Haskell Indian Nations University building #127, Tommaney Library.

The Contractor will ship textbooks to students, on or off campus. Company will create an online campus bookstore to select their course materials in all formats available: eBook, new, used, or rental. The Contractor will ship textbooks to students, on or off campus. Company will provide course material changes and customer service to utilize products. Contractor will provide shipping return labels for rental materials.

Contractor will provide training to library staff for the local textbook distribution and equipment. The price is variable due to the faculty's choice in title and the number of students are enrolled. Products, prices, and services must promote confidence that the

University community is obtaining the best possible combination of quality, customer service and price.

SECTION 1 INTRODUCTION

a)General

The Department of Interior (DOI), Bureau of Indian Education (BIE) is issuing this Request for

Quote (RFQ) for Library Textbook Services for Haskell Indian Nations University in accordance with the requirements in Section 2.0.

This RFQ is 100% set-aside for Indian Small Business Economic Enterprises.

Offerors will not be reimbursed for any costs incurred in developing their submission in response to this RFQ.

b)Anticipated Award Type

The Government anticipates an award of a Firm-Fixed-Price (FFP) purchase order as a result of this RFQ.

c)North American Industry Classification System (NAICS) Code

The NAICS code for this RFQ is 519120, Libraries and Archives. Alternate NAICS codes may be proposed by the Offeror.

d)Period of Performance

The base year period of performance (POP) for this requirement is anticipated to be from

SECTION 2 DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

B.1 REQUIRED WORK

The Contractor shall provide services as stated in the Statement of Work (SOW).

C.1 TYPE OF CONTRACT

This is a Firm Fixed Price (FFP), single award contract. Services shall be in accordance with the

Statement of Work. The North American Classification Industry System (NAICS) for this requirement is 519120 and the small business size standard is $16.5M. No additional sums will be payable on account of any escalation in the cost of materials, equipment or labor, or because of the Contractor’s failure to properly estimate or accurately predict these prices or difficulty of achieving the results required by this contract. Nor will the contract price be adjusted on account of fluctuations in the currency exchange rates.

C.2 STATEMENT OF WORK

1. BACKGROUND

Haskell Indian Nations University is located in Lawrence, Kansas. The University Tommaney

Library provides academic library services in physical and digital space, information specialists, and Indigenous resources. The library has previously provided all print textbook services to students. To provide improved service, meet the individualized learning preferences contracting textbook services would allow students to select the format of their choice.

2. SCOPE OF WORK

In fulfillment of Haskell’s federal mission, Tommaney Library seeks to provide the best in digital and print resources to support the curriculum of faculty for students in their research capacity. Contractor will be the exclusive provider of course materials to students for the three semesters of an academic year.

Contractor will be:

Experienced in at least a decade of contract textbook services.

Build a storefront online bookstore.

Provide online access to free shipping and use services.

Accept orders online and by phone

Provide customer support and technical services.

Provide Marketing. Accept orders online, by phone.

Option to ship to campus or ship to home.

Offer free expedited shipping from eCampus to the library.

Offer free standard shipping to students’ residence.

Offer $5.00 expedited shipping upgrade on orders shipped to students residence.

Offer training and equipment to library staff for distribution and return. Staff will be trained to distribute shipped items.

3. PERIOD OF PERFORMANCE

Contract is from January 01, 2021 to September 30, 2021. Contractor will provide textbook services each semester to be paid through Financial and Business Management System (FBMS).

Services shall be provided during the school year for Spring, Summer and Fall semester.

4. PLACE OF PERFORMANCE

Contractors will not be on campus. No background checks are needed. Services and drop off points will occur at Haskell Indian Nations University building #127, Tommaney Library.

5. KEY PERSONNEL MINIMUM REQUIREMENTS

The Contractor shall provide key personnel that meet or exceed the following minimum requirements. Evidence of meeting these requirements shall be provided to the Government with the Contractor’s quote/proposal.

6. DELIVERABLES

The Contractor shall provide the following deliverables within the specified timeframe: Delivery of packaged textbooks will be to the Tommaney Library and to student’s residents using various shipping. Electronic resources will be delivered to student email.

7. SECURITY REQUIREMENTS

Contractors will not be on campus. No background checks are needed.

8. PAST PERFORMANCE ASSESSMENT

The Government will evaluate the Contractor’s performance under this contract which will be shared with other Government agencies and used as past performance references.

C.5 NON-PERSONAL SERVICES

This contract is a non-personal services contract, under which the contractor is an independent contractor. The Government may evaluate the quality of professional services provided. The Contractor is required to indemnify the Government for any liability producing act or omission by the Contractor, its employees and agents occurring during contract performance. The Contractor shall maintain medical liability insurance, which is not less than the amount normally prevailing within the local community for the specialty concerned

Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP)

(April 2013)

Payment requests must be submitted electronically through the U. S. Department of the

Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the

Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the

IPP invoice

- A copy of the contractor’s invoice shall be included with the IPP invoice. If no invoice is attached, the Invoice will be rejected.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the

Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor

Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the

Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
