About this file
This is a Request for Quotation (RFQ) for a Blanket Purchase Agreement (BPA) issued by the National Park Service (NPS) for custodial bath tissue at Grand Canyon National Park. The solicitation seeks a five-year BPA to supply and deliver two different bath tissue specifications: a specific Tork brand 2-ply jumbo roll (item #12021502) for the South Rim with a 2.3" core diameter, and a generic 2-ply bath tissue roll with a 3" core for the North Rim. The South Rim requires a brand-specific product due to compatibility with existing dispensers and wastewater systems.
The BPA is a 100% small business set-aside with an anticipated ordering period from September 1, 2025 to August 31, 2030. The South Rim will require approximately 250-280 cases monthly (3,000 cases annually), while the North Rim will need 48-240 cases once or twice yearly. Delivery requirements include palletized shipments within 5-10 business days to specific NPS warehouse locations. Quotes are due by August 18, 2025 at 10:00 AM Mountain Time, with questions accepted until August 4, 2025. The estimated maximum BPA value is $750,000 over the five-year period, with annual pricing to be updated each year.

Award will be made on the basis of the Lowest Price Technically Acceptable (LPTA) in accordance with the items contained in this solicitation and the process described in FAR part 13.
1. Price. A per unit price evaluation will be performed to determine the reasonableness of the proposed price. Reasonableness will be determined considering other competitive prices received and comparison to the Independent Government Estimate. (b) The lowest-priced quote will be evaluated first for technical acceptability. If the lowest-priced quote is found to be technically acceptable, that Offeror will receive the award. Quotes will receive a preliminary review to determine whether the quote contains sufficient information, as required by the solicitation, to allow the government to perform a meaningful evaluation. If the results of this preliminary review indicate that the quote lacks sufficient information to allow a meaningful evaluation to be conducted, the Contract Specialist/Contracting Officer may eliminate the quote from further evaluation and consideration for an award.
