About this file

This is a Questions and Answers document for federal contract opportunity 1333MF26Q0111, a rekey project issued under solicitation 26-515 by NOAA.

The project involves rekeying 185 locks/cylinders at a campus facility located at 4700 Avenue U, Galveston, Texas 77551 (note: an earlier address of 1001 Texas Clipper Rd was corrected). The existing infrastructure uses Sargent hardware, including standard pin-tumbler cylinders and Sargent interchangeable cores (SFIC). The contracting officer provided photos showing representative exterior door locks, interior door hardware, padlocks, and current key blanks to guide bidders. The rekeying system must support a four-level master key hierarchy: Level Four (Great Grand Master Key—2 keys), Level Three (Grand Master Key—5 keys), Level Two (Master Key—5 keys), and Level One (individual change keys—25 keys), plus fire department key access with a wall-mounted box. Bidders may propose equivalent restricted keyway systems from other manufacturers if they meet all operational requirements and account for complete removal and replacement of existing hardware on all doors and gates. A single mandatory site visit is scheduled for Tuesday, September 11, 2026 at 9:00 a.m. CST at the facility. Prospective attendees must not ask questions during the site visit but should submit all questions via email to the Contracting Officer, heather.mahle@noaa.gov, by close of business on 9/11/2026. Vendors should monitor SAM.gov for updates.

Q&A 26-515

REKEY

1333MF26Q0111

1. Could you send a few photos of representative existing lock cylinders — an exterior door, an interior door, and a padlock — along with a photo of both sides of a current key blank, if one is available? I need to determine whether these are standard pin-tumbler cylinders, Sargent interchangeable cores (SFIC), or if the cylinders would need to be pulled from the doors to rekey. Please also let me know what keyway their current locks use, or what keyway is specified for the new system (including whether a restricted keyway is required) — we won't be able to finalize cylinder pricing until that's confirmed, since it affects both hardware cost and lead time.

A:

2. Is an exact cylinder count available, rather than the "approximately 400" figure in the solicitation? A per-building breakdown (301, 302, 303, 305, 306, 307, MA Building, the three HAZMAT buildings, Wet Lab, Turtle Barn, Boat Barn, Turtle Hospital) would be ideal, but even a firm total would help.

A: 185 locks/cylinders on secondary count (will certify count 9/11/26)

3. How many levels of master keying does the campus need (e.g., grand master over building masters over individual change keys)?

A: Details below:

- Level Four (Great Grand Master Key): Adds a great grand master key at the very top of the hierarchy that operates multiple grand master systems across an entire campus

- Level Three (Grand Master Key): Adds a grand master key that operates two or more separate master key groups within a facility.

- Level Two (Master Key): Includes one master key that operates a group of locks, while each individual lock also has its own unique change key.

- Level One (No Master Key): Locks are operated only by individual change keys (keyed different or keyed alike). There are no master keys, which provides the highest level of security. This is used for small stores and residences.

4. How many physical keys will be needed at each level and per building — for example, how many grand master keys, how many master keys per building, and how many change keys per door/lock? This will affect our key-cutting cost.

Approximate listing below, system must be expandable.

A: - Fire Department Key and Box with pedestal

- Great Grand Master Key: 2 (two)

- (Grand Master Key): 5 (five)

- Level Two: 5 (five)

- Level One (No Master Key): 25

5. There are other brands of restricted keyway system that would likely cost less than the stated Sargent brand. Would a response be considered for an equivalent substitute that meets all other requirements?

A: Your proposed equivalent hardware will be considered, provided that it can meet our specific operational requirements. To be deemed an acceptable equivalent, your solution must support a key system that includes Master, Sub-Master, and a third-level master system, inclusive of Fire Department Key access.

Additionally, as the facility's current infrastructure is fitted for Sargent hardware and may not be compatible with your system, your proposal must account for the complete removal and replacement of existing hardware on all relevant doors and gates. Please ensure your bid addresses these requirements clearly.

6. Please confirm address

a. Also, just to confirm the address: 1001 Texas Clipper Rd, Galveston TX 77554

A: Address is:

4700 Avenue U, Galveston, Texas 77551

7. When is site visit available.

a. A single site visit is scheduled for Tuesday September 11, 2026 at 9am CST at 4700 Avenue U, Galveston, Texas 77551 This will be the only site visit planned. Personnel will enter the gate and make a right; follow road until the end and park on the far end of the maintenance warehouse. Once parked all personnel need to enter bldg 307 (first one story red brick building) to sign-in. Site visit will begin at 9:00am, late arriving personnel will be sent away.

Prospective attendees shall not ask any questions during the site visit, but should capture all questions and email them to the Contracting Officer, heather.mahle@noaa.gov, by COB 9/11/2026.

Vendors should monitor SAM.gov for any updates.
