COMBINED SYNOPSIS/SOLICITATION

Non-personal services to provide preventive maintenance for Eaton Uninterruptable Power Supply (UPS) units at the National Weather Service (NWS) Weather Forecast Offices (WFOs) in six (6) locations. The six (6) locations are: Pocatello, ID; Spokane, WA; Pendleton, OR; Las Vegas, NV; Elko, NV; and Eureka, CA.

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number 1305M325Q0293

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05 (Aug 2025) (Deviation 2025-07) (May 2025).

FAR 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services (Sep 2023) NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror.

1. Submit PDF or Microsoft Word format quotations to the office specified in this solicitation at or before the time specified in the solicitation. FAR 52.212-2 Evaluation- Commercial Products and Commercial Services (Nov 2021) Offers will be evaluated based on price and the factors set forth in paragraph (a).

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Paragraph (a) is hereby completed as follows: Evaluation will be based on the following pass/fail criteria;

1. Technical Acceptability/Capability.

Quote shall include a statement demonstrating the offeror’s capability to perform the required scope of work, including relevant experience for the same or similar services within the past two years and the offeror’s understanding of the requirement. The statement must not be a reiteration of the Statement of Work. The Offeror must propose Eaton-certified technicians. Non-Eaton- Certified Technicians will not be accepted. Failure to address the full requirements of the Statement of Work will be considered a fail and the quote will not be accepted.

2. Past Performance.

The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. Provide a detailed description of the company’s experience performing similar services, make sure to describe experience with Schneider Electric equipment. The Government will use its discretion to determine the sources of past performance information used in the evaluation, and the information may be obtained from references provided by the Offeror, the agency’s knowledge of Offeror performance, other government agencies or commercial entities, or past performance databases, and will be based on responsiveness, quality, and customer services.

3. Price.

The Government intends to award a low priced, technically acceptable, single firm fixed-price purchase order on an ALL OR NONE BASIS with payment terms of Net 30.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

PREVENTIVE MAINTENANCE FOR EATON UNINTERRUPTABLE POWER SUPPLY (UPS) UNITS

1. BACKGROUND:

NOAA has six (6) Eaton UPS units at six (6) different locations that are in need of preventive maintenance. The equipment was installed in early 2022 and service has lapsed.

2. GENERAL PURPOSE:

Identify any problems and provide pricing to correct deficiencies during pre-contract surveys. Perform all preventive maintenance according to manufacturer's specifications.

3. PLACES OF PERFORMANCE:

The six (6) locations and six (6) Eaton UPS units are as follows:

4. SCOPE:

The Contractor shall provide all supervision, labor, tools, materials and equipment necessary to perform this statement of work. All work and materials supplied shall be in accordance with these instructions, manufacturer’s specification, all applicable federal, state, local, OSHA, EPA, NEC, NFPA, building and facilities codes and criteria.

The Contractor shall provide

The Contractor shall perform below steps according to Manufacturer's Specifications:

1. Customer support (24 hour) w/ Parts and Labor for the duration of the period of performance.

2. Pre-Contract Survey.

3. One-time Preventive Maintenance (PM) Inspection. Schedule to be coordinated with Government Point of Contact within ten days of PM visit.

4. Perform Battery Maintenance

5. Provide recommendations for loaded/unloaded generator maintenance runs in relation to Advanced Battery Management (ABM) chargers.

6. Following the PM Inspection, the Contractor shall provide a written report to the Government Point of Contact that details the results of the inspection, and makes specific recommendations toward future remedial action, upgrades, or sparing. The report shall be written by or in consultation with the technician that performed the work.

5. PRE-CONTRACT SURVEY (PCS)

The Contractor shall have an Eaton Certified Technician perform a PCS within the 60-day period concurrent with the PM Inspection to identify any pre-existing conditions.

The PCS shall consist of:

1. Travel to and from the equipment site location.

2. Inspection of equipment to include:

a. Examination of equipment(s) operating condition including internal and external batteries

b. Examination of environment in which the equipment is operating;

c. Consultation with site personnel concerning equipment and site service history;

d. Notation of all equipment and site pertinent data and statistics.

