GENERAL INFORMATION:

This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price (FFP), purchase order as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P1424Q0038. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this Request for Quote (RFQ) are those in effect through Federal Acquisition Circular (FAC) 2024-03 and are available in full text through Internet access at http://www.acquisition.gov/far/.

The acquisition is in support of Timpanogos Cave National Monument (TICA).

This RFQ is posted on SAM.gov’s Contracting Opportunities and is not set-aside. This RFQ is available to all contractors through full and open competition.

The North American Industry Classification System (NAICS) code is 238120 – Structural Steel and Precast Concrete Contractors. The small business size standard is $19.0 Million. The Product Service Code (PSC) is Z1LC – Maintenance of Tunnels and Subsurface Structures.

Period of Performance: 05/01/2024 – 06/12/2024

Service Contract Act:

The Service Contract Act (SCA) applies to this requirement. Wage determination 2015-5485 REV. 22 dated 12/25/2023 for Utah County, Utah is attached.

Award Selection Process:

Per FAR Part 13.106-2(b) evaluation will be conducting by comparative evaluation of offerors. This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2)).

1. Price.

2. Technical: It is the quoter’s responsibility to provide sufficient information and factual documentation of the firm’s ability to meet the specifications outlined in the Scope of Work (SOW) document. Quoter is responsible to explain the relevancy of the information provided.

Determination of technical acceptance will be made solely by the Contracting Officer.

a. Quoter shall provide documentation on how the firm will fulfil the SOW for this project.

b. Quoter shall provide documentation specifically related to industry best practices in demolition/installation of Bat Gates in mountainous conditions that require the use of Alpine SRT techniques, environmental, and natural resources to include at minimum horizontal versus vertical bar design, vertical versus horizontal bar spacing, measurements, accessibility from either side of the gate, and airflow in meeting the SOW for this project.

c. Quoter shall provide documentation and plan of gate design to ensure maximum durability to last at minimum 20 years and include at minimum how the quoter plans to establish a product that is corrosion resistant, holds up to weather, humidity, and changes in climate and environment.

d. Quoter shall include documentation of lead times for materials and expected project length from start to finish related to the delivery timeframe listed in the SOW.

e. Quoter shall provide documentation that the quoter and quoter personnel have extensive experience in Alpine SRT techniques plus techniques in hauling and lowering materials with rope systems.

3. Prior experiences: Prior experience is the factual documentation or narrative of a firm’s experience, qualifications, and capability, along with providing up to 3 Alpine SRT experience as related to removal/installation of Bat Gates in a mountainous environment that requires on rope techniques to navigate the terrain including navigating all materials, equipment, and supplies to the location where the work will be performed to include a description of the project, contract number, point of contact, phone number, and email.

This requirement does not contain options.

INSTRUCTIONS TO OFFERORS:

Quotes must be in accordance with and in the order detailed in this section. Failure to submit quotes according to the instructions provided within the solicitation may result in the respondent’s quote not being considered for award.

All interested parties shall be registered in the System for Award Management or SAM.gov at the time a quote is submitted and at award.

The quoters shall submit a quote to the contract specialist by email to sally_leitch@nps.gov by the closing date and time. Late quotes may not be accepted. It is solely the contracting officer’s decision to accept or not accept late quotes.

All questions shall be submitted in writing by Noon (12:00 pm) Mountain Standard Time (MST) on 03/20/2024, to sally_leitch@nps.gov.

All quotes shall be submitted via email to sally_leitch@nps.gov by the closing date and time of 03/27/2024 at 1400 (2PM) MST.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award.

The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor.

Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.

(c) The COR is not authorized to perform, formally or informally, any of the following actions:

(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract

(2) Waive or agree to modification of the delivery schedule

(3) Make any final decision on any contract matter subject to the Disputes Clause

(4) Terminate, for any reason, the Contractor's right to proceed

(5) Obligate in any way, the payment of money by the Government.
