About this file
This document is an Amendment (0001) to a Solicitation for a Custodial Bath Tissue Blanket Purchase Agreement (BPA) for Grand Canyon National Park. The solicitation (140P1525Q0070) has been amended to extend the quote submission deadline to August 26, 2025 at 12:00pm MD, with electronic submissions to lindsay_mclaughlin@nps.gov. The BPA covers bath tissue for South and North Rim locations, with KleenLine KL-851308 previously used as a successful product, though alternatives meeting specifications are acceptable.
Key details include seasonal delivery expectations (typically monthly, with summer orders potentially every two weeks and winter orders up to six weeks apart), forklift offload availability at the South Rim location, and no expected North Rim deliveries in 2025 due to wildfire damage. The BPA allows for product substitutions with COR approval, particularly for the South Rim, where sewer system constraints limit acceptable brands. Pricing will be updated annually, and deliveries must be completed within 5 business days of order placement. Previous supplies were purchased via government purchase card, and there is no incumbent contractor.

Questions and Government Responses listed below:
Question # Question Answer/Response 1 Please specify the award type (Eg: All or None, item by item, group by group) for the bid Proposals will be analyzed in whole, but award may be limited to a single item depending on other proposals and the Park gains more insight as to the long-term North Rim plans. There is no funding attached to the parent BPA award. Funding will be attached with the individual BPA call orders which will specify the amount needed.
2 Can you provide the manufacturer number for Item #2.
Previously KL-851308 by KleenLine has been a successful product, but alternatives meeting the specifications are acceptable.
3 Please clarify whether we need to provide any services (maintenance or installation) to participate in the bid.
No maintenance or installation. Product delivery only.
4 Will this be a once a month delivery?
Deliveries are typically placed once a month. Seasonal visitation patterns will drive frequency of orders.
Typically summer orders could be as often as two weeks and winter may be as long six weeks. North Rim orders are typically only done once or twice a year.
5 Do you have a forklift at the delivery locations, or will we need to deliver with a liftgate?
Forklift offload is available at South Rim delivery location but not at the North Rim location.
6 Please clarify whether we can provide an alternate product for Item #2 with a slight difference in specifications.
Substitutes are acceptable but must be tested and approved by the Contracting Officer’s Representative (COR). If pricing different products, include specification sheet on proposed product(s) along with pricing in quote package.
7 Will there be any delivery requirements to the North Rim during the remainder of the 2025 season, given the announced closure due to wildfire damage?
No expected deliveries for the North Rim in 2025.
8 Can the Government provide an estimated restocking quantity for the North Rim to replace inventory lost in the fires, including the expected
Restock will be within the range already indicated in the Request for Quote. Significant stock levels are not kept on hand at North Rim.
volume for the first BPA call once access is restored?
9 Will the first BPA call for the North Rim include both routine supply and emergency replenishment to account for destroyed storage, or will these be handled under separate orders?
Restock will be within the range already indicated in the Request for Proposal. Significant stock levels are not kept on hand at North Rim.
10 Should vendors plan for modified delivery locations or staging areas for the North Rim (e.g., Kaibab Forest or regional depots) in lieu of direct access to 1 Admin Loop Road?
Long range North Rim plans are still being determined.
Deliveries would still be within 2 miles of 1 Admin Loop Road when they are expected to resume in 2026.
11 There is no Model No. and Brand Name for the second product. Would you mind providing that information for "Custodial Bath Tissue, 3" core, 12" roll diameter".
Previously KL-851308 by KleenLine has been a successful product, but alternatives meeting the specifications are acceptable.
12 The Custodial Bath Tissue, 3" core, 12", roll diameter, the suppliers are not familiar with this size in the Tork brand. However, they have suggested other brands that are equal to or suitable to the measurements. Will you accept another brand?
The 3” core, 12” roll for the North Rim does not be Tork brand, it only needs to be meet the specifications.
13 To ensure supply continuity in case of shortages, can substitutes be offered for Tork #12021502 as long as they meet or exceed the required technical specifications?
Substitutes for Tork on the South Rim must be tested and approved by the Contracting Officer’s Representative (COR). The sewer system and wastewater treatment plant are not able to accommodate all brands due to the systems’ age and design; bath tissue degradation time has caused significant maintenance issues in the past. Provide proposed product(s) and different pricing in bid.
14 For the second line item, is a core size slightly larger than 3" (e.g., 3.3” , 3.25”or 3.55”) acceptable if it meets all functional and dispenser requirements?
Previously KL-851308 by KleenLine has been a successful product, but alternatives meeting the specifications are acceptable.
15 Will pricing adjustments be allowed based on inflation or market conditions during the BPA period?
Pricing will be updated annually per the BPA Terms and Conditions.
16 What is the expected delivery lead time once a call is issued?
SOW states: “Deliveries will need to be delivered no more than 5 business days from date order was placed and delivered to the location below.”
17 Is there an incumbent on this project? If so, can you provide us with the contract # and the contracted amount?
There is no incumbent/contract information. Previous supplies were bough via Government Purchase Card.