6. PM INSPECTION

The Contractor shall have an Eaton Certified Technician perform the following general checks. All checks are to be performed during off-line operation, in the bypass mode.

1. Visual Inspection

a. Inspect all printed circuit board connections for cleanliness, swab contacts if necessary.

b. Inspect all power connections for signs of overheating

c. Inspect all subassemblies, bridges and legs for signs of component defects or stress

d. Inspect all DC capacitors for signs of leakage

e. Inspect all AC capacitors for signs of leakage

f. Inspect and inventory all customer-owned spare parts

g. Inspect for, and perform as required, any open engineering changes

h. Inspect battery monitoring system

2. Internal Operating Parameters

a. DC Ground Detection Offset

b. Inverter leg current average balance

c. Output filter current average phase balance

d. Rectifier bridge current average leg balance

e. AC Protection settings are checked

f. DC Protection settings are checked

g. Input and Output Frequency and Voltage Bandwidth settings are checked

h. Verify DC filter capacitance

i. Verify AC tank and trap filter capacitance

j. Power Supply voltages and waveforms

k. Update UPS firmware as necessary with customer approval

l. Evaluate Field Service Bulletins (FSBs) for potential updates

3. External Operating Parameters

a. System Input Voltages (all phases)

b. System Input Currents (all phases)

c. DC Charging Voltages (float and equalize), record settings, adjust to nominal

d. Rectifier phase on and walk up

e. Inverter phase on and walk up

f. Adjust all panel meters to measured values

g. System Bypass Voltages (all phases)

h. Manual and UV Transfer Testing, verify uninterrupted transfer waveform

i. Outage simulation, and battery capability testing, and verify charger current limit

j. Generator operation and interface verification

4. Environmental Parameters

a. UPS area ambient temperature and condition of ventilating equipment

b. General Cleanliness of UPS Power Module

c. General Cleanliness of UPS area

d. Replace air filters as applicable and necessary

e. Clean outside of UPS including control panel/CRT screen

5. Battery Cabinet Checks

a. General appearance of Battery System

b. General cleanliness of Battery System area

c. Inspect cells for physical abnormalities

d. Inspect all DC connections for abnormalities

e. Battery System area ambient temperature and condition of ventilating equipment

f. For internal batteries only measure and record:

i. Overall battery float voltage

ii. Charger output current and voltage

iii. Negative terminal temperature of one cell/battery per battery cabinet shelf or racktier

iv. Momentary load testing of cells < 100 watts

6. Monitoring System Parameters

a. Alarm archive review and printing

b. Alarm lamp test-local

c. Replace all open monitor bulbs

d. Inspect battery monitoring system

e. Review Battery Test in history

f. Update connectivity card firmware as necessary

7. BATTERY MAINTENANCE

The Contractor shall have an Eaton Certified Technician perform the battery maintenance. Battery Maintenance includes those tasks below:

1. Measure and record the following:

a. Individual cell/battery float voltages or overall float voltage

b. Charger output current and voltage

c. AC ripple current and voltage imposed on the battery

d. Internal ohmic values of each cell/battery or perform a continuity test of each cell/battery

e. Connection Resistance of 100% of the inter cell/battery connection

f. Ambient temperature and ventilation status

g. Negative terminal temperature of all cells/batteries

2. Visually inspect conditions and appearance of the following:

a. Connection terminals inter cell/battery connectors, cables and associated hardware

b. Cell/battery covers, containers, and post seals

c. Battery racks or cabinets and associated components and hardware for structural integrity

d. Inspect cleanliness / corrosion of batteries, cabinet, rack and area

e. Battery monitoring equipment

f. Cell/battery jar or cover, noting any excessive distortion

3. Perform cleaning of all accessible surfaces as required

4. The yearly maintenance procedure should include all of the above with the addition of the following:

a. Measure and record the connection resistance of 100% of the inter cell/battery connections.

b. Refurbish and re-torque any connection where the resistance is above 20% of the average.

