Section 7.2.

1.8.2 Government Quality Assurance

The Government will evaluate Contractor performance under a Quality Assurance Surveillance

Plan (QASP) provided at contract award. The QASP defines how the performance standards in this PWS will be applied, frequency of surveillance, and minimum acceptable quality levels.

Performance objectives, standards, and acceptable quality levels are summarized in Technical

Exhibit 1.

PART 2 — SCOPE OF WORK

2.1 Project Overview

The Contractor shall provide a complete, integrated fuel management solution at three GCNP fuel sites. Work consists of four components delivered together; split awards between incompatible vendors will not be considered:

(a) Component 1 — Fuel site controller and authorization hardware replacement at all three sites.
