About this file

This is a Request for Quote (RFQ) for professional locksmith services to rekey approximately 400 locks at the NOAA Galveston Campus utilizing a Sargent master key system. The solicitation number is 1333MF26Q0111, issued on September 4, 2026, with an offer due date of September 14, 2026 at 4:00 PM Eastern Time. The contracting officer is Heather Mahle of NMFS Field Delegates in Kansas City, Missouri.

The scope requires the contractor to conduct a complete survey and inventory of all existing lock cylinders, rekey or replace all designated lock cylinders using genuine Sargent key system components, establish a campus-wide Sargent master key system, cut and deliver all required keys, and test each lock and key combination. Work must be completed by December 31, 2026. The project encompasses locks in eleven facilities including office buildings (301-307), MA Building, three HAZMAT buildings, Wet Lab, Turtle Barn, Boat Barn, and Turtle Hospital. Locks include building exterior doors, interior doors, walk-in gates, and padlocks, all to be keyed to operate with the appropriate master key. Deliverables include a fully rekeyed lock system, functional master key system, complete key schedule, keying matrix, bitting records in sealed format, and warranty documentation. The contractor must be an authorized installer and service provider for genuine Sargent key systems and employ qualified locksmith technicians.

Evaluation will be based on four factors: technical approach and scheduling strategy (with emphasis on feasibility of the master key system design); experience and contractor qualifications confirming authorization and certification; past performance on similar commercial or institutional projects; and price reasonableness. Technical and past performance combined are equally important to price. The solicitation is a total small business set-aside and women-owned small business (WOSB) acquisition. Standard Form 1449 is used, and the contractor must be registered in SAM to be eligible for award. All FAR clauses applicable to commercial services are incorporated, including service contract labor standards with a locksmith wage determination of $41.39 per hour (including fringe benefits). Offerors may submit quotes on the SF-1449 form or their own company form and must provide a vendor data management plan.