8. DELIVERABLES:

The Contractor shall provide an electronic copy of each required deliverable to the Government Point of Contact in accordance with the below schedule:

9. PERIOD OF PERFORMANCE:

October 1, 2025 – September 30, 2026

Work must begin within ten (10) business days of award of the purchase order. “Work” includes ordering parts and equipment not already in stock and necessary to perform the work. The Contractor shall complete all work within the stated period of performance.

10. DEFINITIONS:

Where “as directed”, “as required”, “as permitted”, “approved”, “acceptance”, or words of similar import are used, it shall be understood that the direction, requirements, permission, approval, or acceptance of the Government Point of Contact is intended unless stated otherwise.

As used herein, “provided” shall be understood to mean “provided complete in place”, that is “furnished and installed”.

11. REGULAR WORKING HOURS:

“Regular Working Hours” are from 0700 to 1600 Monday through Friday except Federal holidays and other days specifically designated by the designated representative. “Regular Working Hours” means hours a contractor can expect to be allowed to perform work on site, or be able to contact the office.

Anything outside regular working hours must be done by permission of the Government Point of Contact.

Contractor agrees to observe all Federal Holidays, and any other day off work designated by Federal statute, Executive Order, or Presidential Proclamation.

Federal Holidays are as follows:

If a holiday falls on a Saturday, for most Federal employees, the preceding Friday will be treated as a holiday for pay and leave purposes. (See 5 U.S.C. 6103(b).) If a holiday falls on a Sunday, for most Federal employees, the following Monday will be treated as a holiday for pay and leave purposes. (See Section 3(a) of Executive Order 11582, February 11, 1971.) In each instance, the Contractor agrees to continue to provide sufficient personnel to perform requirements of any critical tasks already in operation or scheduled, and shall be guided by the instructions issued by the Government Point of Contact. In the event of a site dismissal or closure due to weather, emergency or other circumstances, the Contractor is instructed to contact the Government Point of Contact.

12. CONDUCT OF WORK

The Contractor must ensure employees are physically able to accomplish the work specified herein. All such employees working on government premises are subject to all applicable federal rules and regulations with regard to entering and leaving the premises and building(s). Any contractor employee who is considered incompetent, careless, insubordinate, unsuitable, or otherwise objectionable or whose continued employment is contrary to the public interest by the government’s designated representative will be promptly removed from the contract work upon notification to the Contractor by the Government Point of Contact that such conditions(s) described above exist.

13. SAFETY REQUIREMENTS:

The Contractor shall conduct all work in a safe manner and shall comply with station regulations and Department of Labor standards. The government will not provide safety equipment to the Contractor.

The Contractor’s work site may be inspected during performance of the contract for EPA, OSHA and station safety violations. It will be the Contractor’s responsibility to rectify any violations immediately.

The Contractor shall report any accidents that occur during the performance of the contract to the Government Point of Contact, within 24-hours of an occurrence.

The Contractor shall provide and maintain fire extinguishers in construction areas if a risk of fire is present. For any flammable and combustible liquids, the Contractor shall store, dispense and use liquids in accordance with 29 CFR 1926, NFPA 241 and NFPA 30.

14. SECURITY REQUIREMENTS:

15. IDENTIFICATION OF CONTRACTOR VEHICLES:

Each Contractor-provided vehicle shall clearly and visibly show the Contractor’s name. The Contractor shall let staff at the front desk know what vehicle(s) belongs to the Contractor. The Contractor shall display a valid state license plate and safety inspection sticker, if applicable. Contractor vehicles operated on Government property shall be maintained in good repair.

16. STATION REGULATIONS:

The Contractor and its employees shall become acquainted with and obey all government regulations as posted, or as requested by the Government Point of Contact.

17. GOVERNMENT-FURNISHED EQUIPMENT, UTILITIES, AND FACILITIES:

The Government Point of Contact will, upon request, designate specific areas adjacent to the building and within the existing parking lot, specific areas for the delivery and lay-down of materials and equipment to be used by the Contractor specific to this work. Utilities, such as electric and water specific to this work will be supplied by the government.

