About this file
This is Amendment 001 to a federal solicitation for fuel infrastructure upgrades at Grand Canyon National Park (GRCA). The solicitation number is 140P1526Q0123, issued by the National Park Service Contracting Operations - Central office. The Contracting Officer is Taylor Jones (taylor_jones@ios.doi.gov, 520-780-9294).
The amendment addresses five questions and answers regarding the fuel infrastructure project. Key clarifications include: (1) removal of the Arizona-licensed contractor requirement—contractors must instead be licensed, insured, and bonded in their home jurisdiction and authorized as dealer/service providers; (2) detailed explanation of existing system failures, including non-functioning Veeder-Root Automated Tank Gauges (ATGs) at all three sites, a failed Orpak Orcu unit at South Rim, suspected damaged underground dial-up communication cable at North Rim, and the need for a comprehensive system upgrade addressing modernization, reliable communications, real-time ATG/inventory reporting, and long-term maintainability; (3) confirmation that existing Gasboy Atlas mechanical dispensers can be reused, with requirements for detailed product specifications and Basis of Design Compliance Statements if proposing "or equal" items; (4) provision of photographs of eight existing tank probes for prospective offerors' independent assessment of compatibility with the proposed Veeder-Root TLS-450 Plus system; and (5) requirement for two pricing scenarios—a Base Bid assuming all eight existing tank probes are compatible and reusable, and an Alternate Bid assuming all eight probes are incompatible and require complete replacement. No other solicitation clauses or dates change with this amendment.

Fuel Infrastructure – GRCA
QUESTIONS:
Question # Question Govt’ Answer/Response
1. Must be a Licensed Arizona Contractor?
Arizona-licensed contractor requirement is being removed, contractor must be licensed, insured, and bonded in their home jurisdiction and agree to meet their service warranty and the manufacturer's warranty obligations as an authorized dealer/service provider.
2. It would be helpful to learn of some of the issues that have plagued your current system(s) in order to provide you with the best possible upgrade.
It's important to understand that the current system has not received significant modernization or maintenance since its original installation. The Fleet Head Office
(FHO) software is extremely outdated and relies on legacy dial-up communications.
Over approximately the past 16 months, the Veeder-Root ATGs at all three sites have stopped reliably reporting inventory data to the fleet management software. At the South
Rim Unleaded site, the Orpak Orcu unit within the existing controller has also been verified as failed. At the North Rim, in addition to the
ATG reporting failure, the underground dial-up communication cable is suspected to have been damaged during last year's fire.
Overall, the system is comprised of aging, obsolete components, and we have experienced multiple independent and compounding failures across the hardware, mailto:taylor_jones@ios.doi.gov communications infrastructure, and software. These issues have made the existing system increasingly unreliable and difficult to support.
We are therefore looking for an upgrade that addresses the system as a whole rather than simply replacing individual failed components, with particular emphasis on reliable communications, real-time
ATG/inventory reporting, and long-term maintainability.
3. Reuse of the existing Gasboy Dispensers will not be an issue, even with the system we would recommend.
Per solicitation, If quoting an “or equal” item, must submit a detailed product specifications document/literature and ensure it is provided to confirm the item(s) are comparable;
Basis of Design Compliance
Statement
For any proposed alternate to Basis of Design equipment, written documentation certifying:
(a) Full compatibility with the existing Gasboy Atlas mechanical dispensers at GCNP.
(b) Integration with the proposed (or Basis of Design) ATG and cloud platform.
4. We may have an issue with reuse of the existing tank probes for the new Veeder Root TLS-450 if the existing are of the older type. This would be very good information to have before bidding, due to lead times for new equipment.
• We currently have eight above ground fuel tanks, with one inventory probe installed in each tank. We are uncertain whether the existing probes are compatible with the proposed newer-generation
Veeder-Root TLS-450 Plus system. Photos of the existing probes, including available identifying information, are attached for review.
• Prospective offerors are requested to review the attached photographs and make an independent determination as to whether the existing eight probes are compatible with the proposed Veeder-Root
TLS-450/ approved alternate.
5. For bidding purposes, please provide pricing under both of the following assumptions:
1. Base Bid – Reuse Existing
Probes: Assume all eight
(8) existing tank probes and associated equipment are compatible with and can be reused with the new TLS-
450 Plus system
2. Alternate Bid – Replace Existing Probes: Assume all eight (8) existing tank probes and their associated equipment are incompatible and require complete replacement.