18. CLEANUP:

The Contractor shall dispose of all material according to all Federal and State laws and regulations. The Contractor shall keep premises free at all times from accumulation of waste and/or rubbish resulting from the work. Upon completion of the work, all debris, tools and surplus materials shall be removed and the entire area shall be left in a neat and clean condition. The Contractor shall properly dispose of all debris, trash, waste and surplus material disposed off-site.

19. INVOICING:

Upon completion and acceptance of the work, the Contractor shall submit the invoice via IPP.gov.

(a) Definitions. As used in this provision—

Covered telecommunications equipment or services has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

Economically disadvantaged women-owned small business (EDWOSB) concern means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127, and the concern is certified by SBA or an approved third-party certifier in accordance with 13 CFR 127.300. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

Forced or indentured child labor means all work or service—

(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.

Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

Immediate owner means an entity, other than the offeror, that has direct control of the offeror.

Indicators of control include, but are not limited to, one or more of the following: ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

Predecessor means an entity that is replaced by a successor and includes any predecessors of the predecessor.

Reasonable inquiry has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174).

Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

Service-disabled veteran-owned small business (SDVOSB) concern means a small business concern—

(1) (i) Not less than 51 percent of which is owned and controlled by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran; or

(2) A small business concern eligible under the SDVOSB Program in accordance with 13 CFR part 128 (see subpart 19.14).

(3) Service-disabled veteran, as used in this definition, means a veteran as defined in 38 U.S.C. 101(2), with a disability that is service connected, as defined in 38 U.S.C. 101(16), and who is registered in the Beneficiary Identification and Records Locator Subsystem, or successor system that is maintained by the Department of Veterans Affairs’ Veterans Benefits Administration, as a service-disabled veteran.

Service-disabled veteran-owned small business (SDVOSB) concern eligible under the SDVOSB Program means an SDVOSB concern that—

(1) Effective January 1, 2024, is designated in the System for Award Management (SAM) as certified by the Small Business Administration (SBA) in accordance with 13 CFR 128.300; or

(2) Has represented that it is an SDVOSB concern in SAM and submitted a complete application for certification to SBA on or before December 31, 2023.

Service-disabled veteran-owned small business (SDVOSB) Program means a program that authorizes contracting officers to limit competition, including award on a sole-source basis, to SDVOSB concerns eligible under the SDVOSB Program.

Small business concern—

(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in its field of operation, and qualified as a small business under the criteria in 13 CFR part 121 and size standards in this solicitation.

(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.

Small disadvantaged business concern, consistent with 13 CFR 124.1001, means a small business concern under the size standard applicable to the acquisition, that—

(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by—

(i) One or more socially disadvantaged (as defined at13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and

(ii) Each individual claiming economic disadvantage has a net worth not exceeding the threshold at 13 CFR 124.104(c)(2) after taking into account the applicable exclusions set forth at 13 CFR124.104(c)(2);

and

(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.

Subsidiary means an entity in which more than 50 percent of the entity is owned—

(1) Directly by a parent corporation; or

(2) Through another subsidiary of a parent corporation

Successor means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term "successor" does not include new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.

Veteran-owned small business concern means a small business concern—

(1) Not less than 51 percent of which is owned and controlled by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.

Women-owned business concern means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women

Women-owned small business concern means a small business concern—

(1) That is at least 51 percent owned by one or more women; or, in the case of any publicly owned business, at least51 percent of the stock of which is owned by one or more women; and

(2) Whose management and daily business operations are controlled by one or more women.

Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127), means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States, and the concern is certified by SBA or an approved third-party certifier in accordance with 13 CFR 127.300.

(b) (1) Annual Representations and Certifications. Any changes provided by the Offeror in paragraph (b)(2) of this provision do not automatically change the representations and certifications in SAM.

(2) The offeror has completed the annual representations and certifications electronically in SAM accessed through http://www.sam.gov. After reviewing SAM information, the Offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard(s) applicable to the NAICS code(s) referenced for this solicitation), at the time this offer is submitted and are incorporated in this offer by reference (see FAR 4.1201), except for paragraphs __.
